Not only does Chester Jones show up in two places at once in this story, but he can also be seen as both one of the town loafers in one scene and a member of the city council in another.

Barney in Charge

When Andy has to leave for a few hours to attend a meeting in another town, he puts his deputy in charge. When Andy returns, half the town is in jail. It turns out they are in on frivolous charges, even the mayor and Aunt Bee. Barney becomes the laughing stock he deserves to be, but the towns townspeople don't know when to stop.
