No. The film is partly based on many of the same legends that Mizuki used as the basis of his manga Ge Ge Ge no Kitaro. Also, many of the Yokai that Mizuki created and/or popularized do appear in the movie (as does Mizuki himself in a cameo).
The novel the movie is based on was written by Hiroshi Aramata, author of Teito Monogatari (aka "Tale of the Imperial Capital"), and is actually a continuation of that book, featuring the same evil lord Yasunori Kato. Teito Monogatari was made into an anime released in the US as Doomed Megalopolis as well as a live action film entitled TOKYO: THE LAST MEGALOPOLIS in the US.
