Early Childhood Care and Development...
 refers to the full range of health, nutrition, early
education and social services development
programs that provide for the basic holistic needs of
young children from 0 to age 4, and to promote
their optimum growth and development

 involves a multifaceted process of development:


physical, cognitive, emotional, social and spiritual
 covers the period from pregnancy through the
transition from home or ECCD programs into primary
school

Implement the National Early Childhood Care and
Development (ECCD) System

ECCD System
refers to the full range of health, nutrition, early education
and social services development programs that provide for
the basic holistic needs of young children from age zero (0)
to four (4) years; and to promote their optimum growth
and development

SYSTEM COMPONENTS
VISION
• Filipino children aged 0-4 years whose rights are
protected and promoted and
• whose potentials are developed to the fullest regardless
of their conditions, socio-economic status, gender,
religion and cultural diversity
MISSION
Strengthen a system that raises awareness towards the
improvement of the quality of life of young children 0-4
years old, their families and communities through
cooperative and collaborative delivery of services on health,
nutrition, early education and social development
ROLES & RESPONSIBILITIES OF ECCD COUNCIL
• In consultation with coordinating committees at the LGU
level, the ECCD Council shall be responsible for:
 Establishing national standards
 Developing policies and programs
 Ensuring compliance thereof,
 Providing technical assistance & support to ECCD service
providers
PROVINCIAL/CITY/MUNICIPAL SOCIAL
WELFARE AND DEVELOPMENT OFFICERS

Under R.A. 7160 or the Local Government Code: The LSWDO


shall take charge of the office on SWD services and shall:

a. Formulate measures and provide technical assistance and


support to LCE in delivery of basic services and provisions
of adequate facilities relative to social welfare and
development services;
b. Develop and implement plans and strategies
which have to do with social welfare programs
and projects which the governor or mayor is
empowered to implement and which the
sanggunian is empowered to provide for under
the Local Government Code
c. Be in the frontline or service delivery, particularly those which have to
do with immediate relief during and assistance in the aftermath of
man- made and natural disaster and natural calamities;

d. Recommend to the sanggunian and advise the LCE on all other matters
related to social welfare and development services which will improve
the livelihood and living conditions of the inhabitants
• Additional Responsibilities:
a. Identify the basic needs of the needy, the
disadvantaged and the impoverished and develop and
implement appropriate measures to alleviate their
problems and improve their living conditions;

b. Provide relief and appropriate crisis intervention for


victims of abuse and exploitation and recommend
appropriate measures to deter further abuse and
exploitation;
c. Assist the LCE in implementing the barangay
level program for the total development and
protection of children up to six (6) years of
age;
d. Facilitate the implementation of welfare programs for the
disabled, elderly, and victims of drug addiction, the
rehabilitation of prisoners and parolees, the prevention
of juvenile delinquency and such other activities which
would eliminate or minimize the ill-effects of poverty;

e. Initiate and support youth welfare programs that will


enhance the role of the youth in nation-building;
f. Coordinate with government agencies and non-
governmental organizations which have for their
purpose the promotion and the protection of all
needy, disadvantaged, underprivileged or
impoverished groups or individuals, particularly
those identified to be vulnerable and high-risk to
exploitation, abuse and neglect;
ROLES & RESPONSIBILITIES OF LGUs
In addition to other local funds, allocations from the SEF and
GAD fund shall be utilized for the following purpose:
Support the implementation of ECCD program;
Organize and support parent cooperatives to establish
community-based ECCD programs;
Provide counterpart funds for the continuing professional
development of their ECCD public service providers; and
Provide the facilities for ECCD Program

efficiency and sustainability of the ECCD programs
