CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

This chapter presents the background of the study as well as the statement of the

problem, scope and delimitation, significance of the study, and definition of terms of this

research study.

Background of the Study

The introduction of uniforms has affected different aspects of students’ education.

School uniforms were only associated with private schools, but the idea of implementing

it, became popular beginning in the 1990s when the U.S. Department of Education cited

the positive results of a school uniform policy in a public school in Long Beach,

California (U.S. Department of Education, 1996). Many countries across the nation

required and demanded the use of uniforms as it can bring benefits to the development of

learning. The U.S. Department of Education’s Manual on School Uniforms (1996), which

was nationally distributed to public school districts, discussed the possible benefits of a

mandatory school uniform such as decreasing violence, instilling discipline, and helping

students focus on their school work. Some schools, however, did not require the use of

uniforms as one of the reasons might be it is taking away the freedom of the students to

wear what they want according to their preferences. Some critics suggest that school

uniforms may lower students’ creativity and affect their ability to properly express

themselves. (Brunsma & Rockquemore, 1998). School-wide uniform policies force

students to all dress similarly and some feel that taking away students‟ freedom of

expression” may decrease their creative ability in some areas of educational development

(West, Tidwell, Bomba, & Elmore, 1999).

The implementation of the “No-Uniform Required Policy” by Vice President and

Department of Education Secretary Sara Duterte has earned many reactions among the

citizens; students, graduates, parents, and others. Many have expressed their opinions

about the issue and stated their insights regarding the topic. It filled the social media

feeds and had become the talk of the town. The main people who are affected by this

policy are the students, and that is why the researchers are trying to get the perceptions of

students concerning this subject.

This study is conducted not to describe the relationship between the No-Uniform

Required Policy and its effect on the students’ academic performance but to describe and

narrate the perceptions of Alcantara National High School-Senior High School students

towards the No-Uniform Required Policy.

Statement of the Problem

Generally, the main focus of this qualitative research study is to describe and

narrate the perceptions of Alcantara National High School-Senior High School students

towards the “No-Uniform Required Policy”.

Specifically, this study refers to the following objectives:

1. To narrate the perceptions of Senior High School Students regarding the No-

Uniform Required Policy.

2. To identify whether the Senior High School students agree or disagree with the

No-Uniform Required Policy.

3. To identify the reasons behind the agreement or disagreement of Senior High

School Students on the No-Uniform Required Policy.

4. To identify the benefits of the No-Uniform Required Policy that it can give to

Senior High School Students.

Significance of the Study

The purpose of this study is to describe and narrate the perceptions of Senior High

School Students of Alcantara National High School towards the No-Uniform Required

Policy. This study is also conducted to present whether the students agree or disagree

with the said policy. The useful and relevant information that can be obtained from this

will be able to help us understand the reasons of the students for wearing and not wearing

uniforms. Conducting this study will be significant for the following:

 Students. Learners would be made aware of the advantages and disadvantages of

the No-Uniform Required Policy. By this, they would be able to decide between

wearing uniforms and wearing civilian clothing in going to school.

 Parents. Parents will be more aware of the perceptions of their children regarding

the No-Uniform Required Policy and decide whether the said policy will help

them and their children while considering their financial capabilities and other

aspects.

 School. This research will help determine if a change and further study of school

uniform implementation could be necessary and useful after hearing the students’

perceptions.

Scope and Delimitations of the Study

This study will focus on narrating the perceptions of Senior High students of

Alcantara National High School towards the No-Uniform Required Policy. This study

does not include the effect of the No-Uniform Required Policy on students’ academic

performance inside the school. This type of Qualitative Research is narrative where it will

talk or present the insights of the students regarding the said policy and the reasons

behind it. Random sampling will be used to determine the respondents from Grades 11

and 12. Lastly, a descriptive type of research will be used because interviews will be

conducted to get the response of the participants. This study will be conducted from the

month of October 2022 to December 2022 at Alcantara National High School-Senior

High School Campus in Alcantara, Romblon.

Definition of Terms

No-Uniform Required Policy – the wearing of a school uniform shall not be required.

Perceptions – the act of perceiving or the ability to perceive; mental grasp of objects,

qualities, etc. by means of the senses; awareness; comprehension

CHAPTER II

REVIEW OF RELATED LITERATURE

Continuing research on school uniforms may be particularly important for

students as young adolescents are particularly vulnerable to perceptions about clothing

(Andersen, Lundvall, & Sorrn-Friese, 2002). Consequentially, the clothing students wear

can have great effects on their perception of the school climate and their view of

themselves as learners (Francis, 1992; Murray, 1997).

Citing the increasing prices and economic losses due to the COVID-19 pandemic,

Vice President Sara Duterte said wearing of uniforms “is not a strict requirement.” This

announcement has taken the masses by surprise which aroused public opinions that led to

multiple arguments and debates about its triviality and it being necessary especially this

time where increasing prices and economic losses made people suffer because of the

pandemic. It is said to be implemented to avoid incurring additional costs to the families

of the learners and for the students and parents alike to adjust to the “inflationary

pressures” the country is facing. People who support or oppose the establishment of a

school uniform have strong opinions about what children should wear to class, so it is

imperative that all parties affected and involved be heard based on important

considerations, for the benefit of everyone.

Because of the potential effect school uniforms can have on students and their

environment, researchers continue to explore schools that implemented uniform policies.

One of the major claims in previous research has been that school uniforms help improve

behavior (defined by attendance rates, reported infractions, and bullying) and safety

(defined by measure of gang presence, violence, and bullying) in a school. Many

researchers have examined whether uniforms affect bullying, gang violence, and other

disciplinary issues (Brunsma, 2004; Chime, 2010; Gentile & Imberman, 2012; Pate,

1999; Wade & Stafford, 2003; Walker, 2007; Woods & Ogletree, 1992). Some

researchers reported that students had better attendance and fewer suspensions (Pate,

1999; Sowell, 2012; Stockton, Gullatt, & Parke, 2002), while others reported no increase

in positive behavior or attendance or change in in-school infractions (Brunsma, 2004;

Brunsma & Rockquemore, 1998; Sowell, 2012).

“In response to growing levels of violence in our schools, many parents, teachers,

and school officials have come to see school uniforms as one positive and creative way to

reduce discipline problems and increase school safety”, (U.S. Department of Education,

1996, p. 1). In order to improve school safety issues, the Long Beach Unified School

District, one of the first public school districts to implement a mandatory school uniform

into their policy, decided that implementing school uniforms was one way to help

improve the school climate as well as safety and performance issues. The U.S.

Department of Education (1996) describes the positive effects of the school uniform

policy that was instituted in Long Beach, California in the Manual on School Uniforms.

This policy was put into action in 1994, and it was extremely effective in reducing school

violence. By mandating what must be worn in school, administrators remove the

possibility for gang related attire to be displayed through student clothing. Ryan and

Ryan (1998) suggest that gang communication in schools may be prevented with school

uniforms. Gursky (1996) identified school uniforms as an effective method to identify

possible intruders or strangers in and around schools. Keeping students in identifiable

dress makes intrusion of school zones easily detectable. All these positive effects of

school uniforms could possibly serve to make schools safer and less susceptible to violent

activity.

Some proponents of school uniforms cite increased levels of achievement among

school populations who participate in mandatory school uniforms (Thomas, 1994). Elder

(1999) identified an increase in honor roll students at a public middle school where

uniforms had been established. One possible explanation could be that school uniforms

increase the level of focus in the student population. The students may be less distracted

by their dress and the dress of their peers, and more focused on the learning process.

Thomas (1994) also describes students who participate in school uniform policies as

having higher levels of preparedness. If school uniforms are a possible cause, they are

worth the examination to determine if their use is effective.

Although purchasing the uniform may seem like a burden to place on students,

families would be less pressured to update wardrobes for school. Caruso (1996) suggests

that the use of school uniforms could help families better afford school attire by

mandating uniform dress. School uniforms have been identified by advocates as being an

effective tool in improving student behavior. Gursky (1996) notes that proponents of

school uniforms suggest these policies could help lower suspension rates and substance

abuse within the student population. Brunsma and Rockquemore (1998) suggest that

advocates of school uniforms even attribute their use to psychological outcomes such as

increased self-esteem and feelings of unity among the students partaking in the similar

dress. If school uniforms can possibly attribute to improving student behavior, their

application needs to be further explored to better understand how and why this might

occur.

School uniforms do show some signs of positive effects in schools, but there are

also many opponents of these policies. Brunsma and Rockquemore (1998) found that

student uniforms had no direct effect on substance use, behavioral problems, or

attendance in their study of tenth grade students. They even noticed a negative effect of

uniforms on student academic achievement. Bodine (2003) disputed these findings of

negative effects of school uniforms, but the debate rests on the fact that there is a limited

amount of research available to properly identify the positives and negatives that school

uniforms offer. Mandatory school uniform policies also force these low-income students

to purchase and participate in this process. Gursky (1996) mentions the fact that some

families struggle with the inability to afford school uniforms and the pressure these

policies place on them. A major concern that school uniforms supporters face is the idea

that mandatory uniform dress reduces student creativity and restricts student

individuality. “School uniforms suppress students ‟ individuality by mandating

standardization of appearance and removing student expression” (Brunsma &

Rockquemore, 1998). Violation of students ‟right to freedom of expression” is a major

concern for some researchers (West, Tidwell, Bomba, & Elmore, 1999). It is also

removing their right to make their own decisions because the policy forbids students from

choosing what they can wear. This may hinder their development into maturity and

interfere with their capacity to develop their own thoughts and decision-making skills.

Teachers will also find it difficult to identify their students since these uniforms

are indications of one’s organization. There are also certain things that are expected of

someone who wears a uniform. The plausibility of students committing deviant behavior

can be considered, especially if the policy is implemented for students from kindergarten

to Grade 12. This is quite conflicting, since the current Vice President vows to reinstate

mandatory Reserve Officer’s Training Corps (ROTC), when not wearing uniforms is a

hallmark of a lack of discipline. Some students take school pride and competition very

seriously, which can be harmful. They can make fun of or bully students from a rival

school who they can clearly recognize by their uniforms.

There is much research to do on this subject to further explore how effective

uniform policies can be. Further investigation is necessary to understand if uniforms can

be effective tools in education, and if so, how they can be properly implemented to

maximize their effectiveness. May it be required or not, a clear judgment coming from

the DepEd is imperative since vagueness (whether to wear old uniforms or to entirely

wear casual clothes) in policy could cause massive confusion. Parent perception of school

uniforms is important, but understanding the attitudes held by those directly affected by

the uniform policy, namely the students, is necessary to explore how school uniforms

influence the student population. There is little research conducted on the perceptions

held about school uniforms by students themselves, and adding to the research is a

critical purpose of this study.

CHAPTER III

RESEARCH METHODOLOGY

This chapter illustrates how the study was conducted which includes the research

design and the data gathering procedure.

Research Design

The researchers used the most appropriate and applicable design in this research

study which is the narrative analysis type under the () which made it possible in giving

information and narrating the perceptions of the Senior High School Students of

Alcantara National High School. To be more specific, this is a design wherein an

interview was conducted between the researchers and the students. Therefore, the

researchers have determined, described, and narrated the perceptions of the Senior High

School Students of Alcantara National High School towards the “No-Uniform Required

Policy.”

Materials and Equipment

The materials used in this research study are questionnaires answered by the

respondents through a face-to-face interview. During the interview, the researchers used

mobile phones to record the answers given to the interviewees for reliable and clear data.

Data Gathering

In gathering the data needed for this study, the researchers first identify the

respondents using simple random sampling. After identifying the respondents who are

Senior High School students of Alcantara National High School, the researchers

conducted a face-to-face interview. All of the students were interviewed personally and

the researchers used mobile phones for recording the responses of the different

participants for accurate and reliable data.

DISCUSSION

The table 1 shows the questions and general ideas in the data gathered from the

respondents. The different perceptions of students were shown. For question 1, Most of

the respondents’ answers said they wear casual clothes and some wear both uniform and

casual clothes. For question 2, the respondents wear uniform because that’s where they

are comfortable and to look presentable and formal, whereas casual to feel comfortable,

don’t have uniform or haven’t been washed, only thing they can afford, and because

uniforms are not required anymore. For question 3, some respondents believe that No-

Uniform Required Policy is a good thing because it gives the freedom in choosing what

to wear in school, allows freedom of expression through clothing, and fewer expenses.

On the other hand, some respondents believe that this policy is a bad thing because

having uniform gives identification of a student and serves as a representation of a

school. For question 4, most students said they agree to the No-Uniform Required Policy,

some do not, and some both agree and disagree. For question 5, some of the respondents

agreed to the No-Uniform Required Policy because it is more comfortable, gives freedom

inn clothing, comfortable to move, and in favor for graduating students and those with

low income. Some disagreed because students are having a hard time in choosing what to

wear and uniforms serve as the representation of a school and the identification of a

student. For question 6, some of the respondents believe others would agree to their

reasons, some do not, while some are not sure because they have different perceptions

towards the policy. For question 7, some respondents believe the policy should be

continued and some believed it should be stopped. For question 8, the Mandatory

Uniform Policy affected some of the students in terms of mindset and behavior while

some did not get affected by the said policy. For question 9, some of the respondents

preferred No-Uniform Required Policy because it allows freedom of expression through

clothing and lessens the expenses whereas some preferred Mandatory Uniform Policy

because it looks more organized, formal, looks better, easier recognition of students and

school, and no violation of rules. For question 10, No-Uniform Required Policy is

necessary in school because for the respondents, students' performance can be affected in

a positive way, allows the students to express themselves by letting them wear what they

want, comfortable to show their fashion and styles, and fewer expenses because uniforms

can be replaced, especially if you have no one to give it to after use. For question 11, The

No-Uniform Required Policy helped the respondents in their confidence, time

management, freedom and formality, movement, and their expenses. As stated on the

information gathered, the researchers believed that the students have different opinions

towards uniform and casual clothes and different opinions towards the No-Uniform

Required Policy.

CHAPTER V

SUMMARY, FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS

Generally, the main focus of this qualitative research study is to describe and

narrate the perceptions of Alcantara National High School-Senior High School students

towards the “No-Uniform Required Policy”.

Specifically, this study refers to the following objectives:

1. To narrate the perceptions of Senior High School Students regarding the No-

Uniform Required Policy.

2. To identify whether the Senior High School students agree or disagree with the

No-Uniform Required Policy.

3. To identify the reasons behind the agreement or disagreement of Senior High

School Students on the No-Uniform Required Policy.

4. To identify the benefits of the No-Uniform Required Policy that it can give to

SUMMARY OF FINDINGS

After conducting series of data gathering procedures, the researchers are able to

get the information we needed for our research. The results of our research were able to

narrate the perceptions of senior high school students towards the No-Uniform Required

Policy like it being a good thing because it allows freedom of expression and clothing

and it being a bad thing because it of no identification of students and school. Some of

the students, although agree to the No-Uniform Required Policy, prefer Mandatory

Uniform Policy more because it is more organized, clean, and looks formal, while others

prefer No-Uniform Required Policy because it allows freedom in wearing clothes. No-

Uniform Required Policy helps in managing time and expenses, improves confidence,

and promotes better movement.

CONCLUSION

The following were the conclusions drawn based on the findings of the study:

1. The perceptions of the students towards the No-Uniform Required Policy are

different from each other.

2. The No-Uniform Required Policy helps other students but burdens some.

3. What a student wear is directly connected on their mindset and other aspects.

RECOMMENDATIONS

In the light of the findings and conclusions, the researchers strongly recommend

the following:

1. For the students, they should decide which type of clothing are applicable to them

because what you wear improves some aspects.

2. For the parents, they should know their children’s opinions on what they wear to

be able to buy clothes according to their children’s preferences. Be a guide and a

support for them.

3. For the school, they should learn the opinions and perceptions of the students to

be able to enforce rules and regulations that all students are glad to follow

4. Lastly, other enthusiasts are encouraged to conduct similar study in a wider scope

to validate results and findings of the present study.
