This programme possesses has a 100% success rate, such that no witness who followed all of the instructions given them by the U.S. Department of Justice has ever been murdered whilst under Witness Protection. Thus, nothing is said about any who did disobey, and therefore the contract killer's words could be true even in the real world.
In the scene where Mrs. Greco shows Emma the view from the balcony, they are looking northwards, towards the Wards Island Bridge, which can be seen. This perspective appears to be from the high rise on the southwest corner of First Avenue and East 94th Street. Incidentally, this is exactly the same shot used in another movie from this same series by the same author.
