O R D E R:

In the G.O 3rd read above, Government have issued notification intended to
constitute the Godavari Urban Development Authority (GUDA), with jurisdiction of
covering 203 villages in 20 Mandals & Rajamahendravaram Municipal Corporation,
Kakinada Municipal Corporation, Peddapuram, Samarlakot, Pithapuram
Municipalities, Gollaprolu Nagarapanchayath with Head Quarters at Kakinada and
the District Collector, East Godavari District is requested to publish the notification
in the local daily news papers calling for public opinion within thirty (30) days from
the general public and the Collector furnish the same to the Government for
further action. Government have published the notification in Extra-ordinary Andhra
Pradesh Gazette No.818, Dt:04.11.2016. The Collector, East Godavari District has
stated that, objections have been received from the public on constitution of
Godavari Urban Development Authority (GUDA) and requested the Government for
further orders. The Government, while enclosing the District Collector, East
Godavari District report, has requested the Director of Town & Country Planning,
AP, Guntur to furnish remarks / comments to the Government for taking further
action in the matter.
2. The Director of Town & Country Planning, AP, Guntur has examined the
opinion of the public on constitution of Godavari Urban Development Authority
(GUDA) received from the Collector and District Magistrate, East Godavari District
and furnished revised proposal of GUDA with an extent of 2183.02 Sq. kms with
Head Quarters at Kakinada covering Rajamahendravaram Municipal
Corporation, Kakinada Municipal Corporation, Peddapuram, Samarlakot, Pithapuram
Municipalities, Gollaprolu Nagarapanchayath and 280 villages covering 26 Mandals
in East Godavari District, by including 77 villages in 6 mandals in addition to the
notification orders were issued in G.O.Ms.No.276, MA&UD (H1) Department,
dated:02.11.2016 for constituting of Godavari Urban Development Authority
(GUDA) of 203 villages in 20 mandals.
3. Government, after careful examination of the matter have decided to declare
the areas for a total area of 2183.02 Sq.Kms stretching from Rajamahendravaram
Municipal Corporation, Kakinada Municipal Corporation, Peddapuram, Samarlakot,
Pithapuram Municipalities, Gollaprolu Nagarapanchayath with the jurisdiction
covering 280 villages in 26 Mandals as given in notification – I and constitute
Godavari Urban Development Authority (GUDA) with Head Quarter at Kakinada as
given in notification - II.
4. The Urban Development Authority shall function from Office in Kakinada
Town with the support of its staff. The expenditure towards establishment and
other secretarial assistance shall be completely borne by Godavari Urban

Development Authority (GUDA). Initially, the Urban Development Authority shall

functioning with the grants of Development Fund and Revolving Fund. Later, the
Urban Development Authority shall function with their own revenue.
5. The modalities for Development of lands, Preparation of Master Plan and
Zonal Development plans, Acquisition and disposal of land, Inspection and penalties
etc., shall be followed as per the provisions of the Andhra Pradesh Metropolitan
Region and Urban Development Authorities Act, 2016 (Act No.5 of 2016).
6. The appended notification will be published in an Extraordinary issue of the
Andhra Pradesh Gazette, dated: 16.03.2017.

7. The Commissioner of Printing, Stationery and Stores Purchase, Andhra

Pradesh, Vijayawada is requested to supply 100 copies of the Extra-ordinary issue
of the Andhra Pradesh Gazette.

NOTIFICATION – I

In exercise of the powers conferred by sub-section (1) of section 3 of the

Andhra Pradesh Metropolitan Region and Urban Development Authorities Act, 2016
(Act No.5 of 2016), the Government of Andhra Pradesh having regard to the need
for the promotion of development activities relating to as a Urban Development
Authority to achieve the objectives of the region witnesses tremendous growth in
the domains of Industries, Imports and Exports etc. hereby specify a special Urban
Development Area for the area comprised within the jurisdiction of
Rajamahendravaram Municipal Corporation, Kakinada Municipal Corporation,
Peddapuram, Samarlakot, Pithapuram Municipalities, Gollaprolu Nagarapanchayath
with the jurisdiction covering 280 villages in 26 Mandals and villages as specified in
the Schedule appended to this notification to be a Urban Development Area for the
purpose of the said Act and the said Area shall be as “Godavari Urban Development
Area (GUDA)”.

NOTIFICATION - II

In exercise of the powers conferred by sub-section (1) and clause (ii) of sub-
section (3) of section 4 of the Andhra Pradesh Metropolitan Region and Urban
Development Authorities Act, 2016, the Government of Andhra Pradesh hereby
constitute an Urban Development Authority for the area specified in the Notification
– I above for the purpose of the said Act and the said Authority shall be called as
the " Godavari Urban Development Authority (GUDA)" and shall consist of the
following members, namely:-

(a) The Chairperson to be appointed by the

Government;
(b) the ‘Vice-Chairperson’ – who is a Government
Officer to be appointed by the Government,
shall be the whole time Chief Executive Officer
of the Authority and shall be the Member - Convener
(c) Joint / Deputy Secretary to Government,
Municipal Administration & Urban Development
Department - Member;
(d) Joint / Deputy Secretary to Government,
Finance Department - Member;
(e) Officers not more than four, dealing with
Transportation, Roads & Buildings, Energy,

Environment or such other departments as may

be deemed necessary by the Government - Members;
(f) District Collectors of the development area
- Members;
(g) Director of Town & Country Planning or his
nominee - Member;
and
(h) Three experts of national or international repute
who possess knowledge in urban governance,
urban planning, conservation, environment and
transportation to be appointed by the
Government
- Members.

(2) Any other officer or expert whom the Government thinks necessary may
be invited to the meetings of the authority as special invitee.
