Opening Salvo:

I am a Police Officer. I measure my own success


as a leader by how well the people who work for
me succeed. Only then, that I will be called
successful.
They said police officers must not only be
physically fit but also mentally capacitated and
emotionally sturdy to carry out the functions of
their oath of office.
Needless to say, the police officers has the power
and responsibility to adhere to the tenets they
have solemnly sworn oath and see to it that the
law is justly uphold and implemented with the
observance of their primordial duty that is, to
serve and to protect.

I am POLICE LIEUTENANT COLONEL GENARO DE PAZ


PERUDA, an applicant for the conferment of Police Executive Senior
Eligibility (PESE) before this Honorable Members of the Board.
Currently, I am the Officer-In-Charge of the Philippine National Police
Training Institute Regional Training Center 5.
I was born on the 26th of September 1971 at Cariaga, Leyte.
I am a graduate of Bachelor of Science in Public Safety at Philippine
National Police Academy belonging the Kabalikat Class of 1998. I earned
my masters degree in Management at Philippine Christian University.
I passed the PESE Written examination sometime in August 2017
unfortunately, I wasn't able to make the cut in the interview on my first try.
Hopefully, the luck is with me this time.
Throughout my entire service as a police officer, I have received
ample meritorious awards such as, Medalya ng Papuri, Medalya ng
Ugnayang Pampulisya, Medalya ng Kasanayan , Medalya ng Kadakilaan ,
Medalya ng Kagalingan , Medalya ng Paglilingkod Laban sa Kriminalidad ,
Authority to wear MCV Rider’s Badge, Tsapa sa Natatanging Unit, Medalya
ng Kagalingan , Letter of Commendation , Medalya ng Paglilingkod sa
Luzon , Medalya ng Pagtulong sa Nasalanta, Authority to wear Bom
Technician Course Badge, Tsapa ng Kuwalipikasyon, Medalya ng
Paglaban sa Manliligalig, Medalya ng Paglilingkod sa Visayas and Medalya
ng Mabuting Asal which further strengthens my credentials as an applicant
for the PESE conferment.
As an Officer-In-Charge of the RTC 5, I am aware that the Regional
Training Director (RTD), staff and personnel are directly involved in the
conduct of training and development of the office and of the students and
trainees in particular.
That having been enunciated, I see to it that the duties and
responsibilties entrusted to me are legally observed and implemented.
That as an Officer-In-Charge, I see to it that the students and trainees
observe and fully understand the provisions of the PNPTI Training Manual.
I discourage impertinent and improper behaviors in the Training
Center such as, sexual harassment, drunkenness, corruption and other
vices which hinders excellent professional excellent training outcome that
we are looking for. It is because this training is the springboard of their
police discipline and will be defining the kind of law enforcers this nation will
be having in the future.
Further, as Regional Training Director, I have to faithfully devote
myself to be a good example to the students, to the trainees and to my
subordinates so that they will, in due time, reap the fruits that a well-
disciplined deserved.
Indeed, no amount of stamina can rival a focused mind that has to be
obtained not only by me but also by aforementioned people.
To lead, one must learn how to follow and I have led my subordinates
and trainees by good and notable example.
If we come to scrutinize my life, I have lived not perfectly but I led my
brethren wholeheartedly.
The core values is always attached to our sworn duty in such a way
as not to be involved in crimes pertaining to moral turpitude offenses
because we must live in a life that exemplifies our sworn duty, that is why I
emphasized the importance of discipline – that one’s will to follow is one’s
pathway to lead.
It is but true that the pandemic has affected the system of education
in the Regional Training Center but the challenge attached to both the
students and personnel, the administration therein, meant coping up with
the new system of learning is possible only if utmost cooperation and
determination is coupled with sheer commitment.
I am all the more glad that as we cope with the Covid -19 crisis, the
trainees have been more empowered to finish the course and to fulfill their
dream of serving and protecting the country through this strategized
learning system.
There are lots of struggles to face during the course of the training
but the success that comes attached to that is eternal and of good service
to others. Needless to say, discipline is the key to a police officer’s
success.
As you can see from our beloved RTC 5, my men exemplifies
professional work ethics in such a way as to have other people, especially
the trainees and students to regard the authority reposed to them to ensure
vital healthy relations and camaraderie.
The training in the Regional Training Center is not merely conferred
to amass of physical strength but also pertains to a mental knowledge
which requires a lot of focus.
As the Officer-In-Charge, I see to it that the office functions as it
ought to be and to faithfully execute my duties thereof.
With my educational attainment (civilian academe and police career
courses), foreign and locally sponsored, various police duties and
assignments and the awards and accolades I received, moreover, the vast
experiences I had with the people I've worked and get along with for more
than three (3) decade years, encapsulate my supervisorial skills,
performance and personal qualification thus, I humbly aspire for the
conferment of the PESE under the blessing of your honorable office so that
I could be affecting and continue to be effecting multitudes of positive
ripples of change to my peers, to my beloved PNP and to the community in
general.
