FIRST PANEL

Strategic importance of the seabed; critical underwater


infrastructure, risks and threats to our security.

The panel aims to address the multifaceted aspects of the seabed,


highlighting the strategic importance of critical undersea
infrastructures, the risks and threats their faces, and the urgent need
to protect them to ensure our security and prosperity.

Moderator: RADM (OF6) Pérez Puig is Deputy Director General for


Plans and International Relations of the Department of Defense
Policy of the Spanish Ministry of Defense.

Diego Bermejo Romero de Terreros is the Ambassador of the


Kingdom of Spain to Jamaica, a position he has held since
December 2020. He is also the Permanent Representative of
Spain to the International Seabed Authority.

Miguel Sánchez is an expert in cybersecurity and counter-


terrorism, ex-military and ex-member of the Spanish intelligence
services, he is the Global Director of Security and Intelligence of
the main telecommunications company in Spain, Telefónica, since
2016.

Christian Bueger is an experienced researcher in the field of


maritime security, ocean governance and the blue economy,
professor at the University of Copenhagen, and co-author of the
EU document "Security threats to undersea comms, cables and
infrastructures".
SECOND PANEL

The Role of Navies in the Protection of National and


International Interests.

This panel aims to contribute to a better understanding of the role of


navies in deterrence and their usefulness in providing coherent
responses and demonstrating the will to meet the challenge of
underwater security.
