I don't know how it works in other countries, but the french usher seem to have all the rights : they break your door and steal you anything, sometimes for very little problems (eg a wrong car parking infringment): if you are not there when they come or if you don't know a lot about it, these people can make you a lot of problems. That is the plot of a book called "legal racket" : this book became the movie we are talking about. Here there is a little storyline, some jokes, and a lot of legal tricks. The acting is quite good, Daniel Prevost, who plays the usher, is maybe the best actor in France to play that kind of ugly characters : anyone would like to kick him ;-) So : good acting, interesting subject, but a quite bad movie, because a good subject is not enough to make a story. At the end, all the neighbours of the hero come with a little money to help him, like in Capra's "it's a wonderful life"... not a lot of ideas as you see. Not a good movie, not qualityless, can be seen.
