Hugo, a young and eager Communist, convinces his superiors to let him infiltrate the secret base of a rogue party chairman, Hoederer, in order to assassinate him. However, a surprise luggage search puts a wrench in his plans.
Hugo, now under Hoederer's influence, is invited to sit in on the meeting between his boss and the two leaders of the fascist factions in the state. Unbeknownst to him, however, his comrade Olga plans to bomb the meeting.
