ORDINANCE NO.

AN ORDINANCE CREATING THE KIDAPAWAN CITY LITERACY AND


COORDINATING COUNCIL AND INSTITUTIONALIZING THE LITERACY
PROGRAM OF THE CITY OF KIDAPAWAN, PROVIDING ITS POLICY,
GUIDELINES AND FUNDS THEREOF.

Sponsored by Vice Mayor Jivy Roe C. Bombeo, duly seconded by Councilor Ruby
Padilla-Sison

WHEREAS, Article 16 of the 1987 Constitution provides that the State shall protect
and promote the rights of all citizens to quality education at all levels;

WHEREAS, Republic Act 7165 of the Act Creating the Literacy Coordinating
Council provides that it is the policy of the State to give the highest priority to the adoption of
measures for the total eradication of illiteracy;

WHEREAS, it is a declared policy of the City of Kidapawan to promote and protect


the education of every Kidapaweño by creating a Local Literacy Coordinating Council
pursuant to this mandate and other administrative issuances;

WHEREAS, the Local Literacy Coordinating Council shall serve as the overall
coordinating and advisory body that will sustain and institutionalize the literacy program of
the City of Kidapawan;

WHEREAS, it is necessary in the interest of its constituents, the City shall promote
literacy programs/projects that can help alleviate poverty, provide livelihood, address social
welfare needs, and make education facilities more accessible to the public.

NOW THEREFORE, be it ordained by the Sangguninang Panlungsod of Kidapawan City,


that:

SECTION 1. TITLE. – To carry out the declared national policy, the ordinance shall be
known as THE CREATION OF KIDAPAWAN CITY LITERACY COORDINATING
COUNCIL:

SECTION 2. The Council shall be composed of the following:


1. City Mayor as Chairman
2. Division Superintendent as Co-Chairman
3. The Chairman of the Education Committee of the Sangguniang Panlungsod, as Co-
Chairman
4. City Vice Mayor as Vice-Chairman
5. Representative from the Business Sector as Member
6. Representative from an accredited non-government organization, as member
7. City Planning and Development Office as Secretariat
8. PTCA President or its Representative as Member
9. Sangguniang Kabataan Federation President as Member

In addition thereto, a Technical Working Group (TWG) shall established by the council to
facilitate the work of the Council.

SECTION 3. The Council shall have the following functions:


a.) To institutionalize the literacy program of the City of Kidapawan and to provide
policies, guidelines and funds thereof;
b.) To serve as the overall advisory and coordinating body providing policies for all
literacy programs/ endeavors in the City of Kidapawan;
c.) To conceptualize plan and recommend strategies/programs as well as provide
implementing and monitoring rules and procedures for such literacy programs;
d.) To formulate measures as how to organize and strengthen support structures for
literacy at the local and barangay levels;
e.) To integrate literacy in all development programs of the city such as education, health
and nutrition, sanitation and hygiene, environmental protection and livelihood;
f.) To ensure the literacy program of other government, non-government and other
various sectors affecting the socioeconomic and political environment provides
sustaining mechanism that strongly enhances the potentials of the people towards
nation building;
g.) To identify, support/assist, adopt measures and boost researches that will not only be
limited to basic education but all aspects of human development;
h.) To meet regularly once a month and hold special meetings regarding urgent matters
upon the call of the Chairman or any of the two (2) co-chairperson of the Council;
i.) To perform such other functions as may be necessary in furtherance of the purposes of
this ordinance;
j.) To eradicate illiteracy in the City of Kidapawan and reinforce literacy to the
maximum level within its component Barangays.

SECTION 4. The Technical Working Group (TWG) shall serve as the administrative and
research of literacy program projects and shall be detailed from the existing personnel of the
Department of Education, Office of the City Mayor, and Office of the City Vice-Mayor
without prejudice to the designation by the Council of such additional staff members as it
may deem necessary for the proper discharge of its functions and responsibilities.

SECTION 5. The Council may, in the performance of its functions, request the cooperation,
assistance and support of appropriate government agencies or non-governmental
organizations involved in the literacy program.
SECTION 6. The expenses for the implementation of this ordinance shall be provided for in
the Annual or Supplemental Budget of the City.

SECTION 7. All ordinances, rules and regulations and executive orders inconsistent with the
provisions herewith is hereby repealed or modified accordingly.

SECTION 8. If any part of this Ordinance shall be declared unconstitutional, such


declaration shall not invalidate other provisions thereof.

SECTION 9. This Ordinance shall take effect ten (10) days after its posting in the Bulltein
Board of the Sangguniang Panlungsod.
