Acknowledgment
Development district Disaster Management Plan (DMP) under the Comprehensive Disaster
Management Programme is an important document which could helps as a complete guideline
for the particular district. Concern bodies of the Government of People Republic of
Bangladesh have assisted to develop the Disaster Management Plan for Patukhali district. As
implementing agency Muslim Aid has kept its great contribution to structuring the guideline
and CDMP has provided fund for successful accomplishment. The report will be connected
with district central web portal (Zila Tottho Batayan) as soon as possible to make access the
DMP information for all. Initial works to develop the report has been started since September
2013 and in 2014 the report has approved by full consents of district disaster management
committee accordingly. The committee has full authority to have the require correction as well
as inclusion & exclusion could be worked out for further improvement of the report.
We are expecting that, the report would be played a pioneer and active role to face the natural
calamity which descript inside elaborately and we also believe that, the people of this district
will be benefited by the report effectively indeed.

1.1.
Background
As per recommendation of Standing Order of Disaster, Risk Reduction and Contingency Plan
should be included in the district level Disaster Management Plan. CDMP has given significant
priority to the subject of district wise Disaster Management Plan that will be developed for next
3 to 5 years long and focus will be effectiveness and sustainable planning, inclusive result
oriented strategy, related stakeholders and proper participation of local institutions and
community people.
Bangladesh is a disaster prone country of the world and every districts of this country are
severely hits by various natural calamities more or less. Among the districts, Patuakhali and
variance part of this district are highly vulnerable due to its geological position and frequently
affected by heavy downpour, cyclone, drought, cold web, high tide, salinity and other hazards.
Bangladesh mainly is a riverine country and as situated on coastal belt, Patuakhali is consistently
affected more or less by particular natural hazards as like heavy rainfall and river erosions each
year. On the other hand, manmade hazards such as deforestation, unplanned shrimp culture and
chemical use also destroyed the natural and biological balance of this district. Patuakhali consists
of total 8 sub-districts/upazilas are consistently affected by such disaster including cyclone, high
tide, water logging, salinity which are seriously collapsing the life and livelihood of inhabitants
of these upazila. In this circumstance, there were not any long-term strategic plan or mentionable
initiatives had taken at the end of district level to reduce risk damage and save life and
livelihoods since the district experiences various disasters every year. Disaster management plan
for Patuakhali district has been prepared by following the national level comprehensive disaster
management strategy.
Mass awareness on disaster risk and threats to the family as well as community level and
all kind of disaster risk reduction
Instigate a rational and realistic process in the family, community, union parishad,
upazila and district level

Proper utilization of local resources to reduce disaster risks and develop implementation

Practice and functional local level community approach of evacuations, rescue, need
assessment, relief, instant rehabilitation and emergency responses of disaster

national and international agencies and donor as an universal comprehensive plan

Patuakhali is a highly disaster prone district of Bangladesh. Total area of Patuakhali district is

In Golachipa upazila, length of the dam is 480 km. and height 5 fit (all approx.)

In Dashomina upazila, length of the dam is 482 km. and height 8 fit (all approx.)

In Mirzaganj upazila, length of the dam is 503 km. and height 5 fit (all approx.)
In Bawfal upazila, length of the dam is 487 km. and height 7 fit (all approx.)
Flood protection embankments of Kolapara, Golachipa, Rangabali, Bawfal under Patuakhali are
very worst in condition and most of them go under water in time of high tide. It causes of huge
damages of public and private property as well as detaches the inter connection of the upazila.
These embankments connect upazilas with one another.

Sluice gate:
All over the Patuakhali total number of 1580 dam adjacent to sluice gate has been recorded. The
sluice gates are connected with Andhar manik, Purbo sonatola, Tiakhali river, Lohalia, Payra,
Agunmukha river and canals entire the district. Several of these sluice gates are not working
properly. Excessive fluctuation of water causes flood and water logging. In Kalapara upazila it
has near about 110 sluice gates and most of them are in weak condition. Lack of proper
maintenance, sluice gates of Lalua, Nilganj, Lotachapli, Dhankhali & Champapur has appeared
as curse for the inhabitants of these upazila. In Golachipa it has 245 sluice gates and most of
them are working good. Some unions of the Golachipa are facing waterlog and inundation
problem due to inferior structures of the sluice gates. Total 152 sluice gates are present in
Rangabali and all are good in condition. The river led Rangabali often suffers by waterlog hazard
in the normal coastal tide period. In Dashomina upazila, total 244 sluice gates, working condition
of them are remarkable. In Dumki 45, sluice gates are very poor in condition out of total 243.
People of many unions under Dumki are suffering and crops are affected by the water hazard
frequently. Number of sluice gates in Mirzaganj upazila is 246 and around 50 gates are required
to repair immediately.

Bridge:
Patuakhali district has total 147 (approx.) different size bridges are over the districts rivers and
channels. All bridges are good in condition and effectually used by the peoples of this district.
Three bridges are still in under construction over the river of Andhar manik, Purbo sonatola,

Tiakhali under Kolapara upazila and total 20 bridges are present in this upazila. Upazila wise
bridges information are as follows:

Mention that, total 19 bridges are under in construction in the upazila of Kolapara, Rangabali,
Golachipa, Dumki and Bawfal in this district. Communication, connectivity with the entire
districts as well as people will be benefited after completion the infrastructure properly and in
timely.

Culverts:
In the Patuakhali district, it has total 3463 (approx.) different size culverts over the districts
rivers and channels. Maximum culverts are working and some of under in construction. Four
culverts of Rangabali, Golachipa, Kolapara & Dumki are serious worst condition and need to be
repair as emergency basis. Culverts status is as follows:

Total length of the road is 11,230 km. (Kancha road 9823 km., HDD 400 km., Paka road 957
km. Carpeting 50 km.)

Total length of the road of Golachipa upazila is 1713 km. (Kancha road 1324 km., HDD

House:
Except Patuakhali Sadar, houses of all upazilas and unions are made of tin. Paka and
semi-paka houses are very rare. Kancha (mud made house) are not available in those
areas. Upazila wise house status is:

- 60,448 are in Patuakhali upazila
- 58,481 are in Golachipa upazila

Drinking water:
Peoples of this district are habituated to drink tube-well and ponds water. In Patuakhali
district, 143 deep tube-wells are not working out of 4095 and 368 tube-wells founds
placed average flood level marks. Hundred percent people of this district have access to
tube-well water for drinking as well as using for other purpose. Upazila wise tube-well
status below:
-
Kolapar upazila has 2801 tube-wells and of them 11 are out of order. 67 tub-wells are
placed above average flood level.
Patuakhali Sadar upazila has 247 tube-well and 6 are not working. 27 tube-wells are
staying above flood level.
Golachiap upazila has 207 tube-wells of them out of order 3 and 52 tube-wells are
placed above flood water level.
In Rangabali upazila 2 tube-wells are not working out of 80 and 29 are present above
flood water level.
In Dashomina upazila 3 are out of order out of 194 and 47 are placed above the level
of flood water
195 tube-well in Dumki upazila and among of them 4 are not working. 53 tube-wells
are present above flood water level.
In Mirzaganj 146 tube-wells where 5 are in bad condition and 44 tube-wells are
existing above flood water level.
In Bawfal upazila 225 tube-wells exist where 4 are out of order. 59 tube-wells are
above flood water level.

Kolapara uapzila has 26090 sanitary latrines and 2500 latrines are above flood water
level.
Patuakhali Sadar upazila has 105000 sanitary latrines where 4087 are above flood
water level
In Golachipa upazila has 35970 sanitary latrines and 3693 are above flood level
Rangabali upazila has 10787 sanitary latrines and 2088 latrines are above flood level
Dashomin upazila has 22195 sanitary latrines and 1420 are placed above flood water
level.
In Dumki it has 30710 sanitary latrines and 3887 latrines are above flood water level.
Mirzaganj upazila has 37721 sanitary latrines where 3911 latrines are above flood
water level.
Bawfal upazila has 31679 sanitary latrines and 3790 latrines are above flood level.

Educational institutions:
In the Patuakhali district has 1173 primary schools, 1 Science and Technology
University, 2 Govt. Colleges, 1 Polytechnic Institute, 2 Vocational, 1 Primary teachers
training institute, 1 Nursing institute, 32 Non-Govt. Colleges, 1 Law college, 1
Homeopathic college, 2 Govt. Higher secondary schools, 295 Non-govt. Secondary
schools, 284 Madrasha.

Religious institute:
Tentatively 3893 Mosques, 490 Temples, 22 Churches and 8 Pagodas for Buddhist
community are in the Patuakhali district. Upazila level status as follow:

Health facility:
In Patuakhali 14 hospitals, 152 community clinics, 15 diagnostic centers and 137
different size of medicine pharmacy are available all over the district. Expert registered
doctors provide health service in the district hospital and community clinics. On the other
hand, unregistered doctors and practitioner in the pharmacies also provide health service.
Bank:
Total 25 schedule Banks are available in the Patuakhali district. Among the banks 5 are
govt. owned and rest 20 banks are private which all are situated in the district and upazila
urban area. Kolapara upazila has 9 banks, Patuakhali Sadar upazila has 8 and 2 banks are
present in Golachipa upazila. In Rangabali, Dashomina, Dumki and Bawfal, every
uapzila has 1 bank each and in Mirzaganj has 2 schedule banks who are servicing to safe

money transaction, deposit scheme, agriculture & SME loan and other financial services
in the district.

Post Office:
In the Patuakhali district and upazila level, 75 post offices provide satisfactory services to
the people. 37 post offices are in Kolapara, 12 post offices are in Patuakhali Sadar
upazila, 6 are in Golachipa upazila, 2 are in Rangabali upazila, 6 are in Dashomina
upazila, 7 post offices are in Dumki upazila and Mirzaganj and Bawfal upazila has 7 and
8 post offices respectively. People of this district are getting services from those post
offices as postal cash card service, Mobile money order service, GEP service, Savings,
Letter and Parcel services and others.

Playground:
Around 1094 playgrounds are in Patuakhali district. Most of the playgrounds are lowland
and usually these are inundated in the rainy season. Kolapara upazila has 185
playgrounds, Patuakhali Sadar has 102, 220 in Golachipa upazila, In Rangabali 86
playgrounds, Dashomina upazila has 121, Dumki upazila has 122 playgrounds.
Mirzaganj and Bawfal upazila has 135 and 123 playgrounds respectively.

Graveyard/Shawshanghat :
Total 17 graveyards/shawshanghats are present in entire Patuakhali district and all are
situated above flood water level.
Kolapara upazila has 2 graveyards and 1 shawshanghat. Patuakhali Sadar upazila has 3
graveyards and 2 shawshanghat. Golachipa upazila has 2 graveyards and 1 shawshanghat,
Rangabali upazila has 2 graveyards and 1 shawshanghat, Dashomina upazila has 2
graveyards and 1 shawshanghat, Dumki upazila has 2 graveyards and 1 shawshanghat
and in Mirzaganj and Bawfal both upazila has 2 graveyards each and 1 shawshanghat
each respectively.
Mention that, people also use their own land as graveyards and shawshanghat and
maximum are inundated by floodwater due to lowland situation.

Sadar upazila of Patuakhali has 7000 transports, Golachipa has 5000, Rangabali has
3500, Dashomina has 4500, Dumki upazila has 4000 transports, Mirzaganj has 4500 and
in order to Bawfal and Kolapara upazila there are 5000 and 5500 transports that have
been recorded respectively.

Afforest coverage of Kolapara upazila is 1613 acre, Patuakhali Sadar has covered 45
acre, Golachipa 2023 acre, Rangabali upazila 1502 acre, Dashomina upazila has covered
1089 acre, Dumki upazila 1022 acre and Mirzaganj and Bawfal has been covered by the
forestation as 600.70 and 721.17 acre respectively.

Rainfall trained:
Trend of the rainfall of this district has been gradually changed in comparison to last 10
years record. Thunderstorm and its severity have also been increased. According the
scientific analysis average rainfall of this area is increasing steadily.

River:
Total 20 rivers are flowing on the Patuakhali district. Rivers are, Andharmanik, Purbo
Sonatola, Tiakhali, Lohalia, Lawkathi, payra, Lebukhali, Agunmukha, Buragowrango,
Tetulia etc. Life and livelihood of fishers family are dependent on rivers. In the rainy
seasons e.g. April to July, riverside families are affected by flood water every year.
Kolapara upazila has 3 rivers, Patuakhali Sadar has 2, Golachipa upazila has 3 rivers,
Rangabali has 5, Dashomina has 2, Dumki has 1, Bawfal has 2 and in Mirzaganj upazila
has 2 rivers.

Ponds:
Patuakhali district has total 135068 ponds and people are using those for fishing purpose.
Fish farmer needs more training on the fish culture in the district. Kolapara upazila has
17,134 ponds, Patuakhali Sadar upazila has 12,203 ponds, Golachipa has 19,465,
Rangabali has 13,248, Dashomina has 17,506 ponds, Dumki upazila has 18,351,
Mirzaganj upazila has 18,802 and in the Bawfal upazila has 18,359 ponds.

Canal:
Total 563 canals are in Patuakhali district and among them 300 are used for fish farming
by community approach. The fishing channels are prepared and excavated under FCDI
project operating in this district.

Kolapara upazila has 39 canals, Patuakhali Sadar upazila has 57, Golachipa has 85,
Rangabali has 72 canals, Dashomina has 86, Dumki upazila has 76, Mirzaganj has 73 and
Bawfal upazila has 75 canals.

Salinity:
Patuakhali district is a saline prone area. Croplands, open spaces, river and channels are
affected by severe salinity during particular seasons in every year. The saline water
damages seasonal crops and boro crops are very rare in the district due to the saline
affects.

A. Cyclone:
The main hazard of this district is cyclone. Every year the district faces such kind of
hazard like coastal cyclone. Due to sea and river adjacent to lowland area, Patuakhali is
affected easily by the natural calamity every year frequently. Most of the people depend
on fishing in the district and typically, the cyclone makes very worst effect to their life
and livelihood. The cyclone damages people life, crops, fish resources, forests, domestic
animal, houses, industry and other infrastructures of the district which are shown in
above data statistics occurred by Cyclone Mohashen, Aila and Sider accordingly. People
are living with high risk in the district because of the road, embankments, culverts, sluice
gates are in very inferior condition and not much capable to protect the disasters. Cyclone
center and steps of DRR management are relatively insufficient than the peoples demand
of this district and it would create heavy destruction as well as appear as a fatal disaster if
the present conditions is not improved.

All most every corner of the district Patuakhali is more or less affected by salinity.
Among the 8 upazilas 4 are severely affected by saline problem which creates very bad
impact to crops, forests, fish resources and infrastructure as well as whole life and
livelihood of the people. Saline water is easily passed in lowland by the spoiled dam,
road and sluice gates during the sea surge and water could not go back to the sea or river
from the affected lands. Salinity problem of this district increases day-by-day and such

Main natural disaster of Patuakhali district is coastal cyclone. The cyclone causes massive
damages in houses, road, educational institutes, crops, domestic animals, life and livelihood
of the district, which happen usually mid March to mid May and mid September to mid
November of the year.
Another major hazard of this area is tidal surge, which occurs mid June to mid November,
and tremendously damage peoples property, crops and animals.
Salinity is devastating hazard of this district and its appear mid December to first week of
July. Agricultural products are severely affected and damaged by the salinity here. Rest of
the time of the year salinity remains low comparatively.

1. Cyclone
About 8425 acre Amon cultivable land and about 9460 families of Kolapara
Agriculture
upazila will be affected directly or indirectly if such cyclone hits like Sider in
the year 2007 over the district. Cyclone can destroy about 3037 acre of Amon,
778 acre of seasonal crops, 720 of Kharip crops where dependent families are
near about 2875 in Golachipa upazila.
In Mirzaganj upazila 3855 acre of Amon field, 120 acre of seasonal crops and
40 acre of Kharip crops will be damaged where number of dependent families
are 3055 also be affected directly or indirectly.
Rangabali upazila is vulnerable to 1792-acre land for Amon paddy, 189 acre
for seasonal crops and 120 acre for Kharip crops out of total land 4154 acre
where dependent families are 1852 who possibly be affected by the cyclone
directly or indirectly.
Dashomina upazila is vulnerable 3600-acre land for Amon paddy, 149 acre for
seasonal crops and 55 acre for Kharip crops and total dependent families are
2832 who would be affected directly or indirectly.
Bawfal upazila is vulnerable 2194-acre land for Amon paddy, 650 acre for
Boro crops and 25 acre for seasonal crops and total dependent families are
1777 who would be affected directly or indirectly.
Patuakhali Sadar upazila is vulnerable 2342-acre land for Amon paddy, 50 acre
for Boro crops, 25 acre for seasonal crops and 10 acres for Kharip crops can be
affected where dependent families are 9224 entire the upazila.
Dumki upazila is vulnerable 3145-acre land for Amon paddy, 153 acre for
seasonal crops and 51 acre for Kharip crops can be affected where dependent
families are 3032 who also can be affected direct or indirectly in this upazila.
2. Tidal Surge
By the tidal water surge, 2048 acre for Amon land and 138 acre cultivable land
About 1450 acre of Amon land could be affected by the tidal surge in
Golachipa upazila where dependent families are 1400 who also living
vulnerable condition.
About 2387 acre Amon land, 27 acre for seasonal crops and 29 acres of
cultivable land could be affected by the surge where 2015 families will be
sufferer directly or indirectly in the Mirzaganj upazila.
In Rangabali upazila about 700 acre Amon land can be damage seriously where
1000 families are dependent on the land.
In the Dashomina upazila about 1500 acre Amon land where depending
families are 800 possibly be affected directly or indirectly by the tidal surges.
Bawfal upazila has 1444 acre land for Amon crops, 400 acres for Boro crops
and 166 acre for seasonal crops will be affected by the surges where dependent
families are 1231 will also be affected directly or indirectly.
In Patuakhali Sadar upazila about 1864 acre for Amon crops, 400 for Boro
crops, 135 for seasonal crops and 80 acre for Kharip crops can be affected by
the water surges where 5245 families are dependent in vulnerable situation.
In Dumki upazila has 1534 acre for Amon crops will be affected if water surge
attack and 869 families will be also affected directly or indirectly.
3. Salinity
Salinity can damage about 3863 acre land for Amon crops and 240 acre for
seasonal crops in Kolapar upazila where 2300 families depends can also be

pigs and in Dumki upazila 475 cow, 537 goats, 75 sheep, 92 bully cow, 125
pigs are will be faced food crisis due to the salinity in these upazila. Families of
those upazila will also affected by the problem.
Ttidal surge: Patuakhali district will face huge cattle and domestic animals
loss in case opf tidal surge hit which statists given below. In Kolapara 1448
cow, 1068 goats, 150 sheep, 70 bully cow, in Golachipa upazila, 1040 cow, 952
goats, 89 sheep, 136 bully cow, 23 pigs, in Dashomina upazila has 974 cow,
807 goats, 260 sheep, 68 bully cow, in Mirzaganj upazila has 1307 cow, 1176
goats, 126 sheep, 210 bully cow, 52 pigs, in Rangabali upazila 980 cow, 1082

in Typhoid, 26% will suffer in Jaundice, 23% viral diseases and 5% scne
disease in Rangabali Upazila.

in Typhoid, 14% will suffer in Jaundice, 11% viral diseases and 6% scne
disease in Patuakhali sader Upazila.

Salinity: 34398 farmers out of 97108 are affected by the salinity. During the
March-April 143756 farmers out of 242345 are severely affected by the
disaster.
River erosion: 3% agriculture lands are wearing away in this district and as a
result 2996 farmers are affected direct and indirectly.
