Who We Are The District of Columbia Water and Sewer Authority (DC Water), created in 1996 by the
District government and Congress, is one of the largest water and sewer utilities on the East Coast, serving a regional area of 725 square miles, and providing drinking water and wastewater collection and treatment to residential, commercial, and governmental users in the District of Columbia, Maryland, and Virginia. DC Water, an independent agency within the District government, has nancial, budgetary, and rate-setting authority. DC Water is governed by an 11-member Board of Directors comprised of representatives from the District and suburban jurisdictions. At the end of 2011, DC Water had net assets of $1.07 billion, with operating revenues of $408 million.
Who We Serve DC Waters Blue Plains Advanced Wastewater Treatment Plant is the largest advanced wastewater treatment facility in the world, covering 150 acres, and serving nearly two million people, including those in the District of Columbia; Montgomery and Prince Georges counties in Maryland; and Fairfax County, Loudoun County, and Vienna in Virginia.

Our Programs DC Water has launched a Capital Improvement Program (CIP) valued at more than $7.8 billion over the next 20 years: More than $3.8 billion at Blue Plains and in District neighborhoods over the next 10 years More than $2.6 billion to control sewer overow in local waterways over the next 20 years More than $500 million in system improvements, repairs, and rehabilitation
We currently have 36 active construction contracts underway, with 12 at Blue Plains and 24 outside Blue Plains, totaling $1.04 billion. DC Water currently has 38 active Architectural/Engineering (A/E) Agreements, with 19 at Blue Plains and 19 outside Blue Plains, totaling $667 million. Construction commitments for FY2012 through FY2016 total approximately $1.6 billion. We have a bond rating of double A (AA) with three rating companies.
Our Projects Over the next ve years and beyond, DC Water will be Blue Plains Advanced Wastewater Treatment Plant implementing projects to 1) enhance the Blue Plains facility to ensure that it can reliably meet its National Pollutant Discharge Elimination System (NPDES) permit requirements, 2) greatly improve the quality of its biosolids resource, 3) provide a renewable power supply for Blue Plains, and 4) control combined sewer overows in District rivers, principally in the Anacostia.

These projects include Total Enhanced Nitrogen Removal, Long Term CSO Control Plan, and Biosolids Management. Construction for the Enhanced Nitrogen Removal Program started in January 2011. It has a total estimated value of $280 million and provides for new facilities and upgrades to existing facilities for Blue Plains to meet the 2015 total nitrogen discharge limit that has been included in DC Waters NPDES permit. The Long Term CSO Control Plan, a 20-year program, has an estimated cost of $2.6 billion, and began in May 2011. The Long Term CSO Control Plan was implemented to control combined sewer overows to the Anacostia and Potomac Rivers and Rock Creek in the District. The Biosolids Management Program, started in June 2010, and has a total budget of $433 million. Work will occur at Blue Plains and will include four anaerobic digesters, four Cambi treatment trains, and several associated facilities. Program benets include: Produce digester gas which will generate heat and power Reduce quantity of biosolids by approximately 50% Create a Class A biosolids product Reduce greenhouse gas emissions

It provides online access to solicitations, amendments, and contract awards. The portal allows vendors to search for business opportunities, receive e-mail notications of bid postings, and request complete bid documents. Where We Advertise We advertise our A/E and construction contracts using a variety of local newspapers, including The Washington Post, The Washington Times, Georgetowner, Afro-American, Washington Hispanic, El Tiempo Latino, The Northwest Current, and The Washington Informer. Who We Work With Over the last three scal years (FY09 through FY11), there were 57 construction contracts awarded that valued $991 million, of which more than 46% (or $458 million) was awarded to MBE/WBE and Local Small Disadvantaged Business EnterThe Fair Share Objective is the prises (LSDBE) businesses. LSDBEs have been awarded $76 million, and largest in EPAs Region 3. We MBE/WBEs have been awarded $382 million.
