It's never confirmed or denied in the actual movie whether or not the child belongs to Gloria and Mumble, but it is heavily implied.
They speak with a Cuban accent although they are Adélie penguins, an Antarctic species. There are no penguin species that live in Cuba. On the other hand, Lovelace is most likely a Macaroni Penguin, an Antarctic/Sub-Antarctic species.
