Towell Engineering HSE PROCEDURE

1.0 INTRODUCTION
Towell Infrastructure Projects Co. L.LC. HSE PROCEDURE

This procedure has been formulated to provide guidance on the safe storage, use and disposal of
hazardous substances.
2.0 SCOPE
The procedure applies to al areas of Towell Engineering operations where there is a requirement
for the use of hazardous substances.
3.0 REFERENCE

Client specified requirements.
4.0 RESPONSIBILITIES
4.1 Management
Towell Engineering management are responsible for the full implementation of the requirements
of this procedure. It is the responsibility for the company to provide adequate resources,
conditions and information to all staff and those who may be affected in connection with any
hazardous substances handling.
4.2 CONTRACT SITE REPRESENTATIVE
It is the responsibility of the Contract Site Representative to ensure that this procedure is fully
implemented at project level and to see that safe hazardous substances management practices as
outlined in the procedure are adhere to by all.
4.3 CHSE Manager
It is his responsibility to carry out inspections, audits, training, chemical risk assessments and
ensure that the hazardous substances register is maintained.

4.4 HSE Advisor


It is the responsibility of HSE Advisor to ensure that workers involved in hazardous substances
handling adhere to safe working practices & usages of appropriate tools and PPEs at all the
times.
4.5 Supervisor
It is the responsibility of supervisor to ensure that workers involved in hazardous substances
handling adhere to safe working practices & usages of correct tools and PPEs at all the times.

4.6 Employees
Employees are required to follow the lawful guidance of supervision in relation to all matters
connected with the safe handling of hazardous substances, and to use and maintain personal
protective equipment as necessary.

5.0 TRAINING
All staff concerned in the handling, storage and use of hazardous substances will be trained and
informed of the hazards and precautions necessary in order for them to protect themselves and
others, including the selection and use of PPE, hygiene and house keeping.
The HSE department will develop an in house course covering the relevant topics.
The training will be carried out by the project HSE Advisor. A record will be kept of all training
carried out. A copy of these records will be maintained at head office for a minimum period of
ten years after the persons on record have ceased employment with Towell Engineering.
5.0 HAZAROUS SUBSTANCES RISK ASSESSMENT & REGISTER
A hazardous substance risk assessment register will be maintained at each project, identifying all
chemicals, highlighting the associated risks, protective equipment required and any emergency
actions to be taken.
Preparation of this register will be the responsibility of the HSE Manager. The research material
for carrying out the hazardous substances risk assessments will be the manufacturer’s safety data
sheets and the UK HSE publication EH40- occupational exposure limits. The other applicable
criteria for assessments will be actually observing the work processes involved, as no assessment
can be relevant without including usage factors.
Any new substance introduced will have a risk assessment carried out and the details entered into
the register. If no risk assessment has been carried then a substance may not be used.

The workings and existence of this register will be communicated to all staff as part of their
hazardous substance training and it will be available to all parties for scrutiny on request. In
addition, a separate register containing Manufacturers Material Safety Data Sheets for all
substances held within the operation will also be maintained by HSE staff.
Labels on chemical containers are only a general guidance, not safety data sheets and should not
be treated as such. A manufacturer’s data sheet must be provided for all chemical substances or
they will not be used by Towell Engineering.
7.0 PURCHASING
Prior to purchasing any new chemical, the purchasing manager will take advice from the safety
manager on it’s suitability and safety.

8.0 HEIRARCHY OF CHEMICAL CONTROL

A strict criteria will be applied to the selection and use of hazardous substances in Towell
Engineering operations. The applied criteria will be:

8.1 Elimination
Use of substances will be limited wherever this is reasonably practicable.

8.2 Substitution
Use safer alternative if available and possible

8.3 Isolation
Keep unauthorized people away from the chemical processing area.

8.4 Personal Protective Equipment


Whilst PPE can afford adequate protection from most hazardous substances, we will always
apply the above hierarchy and use PPE as a last resort only.

9.0 SELECTION OF PERSONAL PROTECTIVE EQUIPMENT

All personal protective equipment purchased by the company must first be approved by the HSE
Manager for its suitability and effectiveness. The criteria for selection will depend largely upon
the task for which it will be used, for how long and the results of the risk assessment carried out
on the particular substance for which it is intended.

10.0 STORAGE OF HAZARDOUS SUBSTANCES

All hazardous substances used by Towell Engineering will be stored strictly in accordance with
manufacturers, client, statutory and company requirements, and as a minimum the following will
apply:-

 Each operation will have a dedicated storage facility


 The store shall be as far from main thoroughfare as possible

 Inventories will be maintained


 The facilities will be weatherproof
 Each store will have appropriate sign
 All substances held in the store will be of compatible type
 All stores will have appropriate fire fighting equipment.
 A regular inspection will be carried out by the safety advisors.
 Hazardous substance storage areas will have eye wash and emergency shower facilities dedicated
to them.

11.0 DISPOSAL OF HAZARDOUS SUBSTANCES

All hazardous substance waste generated and its containers will be disposed of as per company
waste management procedure, statutory, client and manufacturers recommendations. Full details
of these requirements are contained in the hazardous substances risk assessment register.
