    The meeting organised on 4 March 2016 in


    Douala between the management of Came-
    roon Railways (Camrail), the company in
    charge of the Cameroonian railroad, and 163
    representatives from the communities living
    close to the railroad, led to an increase of 30%
    on the price for weeding the railway, a ser-
    vice handed over for years to the population
    living close to the railroad. Thus, for every
    weeded meter of railroad, the communities
    will now get FCfa 70,056 against FCfa 53,500
    previously, we learned in an official communi-
    qué issued at the end of the consultation.
    Moreover, the rail transporter took the com-
    mitment of providing the teams in charge of weeding the railroad with the appropriate equip-
    ment, just as both parties committed to strengthening their partnership in the fight against the
    illegal transport of prohibited forest and animal products.

    FERMETURE DE L’AÉROPORT DE DOUALA: QUATRE AGENCES DE TRANSPORT RETENUES POUR LES NAVETTES

    C’est l’une des mesures prises par les pouvoirs publics pour faciliter le déplacement des passagers suite à la ferme-
    ture le 1er mars 2016, de l’aéroport international de Douala. Pour ce faire, quatre agences de transport interurbain
    ont été retenues par le ministère des Transports. Il s’agit de Buca Voyages, Touristique Express S.A., Garanti Ex-
    press et Finex voyages. Central Voyages et Le Voyageur VIP qui avaient également postulé, ont été recalés. Dans un
    communiqué signé le 29 février, le ministre des Transports, Edgard Alain Mebe Ngo’o, informe que les agences re-
    tenues vont «assurer le transport, entre Yaoundé et Douala, des passagers des différentes compagnies aériennes
    desservant l’Aéroport international de Douala, pendant la période de fermeture temporaire dudit aéroport pour
    cause de travaux ». Le Quotidien de l’Economie indique ce 7 mars 2016 que «Ces agences de voyages vont en
    étroite collaboration avec la société des Aéroports du Cameroun (ADC S.A.), travailler en vue de la mise à disposi-
    tion d’un service de bus de standard VIP à l’aéroport international de Yaoundé-Nsimalen. Plusieurs options s’of-
    frent aux voyageurs concernés par cette décision. Ils peuvent, dès leur débarquement à Yaoundé-Nsimalen, pour-
    suivre leur voyage sur Douala ou bien à partir de la capitale économique rallier l’aéroport international de Yaoundé
    -Nsimalen pour leur embarquement». Chaque passager devra débourser 13 000 Fcfa. « Toutes les agences de
    voyages proposent à bord si on s’en tient au communiqué d’Edgar Alain Mebe Ngo'o, un casse-croûte, boisson, lec-
    ture et information sur les vols », souligne le journal.

    BARRAGE DE LOM PANGAR: LA CNPS RÉCLAME 2 MILLIARDS DE FCFA À CHINA WATER AND ELECTRICITY

    Le Quotidien de l’Economie (LQE) du 7 mars 2016
    révèle que le centre régional de la Caisse natio-
    nale de prévoyance sociale (CNPS) de l’Est ré-
    clame à la China Water and Electricity (CWE), la
    somme de 2263 695 102 Fcfa. Cet argent repré-
    sente 71,93% des 3 147 083 443 Fcfa de cotisa-
    tions non reversées par 1 000 employés de l’entreprise chinoise qui construit le barrage hydroélectrique de Lom
    Pangar. Selon des sources à la CNPS, « cette dette est moins importante pour les employés nationaux, un peu plus
    de 75 millions de Fcfa, alors que l’entreprise n’a pas pu verser le reste pour les expatriés notamment chinois ». De
    plus, dit-on toujours à la CNPS, « les responsables de cette entreprise ne déclarent jamais le statut professionnel
    exact de leurs employés étrangers. Par ailleurs, ils nous présentaient souvent leurs compatriotes chinois comme des
    visiteurs de quelques jours. Ce n’est qu’après des enquêtes que nous avons pu y déterminer avec exactitude notre
    assiette de cotisations sociales ». Il s’agit d’un peu plus de 3.000 employés depuis le début des travaux en 2012. LQE
    indique que même si cette ardoise reste pendante depuis janvier 2012, la CWE paie les encours et le niveau de ces
    paiements à ce jour est de 632 974 843 FCFA. « Le reversement des cotisations sociales de cette entreprise à la CNPS
    a toujours constitué l’une des pommes de discorde entre elle et ses employés surtout nationaux

    vealed, on 4 March 2016, its 2016 ranking of the most globalised
    countries in the world, which reflects the level of economic, social
    and political globalisation in 192 countries throughout the world.
    Cameroon takes the 151st spot in the world, and 38th in Africa. In
    the CEMAC area, Cameroon is preceded by Gabon (112nd worldwide
    and 14th in Africa) and the Republic of Congo (134th worldwide and
    25th in Africa). The three other CEMAC countries being Chad (170th
    worldwide and 44th in Africa), the Central African Republic (47th in
    Africa and 175th worldwide) and Equatorial Guinea (52nd in Africa
    and 190th worldwide) are among the last 10 of this ranking domi-
    nated in Africa by Morocco, Mauritius and South Africa; and by the
    Netherlands, Ireland and Belgium at the world level. According to
    the authors, the economic aspect of the globalisation in this ranking takes into account criteria such as the impor-
    tance of trade, investments and cross-border income against the gross domestic product (GDP), as well as the impact
    of trade barriers and restrictions on flow of capitals.

    CAMEROON: CICC ANNOUNCES A RECORD OF 2 MILLION COFFEE SEEDLINGS IN 2017 (BUSINESSINCAMEROON.COM)

    Confronted with the continued decrease in coffee pro-


    duction in Cameroon, the Conseil Interprofessionnel du
    Cacao et du Café (CICC - Cocoa and Coffee Board) de-
    cided to revitalise, starting from 2016, to its Emergen-
    cy Stimulus Programme targeting the coffee production
    (Purc-café). This new boost for Purc-café will help in
    providing the producers with a record cargo of 2 mil-
    lion coffee seedlings in 2017, Omer Gatien Malédy, the
    Executive Secretary of CICC, revealed. Officially
    launched in January 2014 in three production areas of
    Cameroon (West, East and Littoral), after a disastrous
    2012-2013 coffee season (16,000 tons produced), Purc-
    café was meant to create every year 600 hectares of
    new farms, thus 1,800 hectares over 3 years in the three selected production areas. But, we lear-
    ned, this goal was not reached starting from the first year of implementation of the programme,
    due to the unavailability of seedlings for producers. According to CICC, who for this programme
    had requested from the national seedling programme a batch of 780,000 coffee seedlings, only
    75,000 seedlings were made available to Purc-café, barely 10% of the demand.
