1.0. Purpose:
The purpose of this document is to describe the work procedure for EHV Transmission Line. It is a part of
electrical infrastructure project in Solar, Wind & TBCB transmission line. The document defines
Installation and commissioning of EHV Lines.
2.0. Scope:
This procedure will cover the environmental consideration, Insulator hoisting, String of conductor, Fixing
of Overhead Line Accessories for the construction of EHV Transmission Lines developed for Renew Power
in India.

5.0. GENERAL REQUIREMENTS:

➢ All materials, fittings etc., used in the installation and the construction tools and equipment shall
conform to the relevant Indian or international Standards. In cases where there is no Standard
available, the items shall conform to the specification of the purchaser/manufacturer or shall be
approved by a competent authority from RENEW POWER.

➢ All overhead lines shall comply with the requirements of the Indian Electricity Act and Rules
made thereunder and the regulations or specifications as laid down by railways or railway
electrification authorities, post and telegraphs department, roadways or navigation or aviation
authorities, local governing bodies, defence authorities and power and telecommunications
coordination committee, wherever applicable.

➢ The electrical installations shall be carried out only by authorized and trained/experience
personnel and supervised by technically qualified persons competent to undertake such work.

➢ Ensure availability of approved drum schedule.


➢ Ensure tower readiness including tack welding and zinc rich painting in all respect before start of
stringing.
➢ Ensure backfilling of each locations done.

6.0. SAFETY REQUIREMENTS:

➢ All Construction shall comply with the requirements of the Indian Electricity Act and Rules made
there under and the regulations or specifications.

➢ The electrical installations shall be carried out only by authorized and trained/experience
personnel and supervised by technically qualified persons competent to undertake such work
under the rules and regulations that may be in force in different states. One competent Safety
officer dedicatedly to be appointed for TL work

➢ Before performing the work, the contractors should provide the following documents for the safe
execution of work at site.

✓ Contractor key representative credentials (Site In-charge, Project Engineer, Safety
Officer, Quality Engineer)

➢ Smoking, drug, alcohol strictly prohibited as per the applicable company policies. All workers
must understand and acknowledge the Renew, legal requirements for the activities.

➢ Do not pollute environment-Air, water, land, natural resources, Flora, Fauna, etc. as per Renew
policies and hazardous waste to be stored and disposed as per the legal requirements.
➢ First aid box, Emergency vehicle/contact Number should be maintained in work location and
passenger vehicles to have portable fire extinguisher/first aid box as per the emergency mapping
system.

➢ Identification of special/site specific risks of according to the site conditions like animal bite,
Snake bite, land sliding, earthquake, underground utilities etc., should be taken care and
required actions to be taken by the site engineer with support of HSE Person.
➢ Ensure the certified lifting tools and tackles are being used during the work activities

➢ Renew site engineer is responsible to ensure the necessary PPE’s (Safety shoe, helmet, dust
mask, ear plug, safety goggles, gloves) used by the workers and display of signage’s should be

made available during the activity. Execution of work should be under adequate supervision.
Proper Barricading to be done in the working area.

➢ PPEs to be inspected by a competent person at least 6 months once and register to be


maintained for tracking of lifting tools/ PPE usage.
➢ Work specific PPE’s (Safety shoe, helmet with chin strap, particle mask, goggles, Gumboots,
gloves, full-body harness with double hook lanyard, reflecting jacket) used by the workers as per
the risk and display of required signage’s should be made available during the activity.
➢ Regular inspection of tools, tackles, and equipment inspection by contractor to be ensured and
periodic HSE by respective site preventive resource done as per the checklists
➢ Damaged equipment to be stored separately and marked for prevention of accidental usage.
➢ In case of night work activities, adequate lighting to be ensured by the site responsible.
➢ Unauthorized entry of workers/equipment to be prevented.
➢ Renew QHSE policy to be adhered and followed strictly.

7.0 Stringing Works for Transmission Line Towers

1. Purpose

The purpose of this method statement is to provide guidelines for installation of Insulators,
Overhead Conductor, Ground wire & OPGW.

2. References

• IS5613- Rev.1, 1993: Code of Practice for Design and Installation and Maintenance of
Overhead Power lines
• ReNew Standard and Specifications
• IFC Drawings.

3. Responsibilities

Below mentioned personnel with the responsibilities entrusted to them shall be responsible for
carrying out below mentioned works. In addition to their roles and responsibilities disseminated in
the QHEMS Plans and the following specific activity functions shall be carried out:

3.1 Head Electrical

• Provide the team with appropriate resources to ensure that works are done in accordance with
the project Quality and HSE requirements and shall be responsible for the approval of method
statement and overall project management.

3.2 Lead Transmission Line

• Ensure latest approved drawing available at site prior to start work.


• Conduct training and awareness programs for all personnel deployed for the activity.
• Follow up & Co-ordinate with design engineering team for preparation and approval of drawings.

• Ensure method statement is prepared, established and control measures taken before starting
the work and guiding team for implementation.
• Obtain necessary approval as per contract requirement.
3.3 Site Construction Manager/Site In-charge

• Prepare method statement and ensure approval by customer representative.


• Execute works according to latest approved method statement & IFC drawings.
• Orient/train the team to implement the method statements effectively.
• Identify and adopt best practices.
• Maintain related records.
• Co-ordinate with Surveyor for survey works
• Co-ordinate with Quality in charge for scheduling inspection & approval as per ITP.
• Make all necessary arrangements for inspection of work as per ITP.

3.4 Quality In-charge


• Quality Engineer at site will share Quality requirement to contractor.
• QE will check and review calibration of measuring equipment at site.
• QE will share approved checklist to site team-execution.
• QE will do inspection of on-going site works as per approved FQP.
• QE will raise observation and prepare report on online portal.
• Review and verify RCA/CAPA taken by contractor at site for critical observations.
• QE will do document and store inspection on random basis at site.
• Review Quality Control records and ensure correctness.

3.5 EHS In-Charge


• Disseminate EHS requirements specific to the activities involved and facilitate implementation.
• Facilitate for work specific Hazard / Aspect Identification, Risk / Impact Assessment.
• Ensure work is carried out in safe manner by coordinating with site engineer, sub-contractors
etc.

5. Method Statement / Work Method

5.1 Construction Method

The sequence of the work to be carried out as follows


• Insulator Hoisting.
• Preparation prior to pulling.
• Stringing procedures.
• Sagging procedure.
• Conductor damage and repair.
• Jumper connection.
• Clipping.
• Fixing conductor and OPGW/Earth wire accessories.
• OPGW/Earth wire Stringing procedure.
• OPGW/ Earth wire Sagging Procedure.
• OPGW/ Earth wire Splicing & JB preparation.

• Final checking, testing and commissioning.


5.2 Preparation prior to pulling

• Stringing activity in any section shall be started only after the Foundation concrete has achieved
its 100% of specified compressive strength. After 28 days from the date of concreting.
• Ensure Readiness of tower in all respect, fixing of all members, tightening, and punching of
N&B.
• Inspect cable Reels/Drum for identification, reel damage, sealed ends of conductor and other
details.
• Ensure conductor is not kinked twisted or abraded or damaged in any manner.
• Ensure relevant approved documents, Tower schedule, insulator fitting / accessories
drawings, drum schedules (site specific) sag & tension charts etc. are available.
• Ensure right Quantity and Quality of materials available.
• Patrol the line route to ensure the stretch to be undertaken for stringing is clear.
• Necessary existing LT/HT / Power line shut down should be obtained.
• Approval from competent authorities for Blockage of NH/SH/Railway should be taken.
• Ensure good approach, visibility, accessibility, favorable ground condition.
• Prepare all equipment necessary for stringing and verify it is complete in all respects.
• Obtain necessary approval as required by contracts.
• Ensure towers are installed firmly and correctly and earth test are completed, and earth
resistance value noted and ensure that footing resistance shall be below 10 Ohms in all the
General run of the line, below 5 Ohms in all Terminal Structures and below 10 Ohms for the
Second, third and fourth approach towers from substation

5.3 Positioning of Stringing Equipment and Reels/Drum

• Locate equipment, tensioner and puller and study in detail considering following important
aspects:
• Length of the section between bend points.
• Length of conductor/wire Reels/Drum available.

• Location of crossings and strategic importance of crossing points.


• Probable Location of Splices and Method of Splicing.
• Types of Structures available at machine locations and convenient working space available
around.
• Capacity of Equipment’s.
• Land Topography, accessibility etc.
• Position the equipment from first structure at a distance approximately twice the height of
support. Wherever distance cannot be maintained more caution will be exercised. The criteria
for selecting distance of Puller/ tensioner equipment is to minimize the movement.
• One pull length may comprise of single or multiple sections involving two or more cut points
according to availability of equipment and site condition.
• Proper grounding at appropriate positions for equipment is ensured and also a traveling
grounding device used to accomplish protection from static energy/induction of parallel lines
(if any).

5.3.1 Tensioner and Conductor Reels/Drum

• Tensioner will be positioned at one end and Puller will be positioned at the other end with
conductor Reels/Drum at Tensioner end.
• Reels/Drum of pilot wires will either be distributed along the line or positioned at another end,
preferably ending at puller end.
• Ensure tensioner located at a minimum offset from center of line on level ground. TSE will be
anchored by using pre-cast concrete blocks/ dead man arrangement suitable to counter the pull
force.
• Reels/Drum will be placed on stands and positioned behind tensioner at sufficient distance.
• Ensure Reels/Drum are anchored sufficiently on sloping grounds.
• Place conductors on Reels/Drum by means of lifting equipment.
• Wooden battens fixed around conductor spools will be removed and conductor end taken out
checked and inserted in pulling grip attached with a swivel connector and nylon rope passed
around the grooves of Tensioner Bull Wheel.

5.3.2 Puller
• Position the puller at other end on level ground.
• Minimize the angle of pull line from center line axis of stringing section in accordance with
contract requirements.

5.3.3 Reinforce and supports / Temporary Anchoring/ Back stay


• Provide temporary guys at end support structures of a stringing section. This can be achieved
by means of long wire slings(16mm up to 220KV & 18mm for above 400KV) and anchor concrete
blocks. Anchor blocks have to position adequately away from tower base, so that it is not
exceeding 45 Deg. With horizontal (ground).

5.3.4 Installation of insulator /Roller /Pilot wire pulling

• Ensure proper tightening of members of tower structures in respective section to required


torque.

• Install hardware, insulator fittings and hanging aerial roller with pilot wire through sheaver of
aerial roller. This activity will be normally carried out using utility blocks, ropes, tractor men
etc.
• Clean insulators, fittings, and accessories prior to installation.
• Provide proper access to workmen through ladders, platforms during stringing operation.
• Check proper functioning of aerial rollers and availability of neoprene rubber to avoid damage
to conductor during stringing operation.
• Provide scaffolding pipes with nylon net, wooden ballies or Bucket cranes at road crossings.

Pilot Wire

5.3.5 Laying of Pilot Wires

• Pilot wires, spooled in Reels/Drum, of varying lengths of approximately 600 Meters to 1600
Meters will be made available for installation.

Pilot Connector

• Pilot wire Reels/Drum joined together using pilot wire connectors to achieve requisite length to
pull for a section.
• Continue pulling of pilot wire until tension end is reached. Connect the conductor attached with
swivel and pulling grip to this pilot wire.
• Ensure that the end support is adequately reinforced with temporary guys to withstand pull
force unless structure is designed to carry out stringing without temporary guys. Also, check
extended cross arms and take appropriate measures.
• Take precautions at road crossings, ensure proper outages for stringing activity.

5.3.6 Conductor paying out

• Establish communication either through trans-receivers or other means.


• Check and confirm pilot wire connectors are in roller groves and secured in position.
• Examine initial pulling and remove sharp, protruded objects which may damage the conductor.
• Pull conductor & sub-conductor from equipment of each phase (if required).
• Attaché headboard to conductor wherever required to avoid possible twisting.
• Conductor will be kept well off from ground and other obstructions.
• Ensure conductor pulling tension does not exceed than permissible tension or section over
pulled.
• Check during conductor pulling operation to ensure conductor in position and pulling is carried
out smoothly.

• Continue pulling until the conductor end reaches other end or little beyond the section in single
pulling.

Sock Joint Sock Joint – Double End

• Suitable arrangements shall be made to hold the conductor pulled beyond the section length
and check over pulling.
• Hold down blocks or similar devices will be used at uplift locations.
• Joints in conductor will be provided as required by contracts.
• The Mid span joints shall be minimum distance of 30 Meters. from the nearest conductor clamps
and no joints will be allowed in dead-end spans, spans crossing power lines, buildings, main
roads, and single span sections. Not more than one joint shall be made in any conductor in any
one span.
• Conductor will be temporarily secured using conductor clamps and long slings using anchoring
spikes or blocks.
• Check conductor for damage and provide joints for conductor as required by contracts.

• Follow Testing & commissioning of conductors as required by contracts.

5.4 Final Sagging


Check following before final Sagging:
• Approved Stringing Sag tension chart Tables available
• Thermometer to read conductor temperature.
• All Sagging tools available.
• Regulating spans or sag sighting spans identified.
• Temporary grounding is provided at required points.
• Temporary back guys are well in position.
• Spacers, spacer dampers, vibration dampers and other conductor and earthwire accessories shall
be installed as per the design requirements and respective manufacturer’s instructions.
• Spacers shall be fitted within 24 hours of the conductor clamping. (IS5613-22.1)
• While installing the conductor and earthwire accessories proper care shall be taken to ensure
that
the surfaces are clean and smooth and no damage shall occur to any part of the accessories.

• Fasteners in all fittings and accessories shall be secured in position using torque wrench.
• Spacing bicycle/ trolley may also be used for fixing conductor accessories

Sag measurement is done below methods.


1. Sag boards and sag scope method (conventional)
• The conductor shall be hanged in Rollers not exceeding 24 hours and in exceptional cases, up to
72 hours before being sagged to the specified sag
• The length of the conductor sagged in one operation shall be done as per Tower schedule/
section length. The conductors shall be sagged in progressive order from the tensioner to the
puller end.
• Sagging will be done in accordance with approved sag tables.
• Secure each conductor by clamp fastened to cross arm of tower.
• Use winch to pull conductor and ensure correct sag value as per sag tables.
• Mark on conductor to check and verify sag values and adjust accordingly.
• Longer sections shall be checked for sag values at two or three locations.
• On completion, remove temporary connections and clear the line for clipping
• The Clipping of Conductors should not start earlier than 2 hours after sag, for conductors to
adjust themselves prior to clipping
• The sag will be checked in the first and the last span of the section in case of sections up to
eight
spans and in one intermediate span also for sections with more than eight spans.
• Clipping will be followed by installation of Spacers (if required) and Vibration dampers. The
breakaway bolts shall be tightened until the outer head breaks off. The installation of spacer
dampers shall be completed in each section within 72 hours after the conductors have been
sagged.

5.5 OPGW

OPGW also will be pulled in the same manner as that of conductor, however considering the down
lead clamp along the tower leg from peak to joint box, this method shall slightly modified in such a
way that the running out cable from tensioner is routed inside the tower frame and the manufacturers
recommendations will be strictly followed
• Pre-installation tests will complete to ensure the healthiness of OPGW prior to stringing
• Maintain bending radius of OPGW as per manufactures recommendation in order to avoid any
damage to OPGW Fibers.
• Once pulling is completed, sagging, clipping etc. shall be done in similar way of conductor
installation. Self-gripping or bolted conductor clamps shall be used in conjunction with pull lift
to accomplish sagging
• OPGW shall be guided along the tower leg as per approved drawings and clamped up to joint
box, leaving approximately 10-15 Mtrs. These additional 15-meter OPGW shall be coiled with
minimum coiling diameter of 1 meter. The direction of coiling shall be in clockwise direction
and end to facilitate splicing and testing
• The OPGW Junction box shall be installed on structures at a height of 10-15 meters above the
ground level
• The Vibration Dampers for OPGW shall be installed after Sagging and dead ending OPGW

6. Inspection

• ITP(Inspection test plan) for stringing work identifying inspection check points and to be
reviewed and acceptance prior to start work.
• Inspection with ReNew Representative shall be carried out as per ITP for hold points.
• An inspection request shall be submitted to ReNew Engineer one day prior to scheduled date of
inspection.
• The conductor & OPGW is required to be tested for continuity, attenuation values etc tests as
required after completion of final sagging.
