DENR ENVIRONMENTAL MANAGEMENT SYSTEM

WHAT IS EMS?
Environmental Management System (EMS) is a framework used by an organization to
identify, manage and reduce environmental impacts of its operations and activities to deliver
services. It also serves as a tool to address risks associated with threats and take advantage of
opportunities in the workplace.

ENVIRONMENTAL MANAGEMENT SYSTEMS COMPONENTS


The three primary processes of a management system include:

1. Core processes, their outputs, and the identification of significant environmental


aspects and impacts
2. Key supporting processes, such as those for maintaining awareness of legal
requirements, ensuring competency of employees, providing infrastructure,
communicating EMS information, and monitoring and evaluating environmental
performance.
3. Management system supporting processes, such as document control, record control,
and internal auditing.

ISO 14001:2015 AND ENVIRONMENTAL MANAGEMENT SYSTEMS

The International Organization for Standardization (ISO) developed an international


standard, ISO 14001, to specify requirements for environmental management systems.
According to ISO, more than 300,000 organizations in 171 countries have certified to ISO
14001, including more than 3,800 companies in the Unites States.

The standard was revised in 2015. As part of the development process, ISO conducted a
continual improvement survey to develop an understanding of the needs of current, past, and
potential users.
The ISO 14001 standard is developed around the plan-do-check-act (PDCA) model of
improvement, an iterative process that must be applied regularly to ensure benefits are being
realized and the standard is being upheld. The primary operational components of an ISO 14001
EMS can be grouped as follows:

1. Create/update environmental policy.


2. Plan:
1. Environmental aspects
2. Legal and other requirements
3. Objectives, targets, and programs
3. Do:
1. Resources, responsibilities, and authority
2. Competence, training, and awareness
3. Communication
4. Documentation
5. Control of documents
6. Operational control
7. Emergency preparedness and response
4. Check:
1. Monitor and measure
2. Evaluate compliance
3. Nonconformity, corrective and preventive action
4. Control of records
5. Internal audits
5. Act:
1. Management review
2. ISO 14001 audit

WHAT ARE THE BENEFITS AND ADVANTAGES OF AN ENVIRONMENTAL


MANAGEMENT SYSTEM?

The advantages of using an environmental management system include:

 Ensuring a holistic approach to environmental impacts


 Focusing on only critical aspects and processes
 Making use of time-tested, mature approaches recognized worldwide
 Establishing positive relationships with regulators

Through EMS, environmental aspects can be controlled that will lead to:
 Prevention of environmental liability;
 Improvement of environmental performance;
 Provision of assurance to stakeholders;
 Lower environmental risk;
 Favorable experience in Quality Management System; and
 Competitive advantage.
Economic benefits of implementing an environmental management system or good
environmental stewardship that an organization can expect include:

1. Corporate reputation and image


2. Lower environmentally related costs and fees
3. Increased access to new customers
4. Direct savings through environmental source reduction

Evolutionary model of Environmental Management System development

Is the DENR implementing the EMS?


Yes, in fact, in December 2015, the DENR became the first government agency in the country to
be certified under the new version of ISO 14001:2015. In December 2018, the agency was re-
certified audited and awarded with Certificate No. PH16/1341, valid until January 2022.

Why are we implementing EMS?


True to its mandate, the DENR implement EMS to:
 Ensure that processed and activities are in accordance with good environmental
management consistent with ISO 14001:2015;
 Become a role model of and influence other government agencies and the private sector
to practice sound environmental performance in their offices.
 Be more efficient; and
 Practice self-regulation.

What are the DENR corporate environmental objectives?


 Reduce energy consumption;
 Reduce workplace accidents and promote health and wellness;
 Reduce hazardous waste disposal;
 Reduce water pollution;
 Regulate water usage;
 Reduce emissions of DENR’s and that of its employees’ personal vehicles;
 Reduce fuel usage; and
 Comply with environmental legal laws.

Summary
-ISO 14001:2015 specifies the requirements for an environmental management system that an
organization can use to enhance its environmental performance. ISO 14001:2015 is intended for
use by an organization seeking to manage its environmental responsibilities in a systematic
manner that contributes to the environmental pillar of sustainability.

-International Organization for Standardization (ISO) 14001:2015 is a certification that aims to


provide the organization a structure for its EMS to ensure that all operational processes are
consistent, effective and will achieve its environmental objectives.
-ISO 14001:2015 helps an organization achieve the intended outcomes of its environmental
management system, which provide value for the environment, the organization itself and
interested parties. Consistent with the organization's environmental policy, the intended
outcomes of an environmental management system include:
· Enhancement of environmental performance;
· Fulfilment of compliance obligations;
· Achievement of environmental objectives.
