The literal translation of the title of this film is: Operation of Confiscating Handguns.

The movie gave a very accurate depiction of what happened in the real life, but willfully ignoring the very first part: where, how and why the guns were manufactured:

Due to the high profit and thanks to the corruption, factories making sport rifles and BB guns illegally produced handguns for organized crimes and since all of these factories are state owned, the film crew willfully left this part out for fear of censorship.
