ACTIVITY DESIGN

I. General Information:

Title : Fourth Quarter National Simultaneous Earthquake Drill

Time Covered : November 10, 2022, 9:00 A.M.
Venue : Manga High School Extension
Participants : Students, SDRRM Response Team and MHSE Teaching and
Non-Teaching Personnel

II. Rationale:

Earthquakes strike without warning, and life-protecting actions must be

taken immediately at the first indication of ground shaking. There will not be time
to think through what to do. Therefore, of all earthquake preparedness measures,
earthquake drills are the most important. Their purpose is to help students and
teachers learn how to REACT immediately and appropriately.

While the response for COVID-19 is ongoing, certain realities on the

impending threats of other natural and human-induced hazards should be
realized. These include the unpredictability and inevitability of the occurrence of
earthquake and other geological hazards, which remain potential risks. With the
enactment of RA 10121 or the Philippine Disaster Risk Reduction and Management
Act of 2010, the National Disaster Risk Reduction and Management Council
(NDRRMC) has been leading the efforts to reduce the country's risk of earthquakes
and other geological hazards through the interventions of disaster preparedness
activities such as drills and exercises. Moreover, as stated in the Implementing
Rules and Regulations (IRR) of RA 10121, activities such as drills shall be
conducted by the Local Disaster Risk Reduction and Management Office (LDRRMO)
and the School Disaster Risk Reduction and Management team regularly for
information and public awareness.

Relatedly, one of NDRRMC's distinct programs is the quarterly conduct of

the Nationwide Simultaneous Earthquake Drill (NSED) under the direct facilitation
of the Office of Civil Defense (OCD). The NSED is designed and held to test the
institutional capacities and individual awareness relative to earthquake
preparedness and response.

The issuance of the NDRRMC Memorandum No. 23, s. 2020 has

institutionalized the standard methodologies, synchronized timelines, and new
approaches to improve the conduct of NSED. However, alternative methods shall be
pursued due to the COVID-19 pandemic. Resolution No. 38 issued by the IATF for

the Management of Emerging Infectious Diseases outlined the pertinent guidelines

to be observed.

In this regard, the Manga High School Extension will participate the
Memorandum that was issued regarding the conduct of 4 th Quarter NSED, with the
integration of minimum public health standards to be observed during the COVID-
19 pandemic.

III. Objectives:

1. To incorporate minimum public health standards in the conduct of NSED

and help reduce the risk factors during the COVID-19 pandemic;

2. To specify the requirements and adjustments for all activities associated

with NSED such as the conduct of Information, updating of earthquake
preparedness and response plans, and other post-NSED activities during the
COVID-19 pandemic; and

3. To enjoin the nationwide participation of public and private stakeholders in

observing public health precautionary measures in conducting NSED.

IV. Methodology:

 The 4th Quarter NSED will be witnessed and participated by teaching

and non-teaching personnel and students.
 Conduct of earthquake drills while adhering to minimum public
health standards based on policies and guidelines by the IATF and
DOH.
 Development and updating of preparedness and response plans with
consideration of the situation brought about by the COVID-19
pandemic.
 Promote gender sensitivity and inclusiveness in all relevant
earthquake preparedness and response activities.
 Preparation of emergency survival bag or "Go Bag" with the inclusion
of health-related personal protective equipment and items such as
face masks and sanitation solutions

VII. Socio-Economic Justification

Earthquake drills are an opportunity to practice how to be safer during

earthquakes: "Drop, Cover and Hold On." ShakeOut also has been organized to
encourage the community, students, teachers, and non-teaching personnel, or any
other organization to update their awareness and preparedness on how to protect
themselves when a disaster will occur.
The students, teachers, and non-teaching personnel will also be aware of the
emergency plans and evacuation sites of the school premises. Because we cannot
stop the disaster, but we can arm ourselves with knowledge.

VIII. Sustainability

DepEd, through the School Disaster Risk Reduction Management (SDRRM),

will continue to support and participate in the quarterly NSED for the good and
awareness of the students, teachers, and non-teaching personnel when the
disaster will occur.

Additionally, an assessment will be included to know the problems and lacking

materials that will be needed. This will serve as the foundation for developing the
most suitable solutions and other actions.
