I. Rationale
The Governance of Basic Education Act of 2001 (RA 9155) mandates that the
Department of Education enact policies and mechanisms through which the
delivery of quality basic education may be continuously improved. Chapter 1,
Section 7 (5) includes among the responsibilities of DepEd across all
governance levels the undertaking of “educational research and studies” that
will serve as one of the bases for necessary reforms and policy development.
SDO Masbate recognizes the significant strides that the Department has
already undertaken in instituting research and its utilization in policy and
program development. DepEd Order 13 s. 2015 established a systematic
policy development process in the Department, promoting evidence-based
policy formulation supported by research studies. To provide financial support
to the conduct of research in the field DO No. 43 s. 2015 and DO No. 4 s.2016
set guidelines on the use of the Basic Education Research Fund (BERF). To
put focus on the different research initiatives, DO No. 39 s. 2016 promulgated
the Basic Education Research Agenda, which makes known the research
priorities of the Department across four themes (Teaching and Learning, Child
Protection, Human Resource Development, and Governance) and three cross-
cutting themes (Gender and Development, Disaster Risk).
Furthermore, the Central Office released DepEd Order No. 16 s. 2017 or the
Research Management Guidelines to provide guidance in managing research
initiatives across governance levels.
With the abovementioned gains and reforms, the division is cognizant of its
role in continuously improving the culture of research, aligning the research
efforts to the central and regional Basic Education Research Agenda, and
reinforcing the link of research to education processes through research
dissemination, utilization, and advocacy.
A. Research Committees
Research committees will be set up at the district and division level to
provide guidance on research directions, particularly in aligning such
initiatives with the regional and the division Basic Education Research
Agenda. The composition of the committees with their terms of reference are
as follows:

(DRCT) composed of the following:

Division Level
DepEd Order No. 16 s. 2017 or the Research Management Guidelines
enforces the Schools Division Research Committee (SDRC) with their
responsibilities on research management at the schools division level.
Among the aforementioned roles, this issuance provides emphasis
and/or further clarifications to their roles as follows:

For the innovative project proposals, the format (Annex 2b) will
be the same as stipulated in Division Memorandum No. 75 s. 2021 or
the Division Policy on the Conduct and Adoption of Innovation. The
innovation proposal should be submitted with the letter of intent
(Annex 5c) and brief summary of the project.

The SEPS for Planning and Research with the Schools Division
Research Committee and the District Research Core Team shall track
the progress of all approved researches based on the approved work
plan, and provide technical assistance as needed.
As Research Managers, the RRC, SDRC, and DRCT will conduct
random visits to the locations of the research and discuss with the
researchers the status of their studies.
School Heads and Division ALS Coordinators will track the
progress of the approved researches in their respective schools and
community learning centers.
The schools district and the division-based personnel shall be
guided with the following:
On Technical Assistance
Technical assistance shall be provided by the research
managers to the researchers based on the feedback from the
progress monitoring. The District Research Core Team shall be
directed to conduct technical assistance to the researchers
whenever the need arises. The Schools Division Research
Committee shall assist the DRCT on possible queries or as
requested at any time of the actual research implementation.

D. Research Partnerships
As aligned to the DepEd Order No. 16 s. 2017, the schools districts and
the division shall engage with external stakeholders and/or potential research
partners in order to promote and strengthen the culture of research in the
division. Various research initiatives shall be delved into ensuring that mutual
benefit and reinforced collaboration shall arise from these partnerships.
E. Special Provisions
E.1 Execution of Memorandum of Agreement
To ensure accountability, all researches receiving fund from
DepEd or other sources must execute a Memorandum of Agreement
which contains the conditions and details of the grant as agreed
between the grantee and the funding sources.
BERF grantees can refer to DO no. 16 s. 2017 for the complete
details.
VII. Effectivity
These implementing guidelines shall be effective immediately upon its
issuance.
