To provide procurement processes within NPH, acting as


the primary focus for the NPH Management team in the
development and implementation of procurement
strategy, roles, legislative compliance within which
Main Job Purpose: departmental teams must operate when procuring goods
and services on behalf of the organisation.

Consultation and engagement with all key stakeholders


to ensure effective procurement and delivery of VFM
across NPH.

MAIN AREAS OF WORK


Support the Director of Finance in maintaining the overall Financial Viability of NPH by:

 Taking responsibility for Procurement, ensuring the delivery of an effective and flexible
service and ensuring effective implementation of NPH’s strategy ensuring a structured
approach to procurement across a wide range of goods and services to maximise value
for money.

Strategy

 To provide professional advice and champion the benefits to all staff on procurement
strategy, thinking, practices and behaviours and to ensure all recognise the importance
of efficient and effective procurement
 To embed the procurement strategy, objectives and programmes into the longer term
strategic financial plans for the business
 To oversee the delivery of NPH’s Procurement strategy, policy & procedures
 To prepare an annual action plan setting out key objectives for procurement for
agreement by the Executive Management Team

Operational

 To establish and deliver aggressive cost management targets and performance indicators
to demonstrate value for money from the strategic procurement services
 To ensure value for money is achieved whilst complying with statutory requirements and
guidance, promoting good procurement positively
 To carry out reviews of all key procurement actions, considering learning points to be
carried forward and disseminated
 Contribute to devising & implementing robust procurement policies and procedures
 Challenge internal stakeholder demands, needs and wants
 Specify needs of the internal customers by working cross functionally, determine
technical specifications and alternative solutions, including master planning and
schedules
 Identify spend categories and internal stakeholders responsible for those categories
 Agree sourcing plans and implement timely procurement to meet organisation
requirements
 Lead and undertake value analysis and engineering
 Support determination of budgets and cost books for the sourcing requirements,
develop a sourcing plan, produce with LGSS appropriate bid documentation, ITT, RFQ
 Source appropriate suppliers, assess competencies and invite offers, evaluate supplier
offers and seek technical evaluation from internal stakeholders
 Undertake supplier risk analysis, credit and insurance policy checks, agree service levels
and standard terms and conditions of contract with legal department
 Undertake supplier and spend analysis
 Identify and evaluate existing contracts
 Market analysis of supply base
 Map demand and value stream from stakeholders
 Business case and sourcing analysis including make or buy/Outsourcing or insourcing
studies
 Keep abreast of changes in procurement best practise and legislative compliance
 To support negotiations with preferred parties, where contracts are significant
 To support performance and contract management, where contracts are significant
 To undertake any other duties in order to meet personal, team and organisational
objectives, following consultation with your manager

Qualifications & Experience

 CIPS Procurement qualification or equivalent


 Evidence of extensive senior management experience in a similar environment
 Leadership experience of planning and procurement.
 Excellent leadership and communication skills
 An understanding of the housing sector and best practice
 Evidence of ability to deliver on projects and plans.
 Good commercial acumen and ability to develop services to deliver externally.
 Experience of preparing and presenting information to board.
 Experience of effective relationship management with external or internal clients.
 Experience of serving the needs of multiple, diverse stakeholders.
 Experience of working under pressure and meeting tight deadlines.
 Proven verbal, written and inter-personal communication skills including presentations.
 Delivers personal targets and objectives.
 Encourages and supports team working or partnering in the team.
 Is focused on personal learning and business improvement.
 Cares about customers and communities and works to exceed their expectations.
