TERMS OF REFERENCE

II. ORGANIZATIONAL CONTEXT AND SCOPE

Under the Health and Gender Support Project (HGSP) in Cox Bazaar district in Bangladesh, IOM
has been given the mandate on strengthening Government capacity to provide quality health care
by providing qualified health staff at District Sadar hospital, Distribution of Essential medical
equipment and supplies and improving the infrastructure at District Sadar Hospital (DSH) and at
Community Clinics (CCs). The Hospital Provides comprehensive secondary level health care
services including Outpatient and In-patient services, General, orthopaedic and Gynaecological
surgery, Trauma care, BEMONC, CEMONC, Laboratory, Radiographic, pharmacy and
ambulance services.

Under the technical guidance of the head of the relevant department and direct supervision of the
Superintendent of District Sadar Hospital in Cox’s Bazar, Bangladesh, the successful candidate will
be responsible and accountable for providing quality health care services aligned with DGHS
guideline at District Sadar Hospital, Cox’s Bazar.

III. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Carry out outpatient, emergency and inpatient consultations ensuring Good clinical care;
adequately assessing the patient's conditions (history, examination and patient views.) and
Providing advice, investigations or treatment where necessary.
2. Performing/assisting medical and surgical procedures including emergency obstetric care.
3. Contribute in management of stock of medicines, medical instruments and equipment.
4. Providing health education and support behaviour change communication for patients and other
staff
5. Keeping daily patient data and maintaining medical records along with disease profiles
6. Follow up the patients in the wards, through daily visits, consultations and examinations,
prescribing the necessary treatment, deciding whether they can be discharged or transferred to
other departments
7. Arrange for patient referral to higher facilities asfacilities as and when necessary in
collaboration with other doctors/nurses.
8. Preparing and responding to emergencies and disasters and participate in special health
campaigns as planned by local health authorities
9.
Keep the patient and/or his/her family informed about the illness and provide appropriate
explanations about the treatment to follow and counselling patients and their relatives on diagnosis

and bereavement.
10. Training and coaching other health workers, Medical assistant, Midwifes, Nurses etc.

11. Perform any other roles and responsibilities that may be assigned by the Supervisor.
IV. REQUIRED QUALIFICATIONS AND EXPERIENCE
EDUCATION
 Completed Bachelor of Medicine and Bachelor of Surgery degree from a recognized
institution.
 Registration license from Bangladesh Medical & Dental Council.
EXPERIENCE
 Knowledge and experience with working in field Hospitals, public health sector, medical
emergencies and Trauma management.
 Ability to work effectively under pressure in hardship situations and harmoniously within a team
of colleagues from varied cultures and professional backgrounds.
 Ability to work independently under minimal supervision.
 Proficient in the English language.
