Government response to the Covid-19 Pandemic

The first suspected case of the corona virus in the Philippines was reported on January
22, 2020. (Edrada EM, et al. 2020). Patient 1 is a 39 years old female tourist in the Philippines.
Traveling with her is Patient 2, a 44 year old male. Patient 1 survived unfortunately Patient 2 did
not. On the First of February, the first confirmed death due to Covid 19 outside China was
recorded to be in the Philippines.

On January 31, 2021 President Duterte announces the temporary ban of flights from
China (CNN, 2020). The order was made public 1 week after the confirmation of the first corona
virus in the Philippines. Moreover, after a month of report of the first case of Covid-19 infection,
the Inter Agency Task Force for the Management of Infectious Disease was convened on March
9, 2020 (Lopez, GMA News, 2020). The task force headed by the Department of Health assured
the public that the National Action Plan against Covid 19 will mitigate the impact of the
Pandemic on Filipinos. From the beginning of the Pandemic, we can observe that the
government lacks the urgency to control the spread of the virus. We can only hope that the
Government only need a warm up to fight the virus. Considering that Covid-19 reached the
Philippines, let us turn our attention on their program to contain the virus.

Enhance community quarantine was enforced on March 16, 2020. I have never
imagined that these scenarios were possible. Airports were closed because commercial flights
were canceled. Schools and Universities were empty due to suspension of classes. Central
business districts and markets were devoid of people since public transportation were
prohibited. These are effect on people of the IATF’s plan to minimize the spread of the virus.
The Government implemented the quarantine for two weeks. The People had listened moreover
they followed. The plan was to limit the movement of everyone in order to minimize the spread
of the virus. In relation to that plan, the government needed to account for the infected
population. The IATF should conduct mass testing.

The debates regarding mass testing were endless as well as the duration of the
community quarantine. Fortunately, our capacity to test people is improving. Different testing
sites sprung from different corners of the metro. While the public sector aims to test thousands
of people daily, the private sector also contributes to achieve that goal. The purpose of mass
testing is to identify the infected numbers of the population in order for the health sector,
primarily the hospitals, to treat them. To our dismay, our health care system cannot sustain the
rise of the covid patients.

Every month, healthcare workers cry for a “time-out”. Their cry is the catalyst to every
decision that the government undertake. They cry because of their extended hospital duty.
They cry because they cannot spend their time with their family. They cry because almost all of
them were infected with the virus. Lastly, they cry because the government do not take care of
them. The Department of Health, as the main government agency handling the pandemic does
not devise a policy to facilitate the release of the health workers’ benefit. Hopefully, the DOH
should concentrate to improve the health workers’ compensation just like prioritize their
vaccination.

The first shot of Covid-19 vaccine was received by the Director of the Philippine General
Hospital ( Ornedo, GMA News, 2021). The event was a victory the whole country. It was like a
rainbow after the storm. It was like a lighthouse on a dark night on the sea. A glimmer of hope
because our country will be able to start the vaccination of its population. Step by step, category
by category, from A1 Medical workers to indigents, the government is trying that every Filipino
that wants to be vaccinated gets the shot.
The final goal is to reach population protection. So, everyone needs to get vaccinated.
To be fair to the government, they are trying all their best. The Judiciary has implemented safety
protocols to ensure that court hearings continue. The house of representatives and the Senate
swiftly passed Bayanihan Act 1 and 2. The great burden is on the Executive. The ball is on the
President. We can just hope that the President, before his term ends, makes lawful, sound and
humane decisions to salvage our country from this Pandemic.
