1. PURPOSE
The purpose of this method statement is to define the methods to be adopted for working in a
designated area that will ensure a safe working environment for all site personnel and public
and outlines the procedure to be followed during installation of Earhing System . This is a live
document and will be updated as per requirements.The work will be as per the project
specification and agreed condition survey.This method statement shall ensure that the work is
executed safely. This method statement also ensures that the quality assurance and quality
control activities are conducted in a systematic manner, works are inspected and conformance
is verified and documented.

2. SCOPE OF WORKS
Scope of work will be limited within the project boundary. Following are the scope of work.

1) Installation of earthing system at external areas .

The work shall be carried out in compliance with the approved drawings, location and as
per project specifications and concerned authorities requirements.

The contract is a re-measurable item rate contract and all design, deliverable shall be
arranged by Employer / Employer’s representative on award of works.

7 PROCEDURES
Prior to start any work NOC to be obtained from the concerned authority, and work start
notification to be sent to the concerned authorities and consultant. Following task to be
carried out prior to commencing site work.

7.1 Site Preparation/ Investigation

Ensure the personnel involved in the work with proper PPE and proper safety arrangements
made to proceed with any sort of work

 The Electrical Engineer / MEP Coordinator confirms that all necessary documentation
is in place to proceed, and identifies if there any special requirements and site
coordination needed to undertake the work. If everything is acceptable, The Supervising
Engineer issues an instruction to the foreman to carry out the work.
 Ensure that latest approved shop drawings for the installation are present, and all
personnel are working with the same drawing.
 Ensure that all material is as per approved Material Submittal and specification.
 All installation to be in line with Local Authority Regulation and International Standards.
 Check if the materials are stored as per the manufacturer’s recommendations.

 Check if the materials are free from any physical damages during transportation and
further storage.
 Check the grid lines, reference markings level is provided by the Site Surveyor.
 The Site Supervisor shall review the layout drawings and ascertain that all necessary
right of ways and trenching permit have been obtained.
 Excavation to the limit and to the formation level (subgrade) will be executed.
 A barrier is to be erected around the trench area and warning sign is provided.
 Check and review the Risk Assessment with the current site conditions.
 Ensure that experienced and suitable numbers of work force are deployed to carry out
the work
 Site Supervisor / Foreman will give necessary instructions to tradesman (Electrician /
Helpers) and check the proper tools and equipment’s are available to carry out the work
and comply with contract specification.
 Ensure that area is safe to carry out the work. The Supervisor must ensure that the
workers working at height are trained and all safety precaution are taken according to
HSE requirements.
 Ensure to comply with manufacturer’s recommendations
 Ensure work notification shall be submitted prior to start activity
 Strictly adhere and comply with COVID-19 authority circulars/ Summer mid-day
break ministerial decree
 DDA checklist on a daily basis for COVID-19 shall be monitored on a regular basis
 Ensure to adhere and comply with authority related NOC condition without fail
 Any significant change from this MSRA to be revised and resubmitted to the
consultant prior to start the work
 Ensure to interface with other trades as and when required during execution of
work
 Ensure any works are being scheduled on Extended/Sunday/public holidays shall
be embodied with description in the work notification with appropriate activities
an ensure availability of approved safety officer to monitor the activity for safe
condition
 Ensure to comply rules during Ramadan article 313 UAE federal law #3 of 1987
 Ensure Special permission from DM to be obtained prior to work during mid-day
break
 Ensure Night shift Safety Officer shall be available for the night work.

7.2 Sequence of Work:

7.2.1 Installation of PVC Conduits & Accessories :


Storing, Handling & Transporting Pipes.
 Raise Material Verification Record (MVR) upon delivery of materials on site.
Client/consultant approval shall be obtained through MVR.
 Deliver and handle Earthing system materials carefully and protect materials
from damage. Stock units off ground to prevent contamination by mud, dust or

materials likely to cause staining or other defects. Units shall be protected when
necessary, by suitable weatherproof covering. Use non-staining materials for
blocking and packing. Materials should not be exposed to sunlight.
 Earhing system material should be protected from direct sunlight and heat of
the sun by providing shaded areas.
 Deliver materials and store on site in original containers with seals unbroken
and labels intact until time of use, in accordance with the manufacture’s
direction.
 Discrepancies, damage etc. found will be notified / reported and shall be
removed from site.

INSTALLATION OF EARTHING SYSTEM .


 Ensure that the whole of Electrical installation is both mechanically and
electrically continuous throughout and it is bonded to a suitable main earth in
compliance with Local Authority Regulation, IEE Regulation and BS code of
practice. Complete installation shall comply with BS 7671 and BS 7430
 Check, that approved materials are used for installation.
 Check if the site area is clean & safe.
 Ensure that all materials to be installed are free than any damage.
 Ensure that manufacturer supplied accessories are used for the installation.
 Ensure that complete Earthing System is electrically continuous and
mechanically secure. Provide substantial Earthing lugs or boxes on all
distribution boards. Isolators, starters, control panels, lighting control boxes etc.
 All equipment including the metal sheath and armouring of cables, the metal
cases of all switches, distribution boards and metal cases of all equipment shall
be provided with equipotential bonding and connected to the main Earthing
System.
 Ensure that earth pit location is marked as per the approved shop drawings.
 Earth rod will be inserted to earth depending on the soil condition with suitable
borehole. Ensure that sufficient number of rods of suitable length shall be
installed to provide an overall resistance to earth not exceeding 1 ohm.
 The earth pit shall be installed after completion of earth rod installation and a
clear gap of 50 mm shall be maintained between top of earth electrode and
earth pit cover.
 Provide grease and tape after termination of Earth rod clamps.

 Connection of the earth electrodes shall be readily accessible for periodic


inspection and shall be protected against mechanical damage and corrosion.
The actual connection to the rod shall be by means of a purpose made clamp
and shall be made below ground level in a concrete inspection pit having a
removable cover.
 Earth continuity conductors shall be of the sizes specified or if no size is
particularly specified, they shall be in accordance with Local Electricity Supply
Authority Regulations. All such conductors other than tapes shall be insulated
with green / yellow PVC.
 Metal parts of lighting fittings which are required by the IEE Regulations to be
earthed shall be connected to the lighting point Earthing terminal by means of
a green /yellow insulated conductor of cross section not less than that of the
line conductor supplying the fittings.
 The mounting skid and fuel tank shall be provided with earthing terminals
welded to the frame / body and shall be properly earthed.
 Pole shall be provided with earthing boss with bolt and nut accessible from the
service door. Fuse cut out box shall be provided with earthing bolt / terminal
arrangement.
 The Earthing terminal in the box or other enclosure associated with a socket
outlet which is required to be connected by the IEE Regulations to the outlet
Earthing terminal shall be a 4BA screw brass pillar terminal tapped into the box
or other enclosure.
 Provide Earth pits and Earthing for vent pipes, product tanks, STP enclosure,
dispenser and provision for Tanker Earthing near decanting area.
 Earthing of fuel tanks and vent pipes shall be carried out as per the approved
drawings and as recommended in petroleum industry standard.
 Provision to Earth the road tanker (While off-loading product to tank) shall be
carried out as per drawings and as recommended in Petroleum Industry
Standards.
 Provide separate Earth pits and Earthing of equipment’s as per local Telephone
Authority requirements.
 A specified identification labels will be provided for Earth inspection pits and
Earth cables are to be tagged for reference.
 Check the resistance of the rods with earth tester using fall of potential method.

 The electrical continuity of the Earthing system shall be such that electrical
impedance between the main switch and any other part of the works shall not
exceed 1 ohm.
 Provide permanent label durably marked ‘SAFETY ELECTRICAL
CONNECTION – DO NOT REMOVED”, in visible position at each bonding
conductor connection to extraneous conductive parts. The letter height shall be
minimum 4.75 mm. Each conductor shall be sized in accordance with the tables
given in BS7671.

TESTING PROCEDURE

 Test the effectiveness of the Earthing of each completed installation by means


of an earth fault loop impedance test.
 Testing of Earthing system for the project including earth continuity tests in
accordance with the requirements of project specification.
 On completion of the installation of the earthing work, resistance of ground shall
be tested with Earth Resistance Tester and witnessed by the consultant.
 Upon the installation of an earth electrode, a test shall be made to verify that
the resistance of the electrode does not increase the earth fault impedance
above the required limit.
 Resistance to earth of all Earthing rods, each earth termination network,
continuity of conductors and efficiency of all bends and joints shall be tested.
In each case, the resistance to earth shall not exceed 1 ohm.

8 • OTHER LOGISTICS
Access / Egress
- Equipment operators shall take full advantage of the existing open ground, which shall be
made vacant to position their equipment.
- Proper barricades shall be positioned along the workzone to prevent unathorized entrt
Traffic Management
- Refer to site logistic plan providing access road. Any change to this access roads are
provided with directional signs.
- Main Contractor will provide traffic aides/ flagmen around the site as required to ensure that
flow of traffic is controlled
- All workers and operators shall be inducted on the HSE rules and regulation of the project.
E.g. speed limit, HSE regular equipment inspection, PPE, etc.

9 CONTROL
Working hours
 Generally, Work is from 7:00- 17:30 excluding summer period, wherein MAIN
CONTRACTOR shall adopt a time scheme in accordance with DM rules and regulation.
 No works shall continue beyond 20:00, unless, the necessary permit has been received from
all stakeholders.

10 IMPROVEMENT
Training
 The safety induction shall be provided prior to start the work.
 Licensed/trained operators and technicians shall be deployed for this specific job.
 All certified personnel for the emergency response team shall be available as required by
DDA.

12 RECORDS
Field observations and details will be kept in the survey field book. ‘As built’ sketches and
survey sheet shall be kept in their designated folder as per numbering system with surveyor.
As-built drawing will be submitted to engineer for approval through As-built drawing submittal.

13 PERSONNEL RESPONCIBILITIES
PROJECT MANAGER

Shall be responsible for the overall implementation of this procedure, ensuring the works
described in this method statement are conducted to the project specifications and best
practices in conformance with the approved drawings and materials. Overseeing and guiding
Project Managers for ensuring adequate resources and office/welfare provisions are
employed to allow the safe completion of the project. To oversee and ensure that all
contractual matters of the project have been addressed by the concerned parties. For the
review of the Project Quality Plan and or whenever deemed required amend / update where
necessary.

To communicate company information to all staff through regular team briefings and hold
regular site team meetings. Overseeing and ensuring that there is effective planning and
monitoring of the works and communicate this to the client in the format confirmed and
agreed within the contract for ensuring Design Information requirements if any are confirmed
by the client team ahead of the construction program. To ensure all aspects of the contract
are carried out throughout the lifetime of it. Review the construction program and monitor the
cost of the project. To plan and produce short term planning. For the introduction of new
technology and encouraging innovation.

For pro-actively delivering and wherever possible exceeding, the agreed objectives of both
MAIN CONTRACTOR and the Consultant/Client by leading a project team in the planning,
development, monitoring and delivery of procurement and construction program of works.
Review and forward the monthly progress reports (prepared by respective Project Manager /
Planning Manager) to the Contracts Manger or General Manager Review and ensure that all
procurement items are identified and adequately placed with procurement department to

enable the contract program to be carried out. To take the lead in ensuring the effective
management of performance, training and budgets, to ensure that project is cash-positive,
well-coordinated and runs in accord with the agreed contract program.

PROJECT ENGINEER

Reporting to the Project Manager with ultimate responsibility for the delivery of the project
and the primary point of contact with the Consultant/Client. For ensuring adequate resources
and office/welfare provisions are employed to allow the safe completion of the project.
Responsible for ensuring that the MAIN CONTRACTOR Health, Safety Environmental and
Quality culture is communicated and understood and followed by all.

To have overall responsibility to ensure that everyone on site, are working in accordance with
MAIN CONTRACTOR’s ‘Zero harm’ Health & Safety Strategy. To arrange for the preparation
of the Project Quality Plan and ensure ETC issue and implementation. To communicate
company information to all staff through regular team briefings and hold regular site team
meetings.

For ensuring that there is effective planning and monitoring of the works and communicate
this to the client in the format confirmed and agreed within the contract. For ensuring Design
Information requirements if any are confirmed by the client team ahead of the construction
program. To ensure all aspects of the contract are carried out throughout the lifetime of it. To
assign responsibilities to other team members in the project and to foster and maintain
teamwork and co-operation. To monitor the construction program and monitor the cost of the
project. To plan and produce short term planning. To coordinate the sub-contract activities
through regular meetings. To investigate and action accidents, incidents and non-
compliances for ensuring staff career development and Training.

For the introduction of new technology and encouraging innovation. To approve the
purchases of goods and services. For pro-actively delivering and wherever possible
exceeding, the agreed objectives of both MAIN CONTRACTOR and the Consultant/Client by
leading a project team in the planning, development, monitoring and delivery of procurement
and construction program of works. To prepare and submit monthly progress reports to the
Sr. Project Manager / Contracts Manager

To ensure that all procurement items are identified and adequately placed with procurement
department to enable the contract program to be carried out.

To take the lead in ensuring the effective management of performance, training and budgets,
to ensure that project is cash-positive, well-coordinated and runs in accord with the agreed
contract program. To manage a direct labor workforce. To assist in the planning and
management of the site logistic requirements. To arrange for the necessary procedures to be
put in place so that all materials supplied are properly controlled and transported to site. To
mentor and encourage development of his team e.g. appraisals. To chair regular Internal
Progress Meetings and HSE meetings with site team and Subcontractors.

SITE ENGINEER

To ensure accurate setting out of works in accordance with contract drawings and program
requirements. To ensure the effective implementation of setting out controls. Conduct phase
inspections with consultant (preparatory, initial and follow-up) in accordance with contract
specifications. progress reporting and drafting weekly reports as required to prepare, issue
and ensure implementation of daily and weekly program. To provide daily, weekly progress
reports.

To provide assistance and technical supervision for construction activities. To liaise with sub-
contractors with regard to setting out requirements. To check sub-contractors, work for
accuracy and quality to manage site interfaces between MAIN CONTRACTOR and sub-
contractors. Liaise with the storekeepers who carry out the receiving inspection. Ensure that
Quality is maintained on site in relation to all aspects of the project. Ensuring that that the
standard of the installed works is in accordance with the approved for construction
drawings/contract specification and quality of workmanship is maintained at the highest
standard. Inspection of permanent materials as they are delivered on Site to ensure
compliance with reviewed shop drawings and specifications.

Conduct onsite inspection of supplies and services to be incorporated into the work as
required. Maintain records of all on site Quality Control Activities to be available for
Consultant Engineer’s use as required.

QA/QC ENGINEER

Familiarize with all project quality assurance requirements. Ensuring that Laboratory
Equipment, Survey Equipment and Testing & Commissioning Equipment are duly calibrated
(with valid certificates) and in good working condition. Ensuring that Project Laboratory
Facilities and personnel are properly supervised. Maintaining all Quality Records and ensure
easy traceability of the same to be available for Consultant Engineer’s use as required.
Compiling of project closeout reports, testing and commissioning procedures, operations &
maintenance manuals and monitoring the preparation of marked up drawings for As Built
Drawings. Verify that non-conformances are action on a frequent and effective basis.
Respond to audETC carried out by the QMS external auditors or MAIN CONTRACTOR
internal auditors. Reviewing the project’s organizational relationships as they affect quality
and developing proposals for improvement. Advising the Project on all current quality matters
and developments, and areas of concern. Determining and reporting the principal causes of
quality losses and non-conformances and coordinating suitable corrective action to address
the same. Reporting to Head Office Base QA/QC Manager for the adequacy of the Quality
Management Systems operating on the Project. .Ensure that Quality Management System is
established and maintained and report to the QMS Office of any proposed update or
modifications required for ETC effectiveness QA/QC engineer shall ensure that the works are
carried out in accordance with the project requirements. He/she shall be also responsible for
the implementation of all QA/QC related works as required in this method statement.

HSE OFFICER

Coordination with the Project Manager on Site and reporting directly to the Head Office based
HSE & Q Manager. Responsible: To advice the Project Manager on HSE related topics and
provide full support to the site team. To ensure the proper implementation of
Company/Clients/Sub-contractors HSE procedures on site. To investigate all accidents /
incidents. Carry out weekly inspections of work areas to ensure compliance of the HSE
requirements.

To prepare a monthly safety statistics report. To co-ordinate and participate in site HSE in-
house training program. To keep records of all inspections, tests and examinations,
accidents, etc. To provide the leadership necessary to contribute towards an effective HSE
organization.

SURVEYOR

He is responsible for all survey activities, including setting out, marking, aligning, levelling etc.
Ensure that all people involve on setting out have had adequate training, are using standard
methods to indicate the information and are monitoring construction to that information. For
arranging regular spot checks on works and records and carrying out all necessary
monitoring of existing and new works. Maintaining all the survey equipment on the contract
including the monthly internal calibration check of survey equipment. Compiling and keeping
an instrument register with on/off hire status, calibrated equipment record and equipment
calibration status.

14 INSPECTION AND TESITNG


 Inspection and testing shall be done as per project specification, Project Quality Plan,
Project HSE Plan and approved ITP.

15 HEALTH, SAFETY AND ENVIRONMENT


The Project Safety Plan will be strictly enforced. All works shall be regularly monitored to
ensure full compliance.
 Permit - where required, permit to work will be provided prior to commencement of works.
Permit shall be issued by the Contractor Engineer.
 PPE - all required PPE shall be issued. Constant monitoring and supervision of the works
shall ensure that all times the appropriate PPE is worn by affected operatives.
 Access and egress - routine access and egress will be always provided for materials
transportation and operatives. Where emergency routes are required, these shall be
determined, arranged, and instruction given prior to commencement.
MAIN CONTRACTOR supervision shall ensure that all material deliveries are coordinated, and
all vehicles are offloaded from public areas, the activity shall be supervised, and a dedicated
offloading/storage area shall be provided.
 Plant - all plant associated with this activity shall be inspected prior to the works
commencing and at regular periods during the works to ensure that all required certification is

 Work will be carried out as per DDA, DM, RTA, DEWA and TAG regulation and
requirements.
 Operators operating mobile crane shall be certified by EIAC approved 3rd party inspection
bodies and shall possess OM-OHS card (Circular DM reference: 812/02/02/1/1105686).
 Weather forecast shall be considered while planning the work for any prewarning and for
any unfavorable climate.
 Transportation facility will be arranged for MAIN CONTRACTOR safety officer to monitor
the work at site.
 Work notification will be sent prior to start the work.
 Authority regulation and circulars will be followed and complied regarding the Covid-19.
Client and site forms/checklist will be used to monitor the COVID-19.
 The project sign board is located inside the client property area.
 Any significant changes in the work methodology from this MSRA, consultant shall be
notified and revised MSRA shall be submitted prior to start of the work.
 Interface with other contractor will be closely monitored at site during execution of work.
 Any work scheduled after working hours/Sunday/ public holidays will be notified to
consultant in advance and the necessary monitoring will be done by the site team.

Working hours
 Generally, Work is from 7:00- 17:30 excluding summer period, wherein MAIN
CONTRACTOR shall adopt a time scheme in accordance with DM rules and regulation.
Breaks will be provided at regular interval.
 No works shall continue beyond 20:00 hr, unless, the necessary NOC has been received
from relevant authorities.

• Regular cleaning (throughout the work and before and
after of each shifts) and removal of wastes and scrap
materials from the work area to the designated
collection points and storage in order to create a safe
working environment.
• Responsible engineer must ensure the work area is
safe prior to deployment and instruction to work.
• Provide adequate instructions for the safe use and
maintenance of PPE, safe manual handling and ensure
prompt compliance during the housekeeping works
with adequate supervision.
• Follow the DM rules to dispose the waste
