ARCH 566 - Environmental Impact Assessment

INTRODUCTION TO THE COURSE

Lecturer & PhD Candidate, Faculty of Architecture Design & Built Environment

Defining Environmental Impact Assessment (EIA)
Fall 2021/2022

According to International Association for

Impact Assessment (IAIA), EIA is defined
as:
-Environmental Impact Assessment-

“a systematic process of identifying,

predicting, evaluating and mitigating the
future bio- physical, social, and other
relevant effects of development proposals
prior to major decisions being taken and
commitments made.”

Defining Sustainable Development
Fall 2021/2022

According to the Brundtland Commission of the United Nations in

1987, Sustainable Development is defined as:
Social
-Environmental Impact Assessment-

“meeting the needs of the present without compromising the ability of Bearable Equitable
future generations to meet their own needs.” (Mitchel Grant, 2020).
Environmental Economic
Viable
In 1994, John Elkington coined the term “triple bottom line” to
clarify sustainability as the integration of social, economic, and
environmental value. (Lance Hosey, 2017). Sustainable development
Environment
considers social equity, economic growth, and environmental
protection. The Three Pillars of Sustainability

development.
EIA helps sustainable Development. EIA does not , in itself, obtain
sustainable development, but it can guide decision-makers in the
right direction from the beginning by including environmental
protection measures and offering creative alternatives to harmonize
the different requirements. Sustainable Planet Illustrations

Why EIA is important?
Fall 2021/2022

Because of the complex relationship between the natural and human

environments, it is very important to try to predict the environmental
and social impacts of programs, projects and planned developments
that may alter the quality of the environment and impact well-being.
-Environmental Impact Assessment-

Since these impacts are complex, larger in scale and further reaching
in their potential consequences, EIA has become of ever increasing
importance as a tool for development decision-making.
As the human population continues to increase and natural resources
become more limited, the importance of improving the sustainability (Esther Silván, 2020)

of development and identifying mitigation measures and thus the

importance of creating high-quality EIAs becomes greater.
We’re transforming the earth into a
single large city.

What are the Objectives of EIA?
Fall 2021/2022

 Immediate objectives of EIA are to:

• improve the environmental design of the
proposal;
• ensure that resources are used
-Environmental Impact Assessment-

appropriately and efficiently;

• identify appropriate measures for mitigating
the potential impacts of the proposal;
• facilitate informed decision making,
including setting the environmental terms
and conditions for implementing the
proposal.

 Long term objectives of EIA are to:

Lecture 1 - ARCH 566

• protect human health and safety; (Local Tree Estimates 2021)

• avoid irreversible changes and serious
damage to the environment;
• safeguard valued resources, natural areas
and ecosystem components;
• enhance the social aspects of the proposal.
Course Description & Overall Aims
Fall 2021/2022

 This course introduces the process of environmental impact assessment, analysis and implementation. It provides
a critical overview of the theory and practice of EIA as operated internationally. It also provide a basic
understanding of the EIA process as it is used for research, planning, project or program evaluation, monitoring.
The student will be able to relate the uses of scientific research to practical situations in project planning and
-Environmental Impact Assessment-

decision making. It also introduce students to the legal, economic, administrative and technical process of
preparing and/or evaluating environmental impact documents.

Learning Outcomes
Fall 2021/2022

To gain an increased knowledge and a deeper understanding about EIA and why its is necessary
To explore the aim and objectives of EIA
To outline the history of EIA, why it was introduced and how it has evolved.
-Environmental Impact Assessment-

To understand EIA procedures through providing a detailed understanding of every procedure in EIA.
To present different precedent examples that underlines the importance of EIA.
To conduct an EIA report through an application in the local context.
