INTRODUCTION

This chapter presents the project context, statement of objectives,

purpose and description, scope and limitation and technical background done by

the researchers.

Project Context

The rapid growth in technology has greatly contributed to the continuous

progress of all technological groups. Some industries today, however, tend to be

lagging behind in adapting the use of different methods to allow improvement on

their part. Business people now identify the problems and issues the machine

needs to solve. Unfortunately, in some companies this ability was not fully

recognized or even sufficiently understood. It's because consumers might not

fully understand modern computer technology's strengths and limitations. (Kelly,

2016)

Computerization is a control system that manages industrial workplace

processes. It reduces human errors and processing time, therefore it can boost

productivity and lead to high production quality. This can lead to a well-

integrated system process which can work much faster and more accurately than

the manual system. (Cargill, 2015)

The system will be use by the Barangay Imelda officials is a manual-based

process for all of its constituent services. The staff encountered difficulties and a

long process in obtaining, documenting and processing the documents needed

by the residents, such as the issuance of barangay clearance, and business

permit. (Petere, 2015)

The proper manual procedure and process in getting the barangay

clearance is go to the Barangay Hall, where the client wish to take clearance and

look for the Barangay Secretary. Politely inform the barangay official of your

purpose and get ready for a short interview. Provide truthful and accurate

information on the Barangay Secretary's questions. It will have a clearance

function. The barangay official will use the details in your submission. The client

will be asked to fill out a form which needs some personal details. Fill in the

details. The client may also be required to have a picture and a thumb mark in

line with the submission, depending on the criteria set by the barangay. The

client should apply the form until finished, and then pay the processing fee.

Processing fee typically often less than Php 100.00. And the procedure of

blottering is if anyone complains the client can report it and put it in the log

book. If he client have a complaint, the client need to go to the barangay captain

and then if the client wants to talk, then the complainant will get a letter then

the complainant will talk to the barangay captain and the peace board. When the

first talk of the both side will not have resolved the problem, both side will have

a second day to talk, and if both side do not settle for a second conversation,

they will have a third chance and if the problem is not resolved the third time,

officials will say that in the higher authority that they confer the secretary's

endorsement letter the problem will not be resolved in the barangay and it will

be forwarded to the higher authority. (Av Hines, 2015)

The researchers proposed Computerized Barangay Information System for

Barangay Imelda that will give safer storage, fast retrieval of files, maintains

reliability and accuracy, and faster tracking of the files. Proposing software for

the records is very useful to the staff, from hand written records and manual

issuing of barangay clearance, certificates and other barangay issuance.

This proposed Computerized Barangay Information System maintains

resident’s records as complete and up-to-date as possible and as easily

accessible for verification, monitoring and reference purposes based on the

available resident’s census data kept by the client Barangay. A great help for

them to lessen their work and a secured keeping of all data. Computerized

Barangay Information System records hope to enhance the way of managing,

issuing certificates and keeping all the residents confidential records.

Figure 1 presents the research paradigm of the proposed system. The

input includes resident profile, barangay officials profile, blotter, certificate of

residency, and barangay clearance. The system allows the user to print and issue

the certificates, permits and clearance. The process includes the utilization of

RAD MODEL to develop the system. The methodology includes the following

phases: Analysis, Design, Testing, and Implementation. The output is developed

Statement of the Objectives

The main objective of the study is to develop a computerized Barangay

Office Management System for Barangay Imelda, Naguilian, La Union to make

the records reliable, complete, more accessible, and therefore easy to find.

Specifically, it aims to achieve the following:

1. To determine the policies and procedures in barangay management.

2. To develop their manual process into a computerized system.

3. Provide an online web browser of barangay issued documents.

4. Determine the usability of the proposed system using PSSUQ

questionnaire.

Purpose and Description

The purpose of Barangay Information System will have a significant effect

on both the residents of the barangay and barangay employees who manage the

system as well as the barangay itself. The following people would benefit the

developed project:

Barangay Officials. It is easier for them to issue documents to the

residents. Also to make their work easier using the proposed system.

Residents. Accessing their records will be simple for them if there are

certain changes to be made on their part. As well, they should find it easier to

inquire for some information. This will also ensure their information is properly

secured and preserved by using the proposed system.

The Researchers. To increase personal knowledge of problem solving

and contribute to humanity’s knowledge, the development of programming skills

and interests.

Future Researchers. This project serves as guidance to the future

researchers.

Scope and Limitation

The functionalities of the develop system is to provide effective, reliable,

quick, accurate information to provide good quality service to protect customers

file to ensure that services and information are delivered at the right time to

meet the customers’ needs, provide a productive working environment for the

user and produce more output. This system provides a user friendly interface,

resulting in experience of each and every aspect of the system usability. It

prepares and prints permits and certificates for Barangay, such as barangay

clearance. Also, it allows easy record finding. This software often supports other

functions unique to Barangay such as protection, such as accident reporting,

blottering and other related services. It provides easy keeping an update resident

record.

The system will not allow the user to compute the expenses of the

barangay. This system will focus only in the Barangay Imelda residents. Only the

significant events/ information that will be useful and can help the Barangay shall

be recorded in the system.

Technical Background

The following that we will used in order to developed this system fully

functional.

Java. is a widely used programming language expressly designed

for use in the distributed environment of the internet. It is the most popular

programming language for Android smartphone applications and is also among

the most favored for the development of edge devices and the internet of things.

Sublime. Is a shareware cross-platform source code editor with

a Python application programming interface. It natively supports many

programming languages and markup languages, and functions can be added by

users with plugins, typically community-built and maintained under free-software

licenses.

Figma.  is a browser-based UI and UX design application, with excellent

design, prototyping, and code-generation tools. It's currently (arguably) the

industry's leading interface design tool, with robust features which support teams

working on every phase of the design process.

HTML.  is used to create electronic documents (called pages) that are

displayed on the World Wide Web. Each page contains a series of connections to

other pages called hyperlinks.

XML.  is often used to separate data from presentation. XML stores data

in plain text format. This provides a software- and hardware-independent way of

storing, transporting, and sharing data. XML also makes it easier to expand or

upgrade to new operating systems, new applications, or new browsers, without

losing data.
