Casing Body : Brass or Copper Alloy / high grade UV proof plastic or
: Upper body casing - hard plastic; Lower body casing - brass or
copper alloy.
Marking on Casing Body : Flow direction by arrow, Meter size in SI unit (For verification upon
delivery) and Serial Number
Sealed Meter Register : Hermetically vacuum sealed or hermetically sealed encapsulated
stainless steel/copper/brass/plastic and clear tempered high
impact lens and abrasion resistant
: Loose or Non-Loose Component
Connections : Inlet of 13mm Ø or 15mm Ø and outlet of 13mm Ø or 15mm Ø
with both sides of male screw being made of casing body
Dimensions : Length without tailpiece - 165 mm minimum
Length with tailpieces - 260 mm minimum

Painting : Automotive finished, epoxy coated or electro-statically coated,
blue color
Meter Seal : Plastic seal only (For verification upon delivery)
Flow Register : ISO-4064-1, in cubic meters, minimum of 4 digits, straight reading,
with magnetic shield for fraud protection, marked with COWD logo at
top plate register. (For verification upon delivery)
Serial Numbering : Engraved or embossed in Block type with a font height to minimum of
5mm at register box ring or body casing at the upper part of the
outlet or register ring (For verification upon delivery)
Factory Test Result of : Maximum Flow Rate - 3.00 m3/hr
Meter Performance allowable accuracy +/- 2%
Nominal Flow Rate - 1.50 m3/hr
allowable accuracy +/- 2%
Transitional Flow Rate - 0.12m3/hr
Minimum Flow Rate - 0.03 m3/hr

Strainer Screen : Removable, installed to the inlet port and corrosion resistant material

meter body thread ends.
Each meter individually packed in a small box containing 2 tailpieces
and rubber gasket and it shall be packed by 10's per batch with serial
numbers indicated in the external portion of carton box.
The tailpieces shall be of the same material composition as to the
lower body casing. For plastic Water Meter, the tailpieces shall be
brass.
Catalog : Include product catalog / literature / brochures
Other Documents : Certified True Copy of Documents from the country of origin where
the product has been manufactured.

(b) Commercial Invoice
(c) Packing List
(d) Certification of good product performance for the last three (3)
years by users from any of the following Water Districts –
Cagayan de Oro City Water District, Davao City Water District or
Metro Cebu Water District; and/or other service providers
namely, Maynilad and Manila Water. This is to be issued by the
water service provider using their company letterhead indicating
the brand and size ranging from 13mm dia. Or 15mm dia. water
meter (Test results alone will not suffice).
(e) Certification from either of the ff:
1. ISO 9001:2008 (Quality Management Standard)
2. ISO 14001:2009/ISO 14001:2004 (Environmental
Management System)
3. OIML Certificate of Conformity (International Organization of
Legal Metrology)
4. MIRDC Certification for PCL-NTP-025 (Metals Industry
Research & Developmental Center)
Testing Standards : Random test of the water meters shall be done using a Test Bench at
1% of the total quantity purchased.
(a) Flow rates to be tested shall be followed and determined (PASSED
or FAILED) in accordance with meter performance.
(b) A pressure test shall not be less than 1.0MPa (10 bars) or 150psi.
In case 6.7% (or 2 pieces per 30 pieces) out of the 1% fail in item
(a) or (b), the procuring entity shall have the option to rescind or
cancel the contract or require the supplier to replace the whole
delivered items at no cost to the procuring entity.
Test Results : Include certified efficiency test results by any accredited testing
institution / agency sticker pasted under the dial cover of each meter.
Warranty : It shall be guaranteed against defects in workmanship and materials
for a period of one (1) year from the date of acceptance. Defective
meters or parts discovered within this period shall be replaced
without charge upon return to the supplier.
DRAWINGS
Other Requirement:
Delivery : 2,000 Pieces within 30 calendar days upon receipt of Purchase Order
and remaining 2,000 Pieces 30 calendar days thereafter
Freight : FOB COWD Warehouse, Kauswagan, CDOC
Payment : 15 calendar days after completion and final acceptance
