A job description is a written statement that describes the employee’s role and responsibilities. The role and responsibilities
shall be executed within the NRC framework. The job description facilitates the recruitment process by stating the necessary
competencies. It is mandatory for all positions.

Venezuela's protracted economic, social, and political crisis has led to millions of people fleeing the
country, many others being internally displaced: at least 7.6 million people are in need humanitarian
assistance or protection. NRC is present in Venezuela since 2005 and works on Information,
Counselling and Legal Assistance (ICLA), Water, Sanitation and Hygiene (WASH), Education,
Livelihoods and Food Security (LFS) and Protection from Violence (PfV) in Zulia, Tachira, Apure and
Bolivar states.
Generic responsibilities
1. Line management for senior project staff and support functions in the area
2. Member of the Country Management Group (CMG)
3. Compliance with and adherence to NRC policies, guidance and procedures
4. Provide area specific input on CC strategies, Country Strategy and Plan of Action
5. Organize grants opening and closure meetings and all project follow up at area level
6. Implementation of projects (including master support budget and coordinating input for
donor proposals and reports) in the area, in compliance with contractual commitments (i.e.
quality, synergies, timeliness, use of resources).
7. Assess needs, develop emergency response and implement response plans
8. Ensure optimal use of resources within the allocated project budgets and CC strategies
9. Represent NRC and networking on area level
10. Ensure that capacity building is provided to all staff in the area

11. Ensure overall security and safety of staff in the area
12. Promote the rights of IDPs/returnees in line with the advocacy strategy
13. Responsible for implementation of Safe and Inclusive Programming Minimum Standards
across Area Office 03
Specific responsibilities
1. Contribute to NRC humanitarian access and implement the planned advocacy and
communication initiatives approved by the country office
2. Identify trends in protection context, human mobility, humanitarian gaps and donor
priorities in the area
3. Promote consolidation of the program implementation in the Zulia state
4. Consolidate and expand the new programme areas in Tachira state through a close
supervision
5. Manage relations with potential implementing partners identified
6. In close collaboration with the MEL Department, ensure relevant quality control and
monitoring/evaluation standards in the area
7. Ensure an up to date security plan is in place and respected with focus on new areas of
intervention
8. Elaborate and share a monthly Report with Country Management Group (CMG) and
extended management team.
9. Any other task or responsibility as requested by the Country Director
10. Regularly discuss and monitor the progress of implementation of the CO Action Plan
during CMG meetings
11. Support/oversee the implementation of the Country Office SIP Action Plan in Area 03
12. Use of SIP action Plans and progress to inform strategic decisions and prioritization
across the area and at CMG level
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units
or persons. Relevant interfaces for this position are:
Proposal development, programme implementation, programme quality: Head of
Programme, CC Specialists, Grants Manager, MEL Manager
Area operations and support processes: Head of Support, Support Managers, other
humanitarian actors
Security and Safety of staff: Health, Safety and Security Manager, HR Manager
Staff capacity building: Area office staff, HR Manager, Support managers
Shared costs budget: Finance Manager, Head of Support
Recruitment and performance follow up: HR Manager

2. Competencies
