Creating awareness among family and social level about different risks of disasters and
invention of pragmatic ways for all types of risk reduction in the family, Society, Union,
Administration, Upazila, and district level.

Raising cordial and effective participation and ownership among the concerned
Community in Disaster Management planning.
This will work as a general plan for the Disaster Management Committee and all concerned
sectors (Govt, International, NGO, Donor etc.).
The Sadar Upazila of Jamalpur district is a disaster prone upazila. It has a population of
6,15,072 with an area of 489.56 sq kms.
Surroundings of the Upazila: Part of Sherpur Sadar and Melandoho upazila on the North,
Dhonbari and Sharishabari upazila on the South, Melandoho upazila on the West, Sherpur
district and Muktagacha upazila on the East. Two large rivers are flowing through the
district, one is Bhramhaputra river and the other one is Jhinai. From these two rivers some
tributaries have flown through the middle of different unions of the upazila. On the EastGhoradhap Union, Tulshir Char Union, Lakhkhir Char Union, Nandina Union, Ranagach
Union, Sharifpur Union, Norundi Union, Bashchora Union, Sreepur Union On the WestKendua Union, Mesta Union On the South- Rashidpur Union, Teetpolla Union, Shahbajpur

Irrigation System: The Sadar
Upazila of Jamalpur district is
an agriculture based area.
People of this area use shallow
machine and deep-tubewel for
irrigation. They cultivate crops
with the help of shallow
machine. In the IRRI season, all
farmers use shallow machine
for irrigation in their fields for
4 months. They follow the same
method during the BORO
season too. In the same way
they use deep-tubewel for
cultivation of crops in the fields.

meeting domestic demands, the rest of
the fish can be sold in the markets and
thus solvency can be brought about in a

Specially rice, jute, vegetables and seedlings are damaged seriously here. The approxiamate
amount of this heavy loss stands for about the crops of around 100 hectres of land. Most
memorable draughts occurred in the years 1994, 1996, 2001 and 2003.
4. Kalbaishakhi Storm: One of the most devastating disasters in this area is Kalbaishakhi for
which ripe paddy, houses, human livelihood; cattle are horribly damaged in this region. Crops
of around 60 acres of land are damaged every year here. Kalbaishakhi attacked this region
specially in the years 2000, 2001, 2002, and 2007.
5. Excessive Rainfall: Excessive rainfall is another devastating disaster of this region.
Unexpected rainfall for long time causes heavy damage to crops, human livelihood, plantations
and cattles. The day labourers become completely jobless for which poverty spreads all around.
Due to excessive rainfall in the years 1999, 2000, 2002, 2007 and 2009, crops of about 200
hectres of land got damaged.
6. Cold Wave: Cold Wave is one of the serious disasters of this region. Due to excessive cold
crops, cattle, plants and human life particularly old people, children, pregnant and lactating
mothers fall victim to serious sufferings. For cold wave, crops of about 50 hectres of land get
damaged. Excessive cold wave was felt in the years 1994, 1999, 2000, 2009, 2011, 2012 and
2013.
7. Salinity: There is no salinity in the Sadar Upazila of Jamalpur district.
2.4 Vulnerability and Capacity:
The term Vulnerability refers to the state of materialistic, socio-economic and environmental
situation which indicates the amount of damagaes/ loss that mass people fails to recover.
Capacity: The term capacity refers to an over all condition of natural, social, economic,
environmental situation by which a person or an organization or an institution can recover or
minimize the loss or damage of a natural disaster.

Farmers: Generally the farmers of Jamalpur Sadar upazila have agriculture activities more or
less all the year round. Harvesting of IRRI starts from the months of Baishakh (April-May) and
Jaishtha (May-June) in the Madargonj upazila. Harvesting and husking of IRRI continues in
these 2 months. Therefore they have huge works to do during these 2 months. Harvesting of
Jute palnts starts from Ashar (June-July) and Srabon (July August) months. Farmers generally
cultivate different vegetables in the months of Bhadra and Ashwin. Cultivation of Chili, Wheat,
and Maize, Potato, Brinjal and Mustard starts from the months of Kartik (October-November)
and Agrahayan (November-December) and this cultivation continues up to the months of Poush
(Dec-Janu), Magh (Janu-Febru) and Falgun (Febru-March). Farmers sow seeds of Jute in the
month of Chaitra (March-April).

Day Labour: The day labourers of Jamalpur Sadar upazila sell labour more or less all the year
round. Especially they sell more labour in the months of Baishakh and Jaishtha because
harvesting and threshing of paddy starts from these 2 months. Harvesting of Jute plants starts
from Ashar and Srabon, therefore the day labourers can earn good wage in these 2 months.
Wages of the day labourers remain highest in the months Agrahayan, Poush and Magh because
Chili, Wheat, Maize, Potato, Brinjal and Mustard are cultivated during these months.
Fisheries: Fish cultivation is generally done all the year round in Jamalpur Sadar Upazila. Fish
is found abundant particularly in the months of Ashar, Srabon, Bhadro, Ashwin and Kartik
because water remains full in the rivers, ponds, ditches and bills during these months.
Therefore fish cultivation is done on high scale in these months here.
Business: Business generally continues all the year round in Jamalpur Sadar Upazila. Business
on rice, chili and jute remain high in the months of Ashar, Srabon, Bhadro, Ashwin and Kartik.
Especially business of Chili remains at its best in the month of Magh. Moreover, business of

Mesta union: In case of the terrible floods like in the years 1988, 1995, 1998 and 2008 in future,
cultivation of Aman paddy in 1000 hectres of land, jute cultivation in 500 hectres, Dhoincha of
500 hectres, food grains in 200 hectres, Banana in 200 hectres, Fish cultivation in 250 ponds
might be disturbed. At the same time, numerous infrastructures, 4 Primary Schools, 2
Madrasas, 2 Higher Secondary Schools, 1 college, 3000 households, Seedbeds, 50% cattle,
various fruit trees, such as- Papaya, Hogplum, Olive, Lemon, Star Fruit, Lichi including
innumerable herbal plants of Mesta union in Jamalpur Sadar upazila might be dreadfully
damaged and spoilt. 2000 tubewels may drown under water. 2500 sanitary latrines may be
damaged. Because of polluted water, 20% people may suffer from diarrhea, 15% from skin
disease and 5% from Jaundice. As a result, 9051 families may be victims directly or indirectly.
Sharifpur Union: Among 2555 hectres of arable lands, Aman cultivation of 500 hectres, jute in
300 hectres, food grains of 200 hectres, fish cultivation of 40 ponds may be disturbed. Again
seedbeds and numerous fruits and herbal plants may be damaged along with various
infrastructures, educational institutions, households, cattle. Because of polluted water,
diarrhea and skin disease may spread all around. As a result, 9320 nos. of families may be
victims of dire financial loss directly or indirectly in Sharifpur Union.
Ranagach Union: In Ranagach Union, Among 2660 hectres of arable lands, Aman cultivation of
1600 hectres, jute in 500 hectres, fish cultivation of 70 ponds may be disturbed. Again seedbeds
and numerous fruits and herbal plants may be damaged along with various infrastructures,
educational institutions, households, disaster shelters, cattle. Because of polluted water,
diarrhea, skin disease and many other water-borne diseases may spread all around here. As a
result, 9071 nos. of families may be victims directly or indirectly in Ranagach Union.
Lakhkhir Char Union: Among 4007 hectres of arable lands, Aman cultivation of 1600 hectres,
jute in 1000 hectres, Food grains of 300 hectres, fish cultivation of 45 ponds may be disturbed.
Again numerous seedbeds and numerous fruits and herbal plants including lemon, hogplum,
olive, Neem, Pear, Lichi plants, Dhoincha cultivation of 500 hectres may be damaged along

Because of polluted water, diarrhoea, skin disease and many other water-borne diseases may
spread all around here. As a result, 6600 nos. of families may be victims directly or indirectly at
Tulshir Char Union
Ghoradhap Union: Among 2569 hectres of arable lands, Aman cultivation of 800 hectres, jute
in 500 hectres, Dhoincha cultivation of 200 hectres, Banana of 70 hectres, 3 nos. of Poultry
farms, fish cultivation of 60 ponds may be damaged. Again numerous buildings, innumerable
cattle, numerous seedbeds and uncountable fruits and life-saving herbal plants may be
damaged along with various infrastructures, educational institutions, residences, religious
institutions, disaster shelters and cattle. Because of polluted water, diarrhoea, skin disease and
many other water-borne diseases may spread all around here. As a result, 7800 nos. of families
may be victims directly or indirectly at Ghoradhap Union.
Titpolla Union: At a total of 1460 hectres of arable lands at Titpolla Union, Aman cultivation of
500 hectres, jute in 300 hectres, Dhoincha cultivation of 100 hectres, Banana plantation of 100
hectres, 3 nos. of Poultry farms, fish cultivation in 70 ponds may be damaged. Again, numerous
buildings and seedbeds, innumerable cattle and uncountable fruits such as-Lemon, hogplum,
olive, star fruit and various life-saving herbal plants may be damaged along with various
infrastructures, educational institutions, residences, religious institutions, disaster shelters
and cattle. Because of polluted water, diarrhoea, skin disease and many other water-borne
diseases may spread all around here. As a result, 1460 nos. of families/ households may be
victims directly or indirectly at Titpolla Union.
Pouroshova area: At a total of 250 hectres of arable lands at Pouroshova area, Aman cultivation
of 100 hectres, Food grains in 100 hectres, Banana plantation of 50 hectres, fish cultivation in
70 ponds may be damaged. Again, numerous buildings and seedbeds, uncountable cattle and
numerous fruit plants such as-Papaya, Pineapple, Lemon, olive, star fruit and various lifesaving herbal plants may be damaged along with various infrastructures, educational
institutions, residences, religious institutions and cattle. Because of polluted water, diarrhoea,
skin disease and many other water-borne diseases may spread all around here. As a result,
7894 nos. of families/ households may be victims directly or indirectly in the Pouroshova area.
2. River Erosion: In case of further River Erosion in future like in the years of 1988, 1998 and
1999, among at a total of 5296 arable lands in Mesta Union of Jamalpur Sadar upazila, 50
hectres of arable lands, 2 Primary Schools, 1 Secondary School, 1 Madrasha, 2 Libraries, 4
Mosques, 1 Higher Secondary School, 2 model/ ideal villages, 1 disaster shelter, 5 kms of nonmetalled roads, 2 kms of metalled roads, 500 kaacha households, 20 pucca households,
uncountable fruits trees and herbal plants, fish of 25 ponds will be damaged. 200 nos. of
tubewels and 300 sanitary latrines will be washed away in the river bed. As a result, 5564 nos.
of families might be victims of great loss directly or indirectly.
Among a total of 4653 hectres of arable lands in Sharifpur Union of Jamalpur Sadar upazila, 60
hectres of arable lands, 4 Primary Schools, 2 High Schools, 1 Secondary School, 2 Madrashas, 3
Libraries, 4 Clubs, 5 playgrounds, 4 Mosques, 1 model/ ideal village, 1 disaster shelter, 6 kms of
non-metalled roads, 2 kms of metalled roads, 600 kaacha households, 30 pucca households,
uncountable fruits trees and herbal plants, fish of 20 ponds will be damaged. 200 nos. of
tubewels and 300 sanitary latrines will be washed away in the river bed. As a result, 6600 nos.
of families/ households might be victims of great loss directly or indirectly.

3. Draught: Due to draught or in case of further draught in future like in the years of 1994 and
1996 in Jamalpur Sadar upazila, among a total of 20267 hectres of arable lands, IRRI paddy of
10000 hectres of lands, Jute of 5000 hectres, Dhoincha of 1000 hectres, vegetables of 500
hectres, fish cultivation of 535 ponds, innumerable seedbeds, uncountable seedlings, fruit
plants, herbal plants, will be seriously disturbed and damaged. Due to serious draught, 20% of
people will suffer from diarrhea, 40% from fever and 15% from Jaundice including many other
illnesses. 40% cattle might be attacked from different diseases. As a result, 61003 nos. of
families of the Sadar Upazila will be the victim of severe sufferings directly or indirectly.
4. Storm: Due to storm or in case of further storms in future like in the years of 1999 and 2002
in Jamalpur Sadar upazila, among a total of 20267 hectres of arable lands, IRRI paddy of 11000
hectres of lands, vegetables of 2000 hectres, Banana plantation of 1500 hectres, 20000 (twenty
thousand) households, 70 Primary Schools, 492 nos. of Mosques, 9 Temples, 1 Church, 48
Higher Secondary schools, 22 madrashas, 10 Colleges, 16 poultry farms, 13 Mobile phoneoperating towers, 44670 nos. of kaacha households, 760 pucca households, different
governemt and non-government organizations, innumerable fruit trees and herbal plants,
uncountable cattle might be the victim of serious loss and damage. As a result, 61003 nos. of
families of the Sadar Upazila will be the victim of severe sufferings directly or indirectly.
5. Excessive Rainfall: Due to Excessive Rainfall among a total of 2796 hectres of arable lands,
Chilli plantation of 500 hectres of lands, onion of 400 hectres, Garlic of 100 hectres, Jute of 300
hectres, vegetables of 200 hectres, potato of 350 hectres, tomato of 200 hectres, 2 poultry
farms, innumerable fruit trees and herbal plants, cattle, roads might be damaged. The day
labourers might become jobless. As a result, 9051 nos. of families will be the victim of severe
sufferings directly or indirectly at Tulshhir Char Union under Jamalpur Sadar upazila.

Emergency Control Room for Emergency Operation Center (EOC) should be set up in
District / upazila level right after any disaster occured. 3/4 volunteers and Police
personnel should be deployed there at a time by turn.
Responsible persons of Upazila level will be there in overall duty. There will 3 teams of
volunteers with 3 persons in each performing duties of the Control Room by turns for
24 hours day and night.
They will keep uninterrupted contact with the District Head Quarter all the times.
A district/ upazila map marking the locations of the unions, different roads, tanks,
ponds, embankments, etc. should be hanged on the wall. The areas mostly affected
during the post-disaster period should also be marked.
To provide better service, Radio, Haajak, Charger lights, 5 nos. of large Torch lights,
Gum Boots, Life Jackets, Battery and Rain Coats should be kept preserved at the Control
Room.
There will be a Register at the Control Room. Name of responsible person, time, name of

The UP Member of each ward, by his own responsibility, will ensure the dissemination
of Warnings/ Cautions at each HH in his areas.
Steps should be taken for announcement on mike/ loud speakers at least once every
hour until Warning # 5 is being aired on television and radio. Steps should also be taken
to use mikes or the bells of Schools or Madrashas continuously right after the
announcement of Warning # 5 on television and radio.
Right after the annoucement for relocating people to a safe shelter being disseminated
on radio and television, respective UP Members with the help of the volunteers will
start working on it in their respective areas.
Right after the Warning # 8 is announced on radio and television, steps should be taken
to disseminate the news on mike and the team of volunteers will go door to door and
insist people to take shelter. They will also inform people of the specific shelters
according to their respective areas.
In the most vulnerable areas, snakcs should be supplied under the supervision and
guidance of the concerned Upazila Disaster Management Committee.
To conduct rescue works a permanant Disaster Fund should be raised under the
supervision of the Upazila Disaster Management Committee.
Burying the dead bodies of human and cattle should be performed by the respective UP
members with help of the volunteers in their working areas.
Elderly ailing people, children and pregnant mothers taken shelter should be referred
to hospital on an emergency basis.
Performing necessary repair works and keeping the shelters ready to use at the
beginning of the disaster season.
Determining the specific places or shelters to take shelter at the emergency period.
Ensuring supply of safe drinking water and other services at the shelter.
Ensuring overall security for the women, children and disabled people taken shelter at
the disaster shelter or somewhere else during the disaster period.
Providing assistance to people to carry their resuorces (cattle, poultry, emergency foods
etc.) in a safe place.

The Boat owners will support and assist them in this task.
Mobile-phone numbers of the boat-owners should be preserved at the Emergency
Control Room.
The SOS form within 24 hours after the disaster period is over, and the D form
within 7 days should be sent to the UP Chairman.
The UP Chairman with the help of the UP Secretary will compile all the ward-wise
reports and send to the Chairman of the Upazila Disaster Management Committee
The UP Chairman will coordinate/ organize the relief works of different Relief and
Rehabilitation teams.
In case of External relief materials, Amount and Kind of relief materials should be
recored in the a register. The Control Room should be informed of external team and
about the areas they supply their relief materials.
The Union Disaster Management Committee will determine the amount of relief
materials at the union level against the loss/ damage and vulnerability caused by
disaster. They will also take initiative to inform people of the ward about the amount
and quantity of relief.
Dry foods such as, flattened rice, puffed rice etc. should be collected from markets for
immediate distribution.
Rice, pulses, flour, oil etc. and corrugated tins, Nails, Nylon ropes etc. should be
collected from local market.
In the Union level list of medicines should be prepared with the help of the Health
Assistant and Family Welfare Assistant.
The Union Chairman will be responsible for managing and coordinating necessary
transportation such as baby taxi or other vehicles to carry the relief materials and
volunteers.
Considering the overall situation, necessary medicines should be collected from the
Upazila Livestock hospital and preserved at the UP Building and Health Complex.
Training on Livestock treatment should be arranged for the members of the Union
Disaster Management Committee.

Arrange rehearsal on the issues like, dissemination of Warning and Forecast, rescue
works and primary relief activities.
Check out the situation on disaster preparedness through rehearsal with the people in
April and September every year.
In the rehearsal, it is mandatory to mention about the removal of the children, female,
sick, disabled, pregnant to the disaster shelter at first step.
The rehearsal on taking shelter during disaster should be arranged at the disaster
prone villages instead of doing it at the UP Building.
Emergency Control Room should be set up in Upazila level right after any disaster
occured. Persence of 3/4 volunteers and members of Community Police should be
ensured by turn there.
The Secretary of the UP and other responsible personnel should be in charge of the
Control Room. A total of 3 Volunteer teams having minimum 3 members in each will be
in charge of the Control Room by turns through day and night. The Secretary of UP will
supervise in general.
The places which will not go under water during flood or far away from river erosion
should be used as shelter.

This commitee will play the role of Management Committee with concern of the local
inhabitants.
The committee will arrange meetings at a certain period regularly, record the decisions
of the meetings in a register copy, ditribute responsibilities and fix a certain time frame
for the works to implement the decisions taken.
The list of shelter management committee will be attached to the Disaster Management
Work Plan.
The committee may be formed of 7-9 members including the UP Chairman/ member,
Elite persons, Social workers, NGO Staff, Land Donor, volunteers etc.

Fixed shelters,
Keeping neat and clean and arrangement for removal of garbage should be taken.
Arrange security
Arrangement of Light
Registration of the sheltered people, list of their belongings should be kept updated and
all belongings of a victim should be returned to him/ her while going back from the
shelter.
Duties and responsibilities should be specified and distributed among the particular
workers and volunteers.
Arrangements for food and treatment should be ready for the sheltered people.
Special notice should be given towards the pregnant, female, old and elderly people.
The Shelter is usually for the people taken shelter during disaster.
Other then the time of disaster, the disaster shelter can be used for other social
development activities.
Each and every shelter should be maintained properly and kept neat and clean.
Local initiatives should be taken to protect the door and windows of the shelter from
being spoiled.
Trees should planted in a planned way in the open field of the disaster shelter.
Other than the time of using during disaster period, the shelter should be kept closed
under lock and key.

above all good governance of the concerned UP. The UP will identify the disasters which are

design project, finance and implement it after considering the facts of Disaster Risk Reduction.

The Disaster management plan is realistic which means the issue of finance
should be given due importance.
In the Months of April/ May every year, initiative should be taken to update the current
work plan by assesment, rectifying, addition and exclusion of necessary and
unnecessary information from top to bottom. The Member Secretary of the Committee
will take personal initiative for this purpose. Right after every disaster, the
management shortcomings should be analysed and then rectified.
