It is chaos in the streets of Amsterdam in the eighties. Crime, public drug use and public disturbances are everyday occurrences. In this chaos, Klaas Bruinsma stands up as the great leader of the underworld. The IRT team is set up to fight this new form of organized crime.

Crime boss Klaas Bruinsma is dead and the special IRT police team is about to lose its right to exist. In order to remain relevant and to show success, it is decided to import drugs with the use of criminal informants in order to map the underworld and eventually arrest the big bosses. An ambitious plan.

The Delta Method is running at full speed and containers full of drugs are being imported under the watchful eye and approval of the Dutch government. But who is playing who now? The government the criminals or the criminals the government?

The IRT police team is put to a halt and is disbanded by the government. A police team that is running a drugs operation isn't seen as the solution to fight organize crime. To get to the bottom of the matter, a parliamentary inquiry is set up and it turns out to be even worse than previously thought.
