The one review I saw on the IMDb site is actually for some other film by a similar title. Yes You Can Say No is a 19 minute dramatic narrative piece dealing with sexual abuse. It has nothing to do with drugs and is a well executed and sensitive tool that has been used internationally in schools for over two decades.
The child and adult actors are all quite believable, even when dealing with the delicate material. The subtle persuasion/manipulations in play feel only slightly creepy, which is exactly why they are difficult for the kid to evaluate. The performances and story do a great job of identifying those subtle "feelings" that tell us when it is OK to say no.
Aside from the wardrobe and being in standard definition, the film stands up well after 23 years and continues to inspire kids to resist becoming victims of abuse.
