MALABA AND BUSIA SITE VISIT

PURPOSE
The purpose of the site visit was for the project team to get well acquainted with the nature of the site so as to properly plan for the execution of the works as specified in the contract documents. The two project managers Adrian and Romel were accompanied by Hitesh, Siriman, Chegge, Alec and Ivan on Saturday 10th 2013, on the journey Eastern Uganda to visit both Malaba and Busia border post.

TORORO POWER PLANT ELECTROMAX

Our first stop was at Tororo power plant Electomax. Here we found the rump proposed for the batching plant and inspected its condition as shown below;

Figure 1 Rumps at Electromax

It was found that one of the rumps has failed and for that reason a new one is needed in case the batching plant is to be set up at that site. As we proceeded to Malaba border post, there was a nearby quarry from the proposed batching plant site with aggregate readily available concrete. No time was taken to enquire about the cost as we need to make the visit during day time only.

MALABA BORDER POST

On arriving at Malaba border post, the roads were in poor condition and the trunk traffic was very high but we managed to make it on time as earlier planned. Later are some of the Malaba border post photographs.

Malaba border post is a very busy place, mostly with traffic of heavy trucks coming in and going out of Uganda. The town is quiet occupied and the place is busy, congested with trucks but fewer people.

Figure 2 Location of the Main Administration Building

The oval building is the customs building and the small single storey building is the immigration office, both still in use, yet the Main administration building is to be placed behind the boundary wall to the immigration office. CHALLENGES Here one of the challenges is to divert the human traffic cross the border and precede with the works at minimum interference to the immigration activities. The other challenge is the way in which they are to divert the open drainage channel as it to pass where the building is expected to be place. BUILDING TO BE REFURBISHED The buildings to be refurbished i.e. the customs building impound shed, import verification are also current in use and this will greatly affect the progress of works.

THE NEW PARKING YARD The location of the proposed new parking yard for vehicle is current under use and some of the trucks occupying the land look like they have been in place for a very long time which might take a lot of time to relocate.

Figure 4 Trucks in the New Parking Area

The relocation of these trucks and the time taken to do so will also affect the progress of the project as some are broken down and need to be carried out of the yard. In short, the following challenges need to be thought through and planned; 1. The relocation of the offices in the building to be demolished 2. The relocation of the trucks in the new yard 3. The location of the site office and facilities. .

BUSIA BORDER POST

Busia border post is also a very busy place, highly congested but with quiet good roads. The site also exhibits several challenges that need considerable thought and planning to execute the works.

Figure 5 Busia Gate

The site has the following challenges among others for which one has to consider; 1. 2. 3. 4. Poor site access The relocation of the immigration workers houses The relocation of the trucks where the building s are to be constructed The control of the human traffic across borders

PROPOSALS THE REMEDY THE CHALLENGES

First and foremost, the request or the construction drawing should be submitted especially the survey drawing showing the position of the existing in relation to the new building works. Then a proper plan drawn for the sequence of execution of the works with dates and deadlines which is to be presented to the clients representative for them to know and prepare for their relocation as early and required for them not to delay the project. The building s to be demolished can first be use as the site office and then later the office can be moved into the new structure in case there is no space.

The company staff can be accommodated in the nearby town just before the border post, were very facilities is readily available
