Investigator of the First Department for Particularly Important Cases of the Investigative Committee, Yuri Bragin, is sent to the city of Volkov, Leningrad Region, where two girls were brutally murdered. The arrival of the detective is dissatisfied with the head of the local police and Volkov's longtime foe Sergei Shevtsov. So that the guest does not stick his nose into the affairs of the locals, Shevtsov quickly finds the "criminal", but Bragin finds out that the evidence against the suspect was fabricated. Shevtsov is in despair: the construction of an automobile plant and the election of the mayor are at stake, and the story with the maniac is completely out of place. He gives the order to kill Bragin.

Maltsev loses the criminal case, which he was supposed to transfer to the prosecutor. Ukhvatov and Shibanov rush to find him and miraculously find materials in a dumpster. Ukhvatov personally brings them to the prosecutor and becomes the main contender for Maltsev's place.
