I'm not sure where the low ratings are coming from. This was a pretty successful and fan favorite sequel for the series.
Is it better than the original movie? Not even. Hell, the plot is obviously similar. But I thought this was a pretty solid sequel with Roy Scheider reprising the Martin Brody character one last time (though he really didn't want to do the character again, he still did a good job despite behind the scenes drama and what not).
The suspense of the original remains, and the characters (old and new) dealing with the second great white shark make for a watchable sequel.
Since Roy Scheider didn't want to do the role anymore, this really should have been the end of the series. While maybe this sequel may have been painted as a cash in on the original movie (and perhaps was), the next two movies lack of quality show that they are indeed just cash-ins.
Jaws 2 did pretty well for audiences that it didn't need follow ons.
See the first movie, check this one out, and end it here!

Other nuclear war dramas of the time like "The Day After" and "Threads" excellently portrayed the subject matter and depicted the usual mushroom clouds and blasts associated with this said dreadful war.
"Testament" is another great nuclear war drama, however, the story follows those survivors who were outside of the blast radius' of any explosion.
Obviously, they survived the blasts, but it's the following radiation that takes its toll on the survivors.
Jane Alexander plays Carol Wetherly and convincingly portrays a mother struggling to support her kids in the absence of her husband who went off on business trip, never to return.
Great performances by both veteran and rising actors like William Devane, Mako, Kevin Costner, Rebecca De Mornay, Lukas Haas and others round out this compelling post nuclear blast drama.
Like the dialogue/text at the end of "The Day After" indicated, "It is hoped that the images depicted in this film will inspire nations of this earth, their people and leaders, to find the means to avert that fateful day," this movie can hopefully do the same.

Robin Williams the great comedian he was and impressionist excellently brought Popeye to life in this live action take.
Shelley Duvall nailed the Olive Oyl role.
Bulky Paul L. Smith showed real well what a live action Bluto would be like.
Others like Ray Walston and Paul Dooley both portrayed Pappy and Wimpy respectively rounded out the other characters from the comic strip and cartoon very well.
But the story could have been much better. Seeing the rest of Olive Oyl's family (created for the movie) wasn't bad. The movie seemed more dramatic than the comicstrip and cartoon it was derived from. Yes, animated to live action is a challenge, but it didn't really work for this one.
And the musical numbers; they were horrible! Did we really need them? They really didn't add to the story to entertain or otherwise.
I think Popeye is one of those that should have been left alone and not adapted for live action. Again, the players did the live action adaptations well, but the weak story line and horrible songs killed it.
