    RESOLUTION NO. 02 series 2020


    A RESOLUTION EXPRESSING ABSOLUTE AND INDISPUTABLE SUPPORT FOR
    PRESIDENT RODRIGO ROA DUTERTE’S INITIATIVES TO SUPRESS VIOLENT
    EXTREMISM AND INSURGENCY FOR ATTAINING INCLUSIVE AND SUSTAINABLE
    PEACE

    WHEREAS, Article II Section 5 of the 1987 Philippine Constitution under the Declaration of
    Principle and State Policies, states that “the maintenance of peace and order, the protection of life, liberty
    and property, and the promotion of the general welfare are essential for the enjoyment by all people of the
    blessing of democracy”;
    WHEREAS, Executive Order No. 70, Series of 2018 issued by the President of the Republic of
    the Philippines Rodrigo Roa Duterte, under the Section 1 hereof, states that: “the Whole-of-Nation
    approach is hereby institutionalized as a government policy for the attainment of inclusive and sustainable
    peace”;
    WHEREAS, the Whole-of-Nation approach addresses the root causes of insurgencies, internal
    disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the
    delivery of basic services and social development packages by the government, facilitating societal
    inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s
    peace agenda;
    WHEREAS, in this connection, the Department of Interior and Local Government (DILG)
    issued Memorandum Circular No. 2019-116, dated July 24, 2019, relative to the engagement of all Civil
    Society Organizations (CSOs) and International Agencies (IAS) in preventing and countering violent
    extremism and insurgency (P/CVEI) projects and activities in the Philippines;
    WHEREAS, the Barangay of SANGITAN believes that peace and order is essential for each
    and every member of the community to attain full social, political and economic potentiality of everyone;
    WHEREAS, in furtherance to the above objective, the Barangay of SANGITAN strongly
    supports the implementation of programs, projects and activities related to the prevention and countering
    of violent extremism and insurgency.
    NOW, THEREFORE, on joint motion of all the Barangay Councilors present,
    RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Pambarangay in session
    duly assembled, to express, as it hereby expresses absolute and indisputable support of this sanggunian
    for President Rodrigo Roa Duterte’s Initiatives to suppress violent extremism and insurgency in the
    Philippines in order to achieve inclusive and sustainable peace for the general welfare of its people.
    RESOLVED FINALLY, that copies of this Resolution to be furnished to all concerned national
    and local government agencies for their information.
    WE HEREBY CERTIFY to the correctness of the foregoing Resolution, and to its passage.
