Brief on

CONSTRUCTION OF MULKOH, KOSHT AND KAGH LASHT IRRIGATION


SCHEME, DISTRICT CHITRAL

Irrigation Department Govt. of Khyber Pakhtunkhwa conducted feasibility of


an Irrigation Scheme, "Construction of Mulkoh, Kosht and Kagh Lasht Irrigation
Scheme, District Chitral" through JV of BAK, AGES and Electra Consultants in
Association with RHC Lahore in 2015-16.

2. The Consultants came up with a proposal of constructing a feasible irrigation


scheme Drawing Water from right side of Tirich River, conveying it through a 5.80 Km long
tunnel across to 15,140 Acres suitable agricultural land. The land would be irrigated
through left and right side branch channels in Mulkoh and Kosht Union Councils (10,440
Acres) and Kagh Lasht Plain (4700 Acres) in District Chitral. One component of the project
meant to irrigate 4700 Acres land out of total 9300 Acres of barren Kagh Lasht plain
comprises of a pressure pipe that is also capable to generate about 4.0MW Hydro Power.
PC-I of the scheme was also prepared by the Feasibility consultants.

3. The Asian Development Bank (ADB) has launched a Transactional Technical


Assistance (TRTA) for Khyber Pakhtunkhwa Water Resources Development Project
(KPWRDP) under ADB TRTA 9442 PAK. The contract for carrying out the TRTA was
signed between the ADB and the Joint Venture of Integrated Consulting Services (ICS)
and Halcrow Pakistan (HPK) in association with Berkeley Associates on June 5,
2018.

4. As per the terms of reference, the assignment envisages the development of the
proposed KPWRD Project, which includes three subprojects identified in the Technical
Assistance Report prepared by ADB in July 2017 and subsequent discussions with
KPID.

The three projects include:

i. Mulkoh irrigation distribution system Irrigation Distribution System (IDS) and its
command area development (CAD) in Chitral district.

ii. Modernization of the Tanda IDS and its CAD in Kohat district.

iii. Modernization of the Pehur Main Canal (PMC) IDS and its CAD in Swabi district.

5. Under the TRTA the Consultants are preparing a loan investment project for
increased farm and non-farm incomes of households engaged in agriculture in the three
subproject areas located in districts Chitral, Kohat, and Swabi respectively in Khyber
Pakhtunkhwa (KP) Province. The indicative outcome of the proposed investment project is
increased agricultural productivity in Khyber Pakhtunkhwa Province. The key indicative
outputs will include: i) increased water supply capacities in subproject areas; ii) farmers’
water-use and farm-management capacities increased in subproject areas; and iii) efficient
and effective project management system is operational.

6. Up till now Revised Mid Term report had been submitted by the consultants in
February 2019, which describes the progress on various studies carried out so far and
outlines the future line of action. The final report would be submitted by 23rd March 2020.

6. Presently, the PC-I of the Scheme, “Construction of Mulkoh, Kosht & Kagh Lasht Irrigation
Scheme District Chitral” was updated by the Department with an estimated cost of Rs.6773.33
Million, cleared during the PDWP meeting dated 22.04.2019, for its onward sub mission to
Ministry of Water Resources Islamabad for further processing and its inclusion in the PSDP 2019-
20.
