Pilots are generally under single episode contracts. A group of actors are hired for one episode so that the producers and writers can show the network executives that the show can be good. Once the show is commissioned for however many seasons sometimes they decide to try new actors. Sometimes the actors are too busy to come back. In the US they're clever enough that most pilots come with a seven season contract. We just don't do that in the UK.
