BARANGAY OF BARANGAY DEAN LEOPOLDO YABES (PUG – OS), SINAIT, ILOCOS SUR HELD AT
BARANGAY HALL ON APRIL 7, 2024 AT 10:00 IN THE MORNING.

MINUTES OF THE SESSION:

A. Call to Order:

The Regular Session was called to order by the Hon. IRWIN M. ANCHETA Punong
Barangay/Presiding Officer at 10: 00 o’clock in the morning who continued to preside over the
session.
Kagawad SK Chairperson Neo I. Zate Jr. led the prayer seeking the presence and
guidance of the Almighty afterwhich the singing of the National Anthem led by DCW Annabelle
Talaña.
B. Roll Call:

The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, since
everybody were present including Mr. Nestor Talaña Federated President of Fishermen Association,
Ms. Jocelyn Mangoba President Rural Improvement Club (RIC), Annabelle Talaña BDW/KALIPI
President and Rodel Ines Chief Tanod a quorum was declared.

C. Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the minutes of the previous session.
On motion of Barangay Kag. Christopher Y. Del Rosario duly seconded by all the Barangay
Kagawads the minutes of the previous session was approved as read.

D. Privilege Hour

Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant

morning and also acknowledges the presence of different representatives CSO’s then informed the
body that RESOLUTION NO. 203 -2024 and RESOLUTION NO. 368 -2024 from the Sanguniang
Bayan of the municipality of Sinait, Ilocos Sur Approving Barangay Ordinance No. 01 – S2024
Entitled “An Ordinance Prohibiting Store Owners to Sell Intoxicating Liquor and Cigarettes to Minors
of Barangay Dean Leopoldo Yabes (Pug – os), Sinait, Ilocos Sur” and Barangay Ordinance No. 02 –
S2024 Entitled “An Ordinance Imposing Penalties an Acts Causing Disturbance to Peace and Order
in the Barangay” respectively both Sponsored by SBM Dariel G. Savellano (LnB President) dated
April 1, 2024.
 E. Reading and Referral to Committees of Proposed Ordinances and Resolutions:

Barangay Kagawad Vernaflor D. Ibatuan committee chairman on Education was

recognized and inform the body that her proposed ordinance entitled “AN ORDINANCE
PROHIBITING THE ACT OF BEING TOPLESS OR GOING HALF-NAKED IN PUBLIC PLACES
WITHIN THE TERRITORIAL JURISDICTION OF BARANGAY DEAN LEOPOLDO YABES (PUG –
OS) SINAIT, ILOCOS SUR AND PROVIDING PENALTIES FOR VIOLATION THEREOF”. was
already finalized and ready for endorsement before the office of the Sanguniang Bayan for review
and evaluation.

Barangay Kagawad Florante A. Pagud Committee Chairman on Agriculture was also

recognized that his proposed Barangay Ordinance entitled “AN ORDINANCE IMPOSING
PENALTIES ON IMPOUNDING ASTRAY ANIMALS” was also finalized and ready for endorsement
before the office of the Sanguniang Bayan for review and evaluation.

F. Calendar of Business:
- The Preparation of town Fiesta wherein every Barangay is required to have a float
wherein the Punong barangay/Presiding Officer sought assistance to the CSO’s for the
decorations.
- Conduct of Barangay Fiesta tentatively scheduled on the second week of May 2024.

G. Other Matters;
- The Punong Barangay reiterate the conduct of FLAG RAISING CEREMONY,
KALINISAN DAY, ZUMBA, HOLY MASS and other activities of the Barangay.
H. Adjournment;
There being no other matters to be discussed, Barangay Kag. Macedonio Baclig Jr. motion
for adjournment duly seconded by the body the Session ended at exactly 11:30 o’clock.

everybody were present a quorum was declared.

C. Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the minutes of the previous session.
On motion of Barangay Kag. Vernaflor D. Ibatuan duly seconded by all the Barangay Kagawads the
minutes of the previous session was approved as read.

D. Privilege Hour

Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant

morning and because of very hot weather condition which reached the heat index to 43 degrees
Celsius he decided to conduct the special meeting in a very comfortable and open area. As the
session/meeting continuous the presiding officers express his gratitude to everyone for their support
and cooperation for decorating the Agri float wherein it almost done and ready for the grand parade
in connection to the upcoming Sinait Garlic Festival. He also informed the body and express
gratefulness to Ms. Jasmine Del Rosario from Hawaii USA and former Barangay Kagawad who just
donated the amount of Five Thousand Pesos (P5,000.00) as payment of another set of uniform for
the Barangay Councils.
 Barangay Treasurer Janine M. Asuncion presented the breakdown of the expenses and
the remaining balance is Eleven Thousand and Fifty Eight Pesos (P11,058.00).

E. Reading and Referral to Committees of Proposed Ordinances and Resolutions:

The proposed Barangay Ordinance No. 03 S 2024 entitled “AN ORDINANCE

PROHIBITING THE ACT OF BEING TOPLESS OR GOING HALF-NAKED IN PUBLIC PLACES
WITHIN THE TERRITORIAL JURISDICTION OF BARANGAY DEAN LEOPOLDO YABES (PUG –
OS) SINAIT, ILOCOS SUR AND PROVIDING PENALTIES FOR VIOLATION THEREOF”. and
Barangay Ordinance No. 04 S 2024 entitled “AN ORDINANCE IMPOSING PENALTIES ON
IMPOUNDING ASTRAY ANIMALS” respectively were already endorsed to the Sanguniang Bayan
for review and approval.

F. Calendar of Business:
- The Preparation and participation of Barangay Officials for the upcoming Sinait Garlic
Festival which is scheduled from April 29 – May 4, 2024.
- Conduct of Barangay Fiesta which is reschedule May 24 – 25, 2024.

G. Other Matters;
- The Punong Barangay reiterates the conduct of FLAG RAISING CEREMONY, ROAD
CLEARING OPERATION/KALINISAN DAY, ZUMBA, HOLY MASS and other activities of the
Barangay.
H. Adjournment;
There being no other matters to be discussed, Barangay Kag. Geraldine Malupeng motion
for adjournment duly seconded by the body the Session ended at exactly 11:30 o’clock.
