AN EXECUTIVE ORDER REORGANIZING THE BARANGAY HEALTH EMERGENCY


RESPONSE TEAM (BHERT) AND DEFINING ITS FUNCTION

WHERE AS, DILG MC NO. 2020-018 dated January 3, 2020, enjoins Local Government
Units to effectively information education campaigns against Coronavirus and implement
programs, projects and services that will promote health and well-being of the Filipinos.

WHERE AS, SEC 16 AND 17 of R.A 7160 mandates local government officials to provide
basic services to include the general welfare of the constituents;

NOW THEREFORE, I __________________________Punong Barangay of


_________________________, Angadanan, Isabela, by the power vested in me by law, do
hereby declare that this Executive Order shall read as follows:

SECTION 1. COMPOSITION- There is hereby created a Barangay Health Emergency


Response Team, which shall be composed of the following:

SECTION 2. FUCTION AND OBLIGATIONS – The functions and obligations of the BHERT
shall be as follows:

SPECIFIC RESPONSIBILITIES OF LOCAL CHIEF EXECUTIVE

2.1 For the Punong Barangay


2.1.1 On the Containment and Control

2.1.1.1 Receive the Bureau of Immigration record and from other sources. If
available on person arriving in the barangay from coronavirus –
affected country who residents of the barangay. In the absence of
such record monitor arrivals and provide Municipal Mayors with a
report on such arrivals and measured and action on Required 14-Days
home confinement.
2.1.1.2 Mobilized the BHERTs in fight against Coronavirus:
2.1.1.3 In coordination with duly designated local authorities, enforced the 14-
days Confinement, of arriving persons from a coronavirus affected
country.
2.1.1.4 Extend appropriate assistance and support to those in home
confinement, Depending on the letter’s capability and actual needs.
2.1.1.5 Refer and Transport to the DOH designated coronavirus center or
Hospital a Coronavirus suspect. In case of inability due to lack of
ambulance and protective Gadgets refer to the coronavirus suspect to
a municipal health authorities: and
2.1.1.6 Monitor the BHERTs in their performance of the task

2.1.2 On Prevention

2.1.2.1 In coordination with municipal health authorities, conduct a Barangay


wide Information campaign on coronavirus prevention, containment
and control:
2.1.2.2 Set-up a Barangay Information or Call Center of facilitate the reporting
of Coronavirus suspects and the dissemination of coronavirus-related
Information.
2.1.2.3 In coordination with city health authorities conduct a Barangay wide
clean-up Campaign.
2.1.2.4 Organize a minimum of one (1) BHERT for every 5,000 population.
Each BHERT is Composed of an Executive Officer, a Barangay Tanod
and a two (2) Barangay Heath Workers, one (1) of whom is preferably
a nurse or midwife and were all. Appointed by the Punong Barangay.

THE BHERT shall perform the following function

a. With or without the List of arrivals from the Mayor supposed to be given by the
Bureau of Immigration (BI) conduct visit in the home of every arriving person from
such coronavirus affected country.
b. Immediately List down the persons the arriving residents came in contact with
prior to his/her arrival in his/her residence;
c. Require the arriving residents check and record temperature daily, in the morning
and afternoon, for the duration of 14-day quarantine period. Advise the arriving
residents to watch out for any other symptoms of coronavirus like cough, difficulty
in breathing and shortness breath.
d. Check on the condition of the arriving residents daily from a distance more than
(1) meter, in checking, always wear N95 or surgical mask
e. If symptoms observed, immediately isolate and confine the arriving residents,
now in coronavirus suspect, to a room from the members of the household prior
to the immediate transport to DOH-designated coronavirus- referral center or
hospital further examination and treatment, Require the coronavirus suspect to
wear N95 or surgical mask. Place the rest of the Household also under 14-days
home confinement repeat the process for them, including contact tracing, If no
signs manifest, report to the municipal Health Officer for lifting home confinement.
f. If no symptoms are observed after 14-days home confinement report to the nurse
or the Municipal Health Officer for lifting home confinement and;
g. Report to the Punong Barangay on measures or actions taken per arriving
residents;

SECTION 3. FUNDING SUPPORT. Funding support for the BHERT shall be charged to the
fund of Barangay Government subject to the availability of funds and in the budget
accounting auding rules and regulations.

Let copies hereof be furnished to all concerned for information, reference and guidance.
