EXCERPTS FROM THE MINUTES OF THE 15th REGULAR SESSION OF THE


SANGGUNIANG BARANGAY OF BLAAN HELD AT BARANGAY SESSION HALL ON
SEPTEMBER 21, 2020 AT EXACTLY 9:00 O’CLOCK IN THE MORNING.

WHEREAS, Article 14, Section 1 of the 1987 Philippine Constitution, provides for the protection
and promotion of the right of all citizens to quality education at all levels and shall take
appropriate steps to make such education accessible to all;

WHEREAS, further, Paragraph (3) of Section 2, Article 14 of the aforesaid Philippine


Constitution also provides for the establishments and maintenance of a system of scholarship
grant, student loan programs, subsidies and other incentive which shall be available to
deserving students in both public and private schools, specially to the under-privileged;

WHEREAS, Section 16, of Republic act No. 7160, otherwise known as the New Local
Government Code of 1991, provides that, every local government unit shall exercise the powers
expressly granted, those necessarily implied there from, as well as powers necessary,
appropriate, or incidental for its efficient and effective governance, and those which are
essential to the promotion of the general welfare;

WHEREAS, the Sangguniang Barangay has created the “Iskolar ng Barangay Blaan Program”
providing tuition fees to the identified poor but deserving students of this barangay;

NOW, BE IT ORDAINED, AS IT IS HEREBY ORDAINED, by the 3rd Sangguniang Barangay


of Blaan, Malungon, Sarangani Province.

“AN ORDINANCE GRANTING FINANCIAL ASSISTANCE PROGRAM FOR ISKOLAR NG


BARANGAY BLAAN (IBB) PROGRAM OF THE BARANGAY BLAAN, MALUNGON,
SARANGANI PROVINCE”

Section 1. TITLE. This Ordinance shall be known as “Granting Financial Assistance Program or
Iskolar ng Barangay Blaan (IBB) Program of the Barangay Blaan, Malungon, Sarangani
Province’.
Section 2. COVERAGE. This IBB Program shall cover poor but deserving students in
tertiary/baccalaureate courses who are residents of Barangay Blaan until they graduated.

Section 3. DEFINITION OF TERMS. As used in this Ordinance, the following terms shall
mean:

a. Beneficiary- is a recipient of IBB Program after being screened and chosen from
among the applicants.
b. Residents of Barangay Blaan- one who resides in this barangay for at least Six (6)
months at the time of application is filed.
c. Parents Gross Annual Income- refers to the combined income of both parents and
other income of the family
d. Household- people in a family or individuals living together in one house.
e. Dependent- member of the household who is financially reliant to the parents or other
members.

Section 4. QUALIFICATIONS. The following are the qualifications to become grantee of IBB
Program unless the following qualifications are met:

a. Resident of Barangay Blaan


b. Parents’ Gross Annual Income not over than P50,000.00
c. Average grade of not less than 80% or its equivalent numerical percentage in college
with no failing grade in any subject
d. Must be in good moral standing
e. Only One (1) beneficiary per household to be enrolled in the program
f. Incoming First Year College student

Section 5. REQUIREMENTS. An applicant must submit the following requirements to the IBB
Coordinator:

a. Application addressed to the Punong Barangay thru the Sangguniang Barangay stating
basic information and the reason for the inclusion to the program.
b. Certified photo copy of high school report card.
c. Certified photo copy of Birth Certificate issued by the Local Civil Registrar/PSA.
d. Certificate of Good Moral Character from the school where the applicant came from.
e. Latest 2x2 I.D. picture

Section 6. SELECTION PROCESS. The selection process shall be undertaken by the


Sangguniang Barangay and he/she must pass the entrance examination to be conducted at the
Barangay Session Hall.

Section 7. OBLIGATION OF IBB BENEFICIARIES. As an IBB, the beneficiary is expected


to:
a. Keep up with the necessary standards of the IBB scholarship program of the Barangay
Local Government Unit of Blaan.
b. Maintain an average grade of 80% with no failing grade.
c. Finish the course within the period indicated in the curriculum as possible.
d. Should shifting to another course or program is inevitable, it is the policy of this
ordinance to limit such activity, and the concern beneficiary shall inform the
Sangguninag Barangay immediately through an explanatory letter of such action,
provided that the reason for shifting is not due to failing grades.
e. Inform the Sangguniang Barangay of any other scholarship that one may receive or
want to avail, and one’s plan or intention to give up the IBB Program, and update the
Sangguniang Barangay of any changes in civil status, citizenship or residency, and other
vital information.
f. Conduct one’s self in such a manner so as not bring disgrace or dishonor to the
Barangay Local Government Unit of Blaan and the school the IBB is enrolled in.
g. Refund to the Barangay Local Government Unit of Blaan in full all expenses incurred in
the event the beneficiary grossly and gravely fails to fulfill the terms and conditions
agreed upon due to own fault or willful neglect, not later than Six (6) months from the
date of conciliation of the scholarship grant.
h. In case of violation above-mentioned, the beneficiary may be required to render
voluntary community extension services with the Barangay Local Government Unit of
Blaan for duration deemed recommended by the Sangguniang Barangay.
i. An IBB graduate is encouraged to render voluntary services to the Barangay Local
Government Unit of Blaan as may be designated by the Local Chief Executive, as return
of gratitude.

Section 8. DISQUALIFICATION AND FORFEITURE OF SCHOLARSHIP GRANT.

Grounds for the outright disqualification and forfeiture of the IBB Grant:

a. Average grade low than 80% or its equivalent, or failing grade in any subject.
b. Dropping out without justifiable reasons.
c. Deferment of the educational grant without the approval of the Sangguniang Barangay
for more than one semester.
d. Semester subject load is below the regular number of subjects or units prescribed by the
program curriculum except if the beneficiary is graduating.
e. Membership in any organization that engages in illegal subversive activities or
participation in any such activities.
f. Taking prohibited drugs, committing any act of immorality, drunkenness, dishonesty,
and any form of misconduct affecting the integrity of the IBB Program.
g. Conviction of any crime especially crimes involving moral turpitude.
h. Falsification of official records or documents.
i. Expulsive or dismissal from the School, College or University.

Section 9. MODE OF PAYMENT. The Barangay Local Government Unit of Blaan shall grant
the approved financial assistance to the IBB beneficiaries through a payroll system and shall be
released every September and February for college students and February for Senior High
School.

Section 10. REQUIREMENTS FOR THE CONTINUANCE OF THE GRANT.

a. The IBB Beneficiary is required to present the registration form and statement of
account to Sangguniang Barangay every beginning of the semester.
b. The Sangguniang Barangay may request the school of the beneficiary to submit to the
Barangay Local Government Unit of Blaan the statement of account and copy of grades
of the IBB not later than two weeks before the start of the succeeding school semester
to verify if the IBB grantee has maintained the grade requirement and complied with the
standards of the IBB Program.

Section 11. NUMBER OF GRANTEES. The number of IBB Beneficiaries shall commensurate
to the appropriate funds for the purpose, with at least minimum of Five (5) and maximum of
Ten (10) beneficiaries every 4 years.

Section 12. DURATION OF THE GRANTS. The grant shall be valid until the beneficiary
finishes baccalaureate course, but in no case that it will exceed eight (8) semesters, unless
sooner disqualified for valid reasons as stipulated herein.

Section 13. IBB MEETING. The Sangguniang Barangay shall conduct meetings together with
the IBB as may be deemed necessary.

Section 14. FUNDING SOURCE. Fund assistance from Sagittarius Mines Inc. for Iskolar ng
Barangay Blaan, but in the absence of SMI Fund, the BLGU will allocate Fifty Thousand Pesos
(P 50,000.00) annually.

Section 15. SEPARABILITY CLAUSE. If for any reason in law and other Administrative Rules
and Regulations, any portion or provision/s of this ordinance is declared void or
unconstitutional, other sections or provisions hereof which are not affected shall continue be in
force and effect.

Section 16. EFFECTIVITY CLAUSE. This Ordinance shall take effect immediately upon its
approval.

ENACTED by the 3rd Sangguniang Barangay this 17th day of August 2020 on its 13th Regular
Session.
