1. Introduction
In the realm of law enforcement, accurate and up-to-date crime records are crucial for effective
investigations, crime analysis, and policy formulation. The Central Criminal Record Office (CCRO),
established under standing order no.4 of the FIA, plays a vital role in collecting, compiling,
maintaining, and updating information on crimes falling within the purview of the FIA.
Through its dedicated efforts, the CCRO ensures the creation of a comprehensive and easily
accessible repository of crime-related data. One notable contribution of the CCRO is the
Quarterly Bulletin Report, which reinforces the agency's commitment to transparency and
accountability.
The Quarterly Bulletin Report prepared by the CCRO serves as an invaluable tool for
understanding the dynamics of crime within Pakistan. It provides a comprehensive overview of
criminal activities, trends, and patterns observed during specific time periods. By analyzing and
presenting this information in a concise and accessible format, the Bulletin Report enables

2.1. ADMINISTRATION & HUMAN RESOURECE WING
The Administration & Human Resource Wing consists of HR, Accounts, Logistics, Engineering,
and Security. Each Branch / Section is supervised by Additional Director/Deputy Director.
2.1.1. HUMAN RESOURCE MANAGEMENT (HR) BRANCH:
Human Resource Management Branch deals with recruitment, promotions, seniority,
transfers / postings, leaves, NOCs, departmental permissions, requisitions for deputation,
nominations of officers for UN secondment and parliamentary business etc.
2.1.2. ACCOUNTS BRANCH:
Accounts Branch deals with the accounts and budget matters of FIA. It is also responsible to
look after all the matters of employees concerning pension, encashment, medical, T.A claims,
house & motor advance etc. It also deals with financial assistance cases, scholarships and
marriage grant etc. A number of cases have been finalized by Account Section during this

2.2. Immigration Wing
Immigration Wing is headed by an Additional Director General (BS-21) who assists the Director
General in the formulation of policy / monitoring related to Immigration and Anti Human
Trafficking. Within the Immigration Wing, three distinct directorates play integral roles in
carrying out their respective mandates, namely Immigration, Anti Human Smuggling, and
Integrated Border Management System (IBMS). To ensure comprehensive coverage across
Pakistan, the Anti-Human Trafficking Circles of the Federal Investigation Agency (FIA) operate in
22 strategic locations throughout the country. These circles function as regional units, actively
engaged in addressing and combating the menace of human trafficking.
2.2.1. Immigration Directorate
The Immigration Directorate plays a crucial role in managing and regulating the movement of
international passengers across Pakistan's borders. It is responsible for various important tasks,
including preventing human smuggling, enforcing the Entry Control List (ECL) and Blacklist (BL)
entries, and closely monitoring the issuance of tourist and business visas upon arrival at 25
international entry and exit points.

The agencies within the Inter Agency Task Force (IATF) work together to intercept individuals
involved in various activities, including human trafficking, illegal border crossings, smuggling, and
other security-related offenses. Their collaborative efforts aim to maintain law and order,
safeguard national security, and protect the well-being of the public. During the period from July
1, 2023, to September 30, 2023, the IATF intercepted individuals involved in various activities. In

Placement of persons on Interpol / ECL / Black List (Visa & Passport), subsequent
updating of records is sole discretion / authority of Ministry of Interior and Directorate
General I&P. In this regard, 0.007 entries Interpol / ECL / Black List updated in IBMS
during the above mentioned quarter and same has been replicated simultaneously at all
sites.
0.006 C-Forms are issued to foreigner travelers from different IBMS sites.
IBMS / FIA in real time data sharing through API’s with different Government
Departments to move forward for digital Pakistan. Following departments are getting
benefits from this real time data sharing:
a) Pakistan Online Visa System (MOI / NADRA).
b) Currency Declaration System (Pakistan Customs).
c) Device Identification Registration Blocking System (PTA / FBR).
d) Bureau of Emigration & overseas Employment (BE&OE).
e) Foreigners Dash Board (FNS).
f) E-Passport (Passport Office).
g) Punjab Police.
h) ISI / FWO.
i) FIA Cases Management System.
j) Financial Monitoring Unit (FMU).
Flight Manifest Comparison Report (FMCR) identified the passengers who have skipped
the IBMS Immigration data feeding process and passed the stop list (ECL, BL, Interpol,
PNIL) comparison step. In this quarter total of 2.098 passengers skipped through
immigration process and IBMS. They were brought back 520 and processed in the IBMS
to maintain data integrity and stop list sanctity. IBMS staff is trying their best to minimize
the skipped passenger value to zero level.
Total record of IBMS deportees 0.011 & offloadees 0.009 enables the immigration wing
to restrain the illegal immigrants from Pakistan and arrest and prosecute members of the
organized Criminal Groups in Human Smuggling. This activity will also improve the
ranking of Green Passport in the community of world passports.
IBMS reporting is also extended to Anti-Human Trafficking Circles (AHTC) of FIA which
include Islamabad, Rawalpindi, Gujranwala, Gujrat, Lahore, Karachi, Peshawar, Quetta,
Faisalabad and Multan offices. This also provides real time data verification to curb down
illegal Human Smuggling Trafficking activities.
Pakistan Tourism Development Corporation (PTDC), a subsidiary of Ministry of Tourism is
also ripening the fruits from the IBMS data bank to improve tourism sector in Pakistan.

2.3. Anti-Corruption Wing
The Anti-Corruption Wing (ACW) plays a crucial role in combating corruption in Pakistan. ACW is
headed by an Additional Director General (BS-21) who assists the Director General FIA in the
matters dealt by the field directorates related to anti-corruption. ADG ACW is assisted by a
Director and three Deputy Directors in the Wing.
ACW focus on various tasks such as dealing with Audit Paras under scrutiny in Public Accounts
Committees and developing the Case Management System of FIA. These efforts aim to enhance
transparency and efficiency in the agency's operations.
Regarding anti-corruption operations, there are 19 Anti-Corruption Circles of the FIA located
throughout Pakistan. These circles operate under the administrative control of the respective
Zonal Directors. Their primary objective is to investigate and take action against Federal
Government Employees involved in activities such as receiving illegal gratification,
misappropriation, breach of trust, and misuse of authority.
Furthermore, the Anti-Corruption Circles work diligently to recover embezzled funds,
safeguarding the national exchequer from financial losses caused by corrupt practices.
Additionally, they tackle issues related to the manufacturing and distribution of counterfeit
currency and spurious drugs. Moreover, they address offenses related to theft of electricity, gas,
oil, and violations of the Human Organ Transplant Act.
The Anti-Corruption Wing also conducts thorough analysis and prepares quarterly and annual
reports for the FIA. These reports provide insights into the agency's activities, progress, and
challenges in combating corruption. Additionally, the ACW conducts annual inspections of all
Field Circles within the FIA's jurisdiction and submits recommendations to improve the
performance of these units.

2.6. Anti-Money Laundering - AML (Economic Crime Wing)
Economic Crime Wing (ECW) is headed by an Additional Director General BS-21 who is assisted
by a Director and Deputy Directors. It augments the efforts of FIA Zonal Directorates against the
money laundering by providing policy frame work. It issues guidelines for the EOs / IOs, makes
arrangements for capacity building, identifies lacunas in investigational work and removes
barriers at implementation level. ECW also coordinates with FMU in connection with the STRs
and related AML initiatives / proceedings. It oversees the achievement of the targets set for the
Agency by FATF for its periodical assessments. It also watches the operations of the Agency
against the flight of capital from Pakistan.

Cyber Crime Wing, formerly known as National Response Centre for Cyber Crime (NR3C),
deals with all the complaints falling under the preview of the Prevention of the Electric Crimes
Act, 2016 of cybercrimes. It has specialized units which investigate complaints received from
individuals, corporate sector and government department relating to cybercrimes. It also
safeguards cyber space against any misuse or abuse by the miscreants.
Cyber Crime wing is headed by an Additional Director General who is assisted by a Director
Admn at HQrs Islamabad and Director Operations who oversees all the field operation of CCW
through his Additional Directors and Deputy Directors. CCW has established 15 field circles to
fight against the crime.
Cyber Crime Wing has taken many initiatives to educate the nation about seriousness of
Cybercrimes. It issues advisory Notes and alert messages against cyber threats through social
media. Cyber Rescue 1991 is also providing 24/7 services to help the victims of Cyber Crime.
CCW also conducts Cyber Patrolling and investigate the cases of crypto Currency.

2.8. FIA ACADEMY
In 1976, FIA Training School was established in a rented building for pre-service and in- service
trainings of FIA personnel. Subsequently, it was shifted to FIA Headquarters premises in 1986. In
1989, it was renamed as FIA Academy. FIA Academy is headed by an officer of the rank of
Director (BS-20). FIA Academy is committed in training the FIA officers in the areas of Local and
Special Laws, enhancing the capacity of the investigation officers and prosecutors, organizing
orientation courses for the deputationists and conducting seminars / workshops on current
criminal topics independently as well as with the assistance of foreign partners.

2.9. NATIONAL CENTRAL BUREAU- INTERPOL (NCB)
Pakistan became member of ICPC (International Criminal Police Commission) in 1952. The
National Central Bureau (NCB) of Pakistan was created under the new constitution of ICPO in
1957. It has been attached with Federal Investigation Agency since its inception. The Director
General/FIA is ex- officio, Head of NCB-Pakistan. NCB Pakistan is linked with the Secretariat
General (SG) of ICPO – Interpol Lyon with a Web based Communication System namely I/24-7.
During the period under report, 02 Interpol Blue Notices were issued at the request of NCB

2.10. COUNTER TERRORISM WING (CTW)
Special Investigation Group (SIG) was established in 2003 and renamed ‘’Counter Terrorism Wing’’
(CTW) in 2010. It has eleven (11) notified Police Station out of which five (05) Police Stations are operational
to register cases pertaining to the Anti-Terrorist Act (ATA) 1997, Prevention of Electronic Crime Act (PECA)
2016, Anti-Money Laundering Act (AMLA) 2010, Official Secret Act 1923 and schedule offences of FIA Act

1 Police cooperation. CTW sent a regarding an alleged person who was involved in on-board bomb threat
on Malaysian Airlines.
On 31st August, 2023, PS CTW Islamabad registered FIR No. 07/2023 on account of forged / tempted
official and ordinary passports having original laminations. Conducted successful multiple raids at

Mardan, Bannu, Peshwar, Gujrat, Gujranwala, Lahore and Islamabad. As a result, twelve (12) accused
persons were arrested including 06 employees of IMPASS.
On 7th September, 2023, CTW conducted a training of ASPs in CTW in respect of CTW administration
