Sergio R. Osmea III, chairman of the Joint Congressional Power Commission, referring for investigation, in aid of legislation, by the said Commission, the complaint of the Davao Del Norte Electric Cooperative (DANECO) and other previously situated electric cooperatives against the National Electrification Administration, through its Administrator Edita S. Bueno, for its alleged willful gross failure and malicious refusal to carryout and implement both the spirit and intent of Chapter VII (Promotion of Rural Electrification) of Republic Act 9136, otherwise known as the Electric Power Industry Reform Act (EPIRA Law) of 2001, specifically sections 57 and 58 (a) and (b) thereof.
