PROPOSED COMMUNITY DEVELOPMENT OF BARANGAY SINAWAL

LOCATION AND DEMOGRAPHICS


Barangay Sinawal is located at the city of the General Santos, South Cotabato
Province. Sinawal is situated at approximately 6.1327, 125.1082, in the island
of Mindanao. Elevation at these coordinates is estimated at 133.9 meters or 439.3 feet
above mean sea level.Its population as determined by the 2020 Census was 18,467.
This represented 2.65% of the total population of General Santos. Combining age
groups together, those aged 14 and below, consisting of the young dependent
population which include infants/babies, children and young adolescents/teenagers,
make up an aggregate of 35.41% (4,704). Those aged 15 up to 64, roughly, the
economically active population and actual or potential members of the work force,
constitute a total of 61.48% (8,167). Finally, old dependent population consisting of the
senior citizens, those aged 65 and over, total 3.12% (414) in all.The population of
Sinawal grew from 742 in 1990 to 18,467 in 2020, an increase of 17,725 people over
the course of 30 years. The latest census figures in 2020 denote a positive growth rate
of 7.18%, or an increase of 5,182 people, from the previous population of 13,285 in
2015.
BACKGROUND
Long time ago, before the arrival of settlers here in General Santos City,
Barangay Sinawal was inhabited purely by natives called “B’laans”. The word Sinawal  
was taken from B’laan boy was drowned in the once unnamed river in the place. The
name of the boy was “As’-nawal” devolved into “Sinawal” since it is easier for them to
pronounce. According to oral history, Sinawal before was thickly covered with trees and
vegetation and teeming with wildlife. Its creek were once deep with strong flowing
currents and abundant in marine life. There was enough food for the carefree, hunting
and food gathering natives in the place. Human activity however, had reduced the area
now into denuded, semi barren hillsides which turn brown during the dry seasons. Its
creeks are now devoid of marine life, its water reduced to a shalow, steady flow. The
first Christian settler who arrived in the place was a certain Alberto Olarte who hailed
from Baseo, Spain. He came from Manila before he arrived in Sinawal in the year 1908.
Mr. Olarte married a B’laan maiden and introduced Christianity in the place. He had
numerous sons and grandsons, one of his descendants the now incumbent Barangay
Captain Antonio Olarte. The first “Tinyente del Barrio” of the place, however, was not
from the Olarte clan but a Cebuano sttler who came into the place in the early 1940s.
The said settler married Mr. Olarte’s eldest daughter, Mariana in 1945. He taught the
natives how to plow, plant crops and trees instead of simply hunting and food gathering.
ISSUES AND CONCERN
According to our respondents who resides at the Barangay Sinawal, one of the
issue that occurs in the community is the water shortage which affects the rest of
residents from their households. Moreover, with this issue of insufficient and
unsustainable water resources it may lead of severe health consequence and hinders
the ability to maintain good standards of personal hygiene. One of the issue that always
face by the residents is the public route or the highway, because the road is always
dusty in a sunny weather and slippery in a rainy weather which leads to a road
accidents. On that issue, there is a need to make an action from this risk or hazard to
prevent any form of road accidents. In the Health Sector, the barangay has lack of
health facilities such as lying in, and barangay Clinic. Sinawal is located far beyond the
center of the City which the barangay cannot access any medical clinic or hospital
efficiently, especially with the pregnant residents that on their labor.
