1. Government of Madhya Pradesh (GOMP) through Government of India (GOI) has signed a
loan with the Asian Development Bank (ADB) for the Additional Financing to Madhya Pradesh
Urban Services Improvement Project (MPUSIP), referred further as ‘the Project’. The list of
towns included under the Project is in Appendix I. The Overall Project (ongoing and proposed
project) envisages to deliver:
a. Continuous, pressurized, safe and sustainable drinking water through private household
metered connections in 128 towns in the State; (64 Towns in Phase-I and 64 Towns in
additional financing).
b. Sewage collection and treatment services in 10 identified towns; and improved storm water
collection and treatment system in 08 identified ULBs towns; and
c. Integrated Urban Development Action Plan of two identified ULBs and detailed design report of
prioritized investment; and
d. Institutional Development and capacity building comprising of establishing GIS system,
capacity building of participating urban local bodies (ULBs) in contract management, improving
local operators’ capability through global partnership and building capacity of the implementing
agency, urban local bodies and services utilities for ensuring long term sustainability of
services.
2. This invitation for Expression of Interest (EoI) is for the recruitment of Institutional Develpment
and Capacity Building Consultancy (IDCB) for sub-project towns of MPUSIP to assist the
Project Management Unit (PMU) and Project Implementation Units (PIUs) in Development
institutional and human capacities at the level of urban local bodies to ensure sustained
service improvements, optimum use of scarce water resources, sustainability of investment,
gender equality and consultations and public awareness during the project period through a
structured BCC plan and gender equality and social inclusion (GESI).
3. The duration of consulting services will be initially for 60 months and extendable further on
mutual acceptance for as per requirement.
4. The Madhya Pradesh Urban Development Company Limited (MPUDC) intends to engage a
national consulting firm with relevant experience using the Quality and Cost based (QCBS)
selection method with a quality-cost-ratio of 90:10.
5. Reputed Consulting firms (single entities, joint ventures or consortiums) with demonstrated
experience in successfully managing time bound externally aided, urban water supply and
sanitation projects are invited to express their interest. Consultants may associate to
enhance their qualifications.

Section 2: Instruction to Consultants
1. The instructions given below are for the purpose of guidance to the consultants on key
issues and are not exhaustive. The consultants may wish to approach the PMU on any queries in
this regard on or before the pre submission conference.
2. It is expected that the consultants should commence working from the second quarter of
2022.
3. The Madhya Pradesh Urban Development Co Limited reserves all the rights to accept or
reject any or all the EoI or withdraw this EoI without assigning any reason.
4. The Expression of Interest should be submitted in the form prescribed in Section 4 of this
document. Any additional document / information desired to be submitted, could be provided at
the end of the document.

Section 3: Qualification and Evaluation Criteria
1. The criteria for short listing is provided in Table 2 provided at the end of this section.
2. For purpose of evaluation, the consultant experience in the projects successfully completed
since 1st January 2012 shall only be considered.
3. While evaluating the eligible projects in terms of consultant fee received or the capital cost of
project prepared by the consultant the financial values will be adjusted to assess the Net
Present Value (NPV) by using the inflation adjustment factors provided below.

4. While evaluating the financial values in foreign currency the selling rate of the particular
currency as announced by the Reserve Bank of India applicable on the date of submission of
EoI shall be considered.

7. For providing eligibility details, the consultant should provide summary against each criteria of
eligibility supported by respective annexures and documentary proof including work order,
completion certificate of the client.
8. For assessing the eligibility of consortium or joint venture of two or more firms with regard to
management competence, the qualifications and experience of the lead firm shall only be
considered.

9. A consultant shall be awarded total eligible points if the experience for the specific eligibility
criteria is demonstrated in the capacity of a lead firm. In case, the firm is claiming the requisite
experience in the capacity of an associate or as sub-consultant, the eligibility points shall be
awarded in proportion to the percentage of payments received by the associate firm out of total
contract value of the eligible assignment. (for example if the eligible points for a criteria are 10,
the lead firm will be awarded 10 if the experience is claimed in the capacity of a lead firm. In
the event that the firm is claiming the experience in of an associate or sub-consultant, whose
payments are say 30% of the total contract value then the firm will be eligible for award of 3
points)
10. In the event that two consultants are awarded same scores then the selection will be based
on following order of subsets (i) highest in management competence; (ii) highest in technical
competence and (iii) highest in annual average turnover and (iv) longest period of corporate
incorporation.

Section 5 - Outline Terms of Reference
A. Background
1. Introduction
1. Government of Madhya Pradesh (GOMP) through Government of India (GOI) has signed a
loan with the Asian Development Bank (ADB) for the proposed Additional Financing to Madhya
Pradesh Urban Services Improvement (MPUSIP), referred further as ‘the Project’. The lists of
towns included under the Project are in Appendix I.
2. The Overall Project (ongoing and project) envisages to deliver:
i. Continuous, pressurized, safe and sustainable drinking water through private household
metered connections in 128 tier II urban local bodies (ULBs) in the State;
ii. Integrated storm water and sewage management system (treatment and collection)
improved in 8 identified ULBs;
iii. Integrated Urban Development Action Plan of two identified ULBs and detailed design report
of prioritized investment; and
iv. Institutional Development and capacity building comprising of establishing GIS system,
capacity building of participating ULBs in contract management, improving local operators’
capability through global partnership and building capacity of the implementing agency,
urban local bodies and services utilities for ensuring long term sustainability of services.
3. The Project will cover water supply interventions for 64 ULBs, integrated storm water and
sewage water collection system for 8 ULBs following citywide inclusive sanitation approach,
integrated urban development action planning of two ULBs and detailed design report of
prioritized investment and institutional Development and capacity building of UDHD, MPUDC,
and participating ULBs.
4. The loan agreement with the ADB has been concluded in October, 2020 and is effective from
29/12/2020.

3. Project Organization
1. The State’s Urban Development and Housing Department (UDHD) of GoMP will be executing
agency (EA) and the Madhya Pradesh Urban Development Co Limited (MPUDC) will be the
implementing agency (IA). A central Project Management Unit (PMU) attached to MPUDC will
be responsible for implementing the Project. The PMU will be supported by 10 project
implementation units (PIUs) strategically located with a flexibility to redeployment depending
upon status of implementation and requirements support. Water Supply and Sanitation Section
of each project will be liaising and provide inputs to field level activities on behalf of project
ULBs. An Empowered Committee is constituted by the GOMP to be responsible for effective
and timely implementation of the Project
2. Consultants in preparation of preliminary engineering designs, a Project Management, Design
and Supervision Consultant (PMDSC) with central team located in PMU and field teams
located in PIUs who shall be responsible for implementation of the Project.
3. All infrastructure contracts will be procured through hybrid performance-based contracts
(PBCs) design-build-operate STP and WTP and item rate pipeline works with 10 years of O&M
contract. The Project implementation shall be carried out in accordance to the project
administration manual (PAM) in conformity to the accepted principles embodied in ADB’s
Procurement and Project Safeguard Policies.

B. Purpose of the Assignment
D. Scope of Services:
1. IDCB Consultants will work to provide institutional support to PMU, PIU and ULBs in
establishing systematic governance practices, institutionalizing financial management
practices, backstopping support for financial planning, implementing reforms, monitoring and
evaluation, implementing all the activities specified in the Behaviour Change Communication
plan (BCC), the Gender and Social Inclusion action plan (GESI), and other capacity building
activities as detailed below ( but not limited to):
(i) Assist ULBs in improving the water and sanitation operations and management and
monitoring of contracts during O&M period once the systems are handed over to the ULBs;
(ii) Assist in smooth handing over of O&M of the improved system and assist ULBs to take
over the existing and new assets;
(iii) Support ULBs in financial planning and asset management planning for water and
sanitation services which would include providing support in tariff setting in WSS services,
expanding customer base, reducing exemptions in tariff, billing and collection
improvement;
(iv) Facilitate capacity building initiatives such as workshops, trainings, exposure visits for
knowledge transfer in relevant sector;
(v) Coordinate with Elected representatives, Line departments, District administration as per
the projects requirements to implement project activities related to institutional
Development and capacity building;
(vi) Design communication material and strategy to implement BCC plan in project area;
(vii) Design and implement extensive communication campaigns (pre-construction, during
construction and post construction);
(viii) Motivate the end users to apply for connections and seek water and sewer connections
and continue to pay;
(ix) Maintain ward wise sex disaggregated data from the consumer surveys on potential
consumers and new water and sewer connection consumers for analysis and reporting;
(x) Conduct mass awareness campaigns for 100% metered water connections and sewer
connections in designed areas ensuring inclusion of poor and vulnerable groups;
(xi) Implement GESI plan as per the approved framework and conduct GESI related training /
orientations;

(xii) Ensure collection and reporting on sex disaggregated data of project staff, consultants,
workforce, labourers, and project related consultations, orientation and training programs
is maintained and reported in progress reports;
(xiii) Implement, Monitor and prepare GESI action plan progress for every quarter to be
submitted to ADB with the project QPRs;
(xiv) Prepare GESI action plan completion report highlighting lessons learned submitted at
project completion;
(xv) Assist PIUs/ULBs for compliance of social safeguards requirements and procedures;
(xvi) Facilitate PMU and PIU in establishing Grievance redressal mechanism and various
levels; and
(xvii) Provide support to PMU and PIUs on documentation and reporting requirements and
timely submission and exit strategy.
1. The proposed assignment is for 60 months duration. The consultant’s team will comprise of
national consultants who will work collectively as a team in close coordination with MPUDC,
PMU, PIUs, ULBs and Project Management Design and Supervision (PMDSC) consultants
towards the outputs of the project. The core team is expected to visit the project towns
regularly and spend about one third of the input in the project towns. Women are encouraged

G. Reporting Requirements
1. IDCB Consultants will be reporting to the PMU/respective PIUs. Reports from towns will be
compiled at PMU level for overall project review and monitoring and onward submission to ADB.

b. Urban Governance:-
• Assist ULBs in disclosure of water supply service improvement including NRW, household
served and service standards; and
c. Information Base:-
i. Collect consumer survey data collected by the contractor and compile information
disaggregated by sex, vulnerability;
ii. Maintain ward wise consumer information disaggregated by sex and vulnerability;
iii. Collect information and conduct gender analysis to identify women’s and men’s needs and
priorities concerning the project components and incorporate in the community level
program activities;
iv. Collect information on consumer knowledge and attitudes with regard to willingness to pay
and use the information to further elaborate the BCC plan;
v. Conduct baseline assessment with sex disaggregated data of hygiene behaviour and
hygiene awareness, constraints towards improved hygiene behavior in the poor settlements;
vi. Conduct census surveys for resettlement plans and framework in all project towns; and (vii)
Maintain sex-disaggregated data on project staff, consultants, workforce, labourers, and
project related consultations, orientation and training programs and include them in progress

d. Community Mobilization:-
i. Develop training and learning material and organize Workshops, Focused Group
Discussions (FGDs) and community consultation during design and implementation and
post construction phase;
ii. Organize participatory micro plans with women’s safety audits in two selected town for
integrated approach to identify hotspots posing safety threat to women and girls in public
spaces to and prioritize solutions to suit local conditions in coordination with the PIU/ULB.
And suggest design features to be included with regard to women safety e.g. in local
markets, bus stops, open spaces etc;
iii. Assist PIU and PMU in establishing gender inclusive grievance redressal mechanism at
desired levels;
iv. Constitute and train community networks in each town and support community engagement
through consumer voice mechanisms such as community score cards to address intra slum
and interpersonal disputes as well as formal grievance resolution system;
v. Assist PIUs in maintaining ward wise list of households in each project town provided with
new or replaced water supply and sanitation system; and
vi. Hold Community Consultations with Affected persons and assist PMU. PIU in resettlement
frameworks per ADB requirements.
e. Training:-
i. Develop training module and material to support GESI and BCC plan and demand
management with pre – post learning assessment tools;
ii. Undertake capacity building of ULB functionaries and training of ULB representatives on
pro-poor, gender sensitive demand management and collection and monitoring of sex
disaggregated data in water and sanitation;
iii. Provide training support for a stronger and more effective participation of women and third
gender elected representatives;
iv. Support PMU and PIUs in creating supportive work environment for women engineers and
staff in MPUDC, PMU, PIU;
v. Assist PMU in scoping internship prospects within the project and facilitate MOU with
educational institutions to recruit women interns and hold their orientations and completion
workshops;
vi. Prepare detailed reports of training programs and maintain sex-disaggregated information of
participants in the capacity building activities; and
vii. Assist PMU and Pius to promote and maximize women’s participation both at community as
well as institutional level.
i. Design and carry out community awareness campaign and mobilization for seeking water
and sewer connections, fecal sludge management services, hygiene awareness, wise water

use, continuity to pay and responsibilities in agreement with the ULB and implement ADB
compliant Behavior Change Program.
ii. Based on the BCC plan, design communication strategy to change perceptions, leading to
behavior change in the community to access, use and pay for improved water and sanitation
services.
iii. Design and deliver a gender inclusive personal hygiene education programme, which takes
account of the constraints currently faced by households from poor settlements/ slums –
men, women and children in improving their hygiene behaviour.
iv. Ensure sustainability of consumer behaviour, improved hygiene behaviour and practices,
monitor and document benefits from improved service levels.
v. Conduct innovative school awareness programs consisting of participatory water audits and
follow up awareness raising activities involving school children.
vi. Detail out communication strategy with quantities to implement the ADB compliant BCC plan
through Communication media/channels mentioned below but not limited to:
a. Brochure:- This will include designing the layout, developing and printing the contents in
brochure in Hindi to illustrate the various subprojects of MPUSIP. The content of each
brochure will be decided and agreed with MPUDC. These brochures should be multi colour
art paper A4 size in three fold.
b. Designed and printed Leaflets:- This will cover developing the content and printing of
educational material for the consumers with special focus on slum communities on water
supply, sewerage, wise water use and hygiene practices that can be applied in everyday life,
and / or any other theme as desired by MPUSIP for the project purpose.
d. Flex printing:- Flex prints for banners for installation to disseminate project information at
strategic locations as agreed with ULB and project partners. These flex are not the
workshop backdrop flex but are to be installed with key messages on project activities.
e. Design and printing stickers/flyers:- This should include contents, design layout and
printing of stickers with key messages on MPUSIP works related themes. These will contain
messages on hygiene and wise water use.
g. Street Plays:- Street plays to be held in the selected slums by a street play performer’s
team in project towns. In order to ascertain the effectiveness of the street plays, following
activities will be undertaken prior to the street play:

- The tour schedule and cycle agreed with MPUDC and PIUs.
i. Hoarding:- These hoardings will be installed with support of ULBs. Flex mounted on the
hoardings will require replacement with newly designed and developed flex on biannual
basis depending upon the agreed theme.
j. Designed and printed Newsletter:- This will include designing, printing, developing content
of the newsletter and distribute the same biannually. The contents of the newsletter will
contain project achievements, articles, photographs, interview coverage, testimonies etc.
The biannual themes shall be on the basis of programme activities across various PIUs. A
digital copy can be made available on MPUDC website. The printed version for distribution
will be minimum in A-4 size and preferably on glossy art paper. The distribution list should
include, MPUDC officials, Mayors/ Chairpersons, ULB Public Representatives, ULB
Officials, Line departments in project towns, financing partners such as ADB, KfW, World
Bank and others
k. Workshops on BCC:- Consultants will organize workshops as per the BCC and GESI plan
for each ULB in the project duration on Behavior Change Communication and Gender
Responsive Demand side management for 24x7 continuous pressurized Water Supply
system, Sewerage System, Faecal Sludge and Septage Management as well as experience
sharing, dissemination, learning new initiatives and innovations etc. under the project. These
workshops will have a participation Mayors/Chairpersons ward Corporators, ULB staff, PIU
staff, line departments, and Contractor.
l. Other Awareness generation events for BCC:- These will be range of activities such as
FGDs, Consultations, public meetings etc. aiming at transforming citizens as Customers.
m. School based IEC activities:- Schools with special focus on girls’ schools need to be
targeted to multiply messages on water use and hygiene. School children can also be
effectively developed as message multipliers to disseminate the benefits of 24x7 continuous
pressurized water supply and sewer connections. School based events need to be
organized in each project town including participatory water audits focusing on water supply
and sewerage. Educational material for children such as handbooks on Appendix 4 173
benefits of improved water supply and wise water use should be developed.
n. Appeal in News Paper: To raise awareness about MPUSIP amongst diverse stakeholders,
appeals to be published in leading Hindi Newspaper of local edition.
ii. Design an internship program to provide opportunity to women college graduates in various
fields with priority in the field of Engineering along with other areas such as: Archaeology,
architecture, computer science, environmental studies, law, graphic design/media, urban
planning, social work etc.

iii. Assist PMU/ MPUDC to prepare a standard MOU document incorporating the modalities for
the internship program to be signed between MPUDC and concerning college/ institution.
iv. Ensure linkages to other on-going income generating and livelihood improvement activities
so as to empower communities in moving towards cost recovery on a cross subsidy
framework.
i. Assist in monitoring and evaluation of gender activities by tracking social and gender
equality results as the program progresses by collection of sex disaggregated data;
ii. Monitor implementation of ADB compliant behaviour change communication activities and
ensure participation of both men and women in the awareness raining activities;
iii. Monitor incorporation and compliance of core labour standards for ensuring equal pay for
work of equal value, occupational health and safety, disclosure signage and separate
sanitation facilities for women at labour camps;
iv. Monitor incorporation and compliance of core labour standards for ensuring equal pay for

v. Provide documentation support and ensure timely submission of monthly, quarterly, project
closure reports along with documented testimonies, good practices, lessons learnt; and

h. Responsible Exit :-
The IDCB Consultants will develop an appropriate exit strategy to ensure that the initiatives
under taken by the project are sustainable. This will include (but not limited to):
i. Identify measures for ULBs to continue customer engagement, mobilise new households to
seek connections and on aspects of continuity to pay as well as grievance redressal
mechanism;
iii. Identify human resource in concerning ULBs in agreement with PMU and transfer skills and
knowledge for continues engagement with community;
iv. Assist in building capacity of water and sanitation section of concerning ULBs for demand
management after the handover;
v. Develop a responsible exit strategy for smooth handover of appropriate resources/ resource
material to the identified agencies on approval with PMU; and

coordination and completion of tasks. No staff will be provided to work in the IS&CB team as
staff. Client will facilitate the consultants in providing information / data necessary for
implementing the activities as per the TOR. Consultant will be responsible for:
ii. Arranging for refurbishment of the office space provided by the client, furniture, equipment
etc. required to set up a functional office and maintain it for the contract period;
iii. Arrange for communication, data processing, and computers, printing equipment, necessary
soft wares, stationaries and any other for the services;
iv. Arrange all transportation and travelling required throughout the state/ project area for the
services; and
v. Arrange any training, workshop, consultations tools, print puts as required for the services.
