WHAT IS

PLANNING?
Planning : Art or Science
Planning is Art
1. It is an action in proposing a plan, preparing a
scaled plan or executing development control.
▪ Planning is an act of art. It is also require a skill e.g.
creativity, aesthetic etc
▪ To plan means executing an action with
consideration on the reality of a
situation/environment.

▪ A Town Planner can perform better if he/she is able
to utilise and arrange his/her knowledge on
planning.

▪ The knowledge itself is an art whereas an arranged


knowledge can also be referred as science.

Planning is Science
1. Science is an arranged of knowledge.
▪The main characteristic of science is the use of
scientific methods (systematic investigation,
quality control of research enquiry etc) for the
development of knowledge.
▪It involves finding facts through research
enquiry.

▪ Through classification and analysis, researcher would
be able to identify the relationship between variables.
▪ Hence science can be defined as having a clear
concept, theory and collected knowledge, developed
from hypotheses, experiment and analysis.
▪ Conclusion:
▪ Art = Planning is done in rational and descriptive manner. It
is also require a skill e.g. creativity, aesthetic etc
▪ Science = Planning used scientific method in making
projection, studies etc. to achieve its goals.

Planning

▪ Planning involves choosing mission/goal, objectives


and action to achieve it.
▪ It requires decision making, choosing path for the
future from the alternatives provided.
▪ Plan can only be prepared after decision has been
made, until then it is just considered as a study to
plan, an analysis, a proposal, a finding but not the
real plan.

▪ Planning connects the gap between current situation
towards the future that we intend to achieve, eg.
safety, security, comfort, neatness, adequate,
efficient and others.

introduction of new elements but also appropriate
and possible implementation.

Conclusion
▪ Even though it is impossible to accurately predict the
future, never the less without the help of planning, any act
of development might tend to run off track and/or subject
to failure.
▪ Planning is a process that requires intelligence and need
us to continuously realize, (based from our knowledge and
estimation) to consider and decide actions that will help
us achieved our goal.
