Summary:
■ All work-related accidents and injuries shall be reported to concerned local
authorities.
■ Every organization needs a well-functioning and effective system for notification,
reporting, recording of accidents and diseases and thereby analyzing the results
from database.
■ The incident data recording and analysis, helps in future improvements needed to
enhance health and safety conditions at work.

Did you know:


Heinrich's Law: that in a workplace, for
every accident that causes a major injury,
there are 29 accidents that cause minor
injuries and 300 accidents that cause no
injuries.
Because many accidents share common
root causes, addressing more common
place accidents that cause no injuries can
prevent accidents that cause injuries.

Effective Reporting, Data collection, Analyzing and Implementing Control Measures:


❖ Notification, Reporting and Recording of Occupational Accidents and
Diseases:
Development and Implementation of Notification and Recording system for
occupational accidents and diseases are instrumental in prevention and identifying
the causes of such occurrences in order to develop preventive measures.
According to International Labor Organization, four types of events shall be recorded
and notified:
1. Occupational Accident:
Occurrence arising out of, or in the course of, work which results in fatal or
non-fatal injury
2. Occupational Disease:
Any disease contracted as a result of an exposure to risk factors arising from work
activity
3. Dangerous Occurrence:
Potential to cause an injury or disease to persons at work
4. Commuting Accident:
Accident resulting in death or personal injury occurring on the direct way
between the place of work and residence

❖ Guidelines:
■ Notification of Occupational Accidents and Diseases:
• Notify the competent authorities and other designated bodies of
occupational accidents and diseases within the time limits highlighted
• Ensure the type of occupational incidents are to be notified to competent
authorities
• Provide appropriate information to workers and their representatives
concerning the notified cases to assist workers to reduce the risk of exposure
to similar events

■ Reporting of Occupational Accidents and Diseases:


• Ensure all occupational incidents and injuries shall be investigated and
reported.
• Submit a report on the accident within 72 hours of its occurrence using the
form approved by the Specialized Department in Dubai Municipality

• General information of organization • Description of the accident
• Incident information • Root cause Identification
• Injured employee data • Corrective measures
• Details of injury • Mode of Injury and associated

Tip: Establishing a “reporting culture” in the organization is important


for effective collection
■ Recording of Occupational Accidents and Diseases:
• Record all occupational incidents within the mentioned period of time by
competent authorities
• Maintain an incident register which shall keep record of incidents occurred in
the organization
• Ensure maintained records of occupational accidents and diseases are readily
retrievable for at least five years from the date of accident

Important Points to Remember:

1. Refrain from instituting disciplinary measures against a worker for reporting


an occupational incident
2. Implement measures to ensure the confidentiality of personal and medical
data in the employer’s possession
3. Provision of training to workers and their representatives concerning the
arrangements for recording including the details of competent person
identified to receive and record information

❖ Collection and Analyzing Data Relating to Occupational Incidents:


■ Accurate data collection system provides a sound floor to:
• Describe the Occupational health and safety status of the employees
• Make sound OSH decisions and Identify priority areas for OSH policies and
strategies
• Identify new and emerging hazards and risks
• Implement prevention and control measures
• Provide tailor-made and targeted compliance assistance
• Design relevant training and education programs
• Raise awareness and draw the attention of the employees to the key
challenges in OSH

■ Challenges associated with OHS Data Collection includes:


• Coverage and Comparibility: Understanding what type of occupational
accidents and diseases has to be reported. Some report all injuries whereas
some report only extreme case and some does not at all
• Accuracy: For information to be accurate, it must be collected from a reliable
source
• Timeliness: Factors that prevent or delay data from being collected and
analysed
SOURCES OF OHS DATA – RELATING TO INCIDENTS

❖ Analyzing Data:
• In order to identify trends which expose hidden factors, it is important to obtain
information by analyzing the collected data

Heads Up: The number of accidents in a period can be more of a measure of the
effectiveness of the reporting system than of safety performance.

According to ILO, every day Approximately 6,400 people die from an


occupational accident or diseases; 860,000 people are injured on the job.

Developing control measures and suitable legal measures:


❖ Implementing Control Measures
■ The control measures put into operation will usually require changes to the way
work is carried out due to new or modified equipment or processes. It is
necessary: (but not limited to)
• Management Commitment
• Adequate Supervision
• Establishing Accident / Incident Policy and Procedures for notification and
recording within the organization
• Awareness and Safety Campaigns
• Scientific Research to identify new and existing risks

Tip: How to ensure if your control measures are effective?

• Accountability for health and safety: Accountability should be clearly allocated to


ensure procedures are followed and maintained
• Up to date training and competency: Control measures depend on all employees
having the competency to do the job
• Regular Inspection, Audit programs helps identify and mitigate hazards and review
control measures
• Up to date hazard information: Information about hazards may be updated which
shall be regularly checked
• Regular review and consultation
