Not really, unless you want to. The only plot connection the two films have is the character of Alex Cross, really. The films are entirely unrelated.
This is actually a Goof. The Russian Embassy personnel have jurisdiction only within the boundary walls of the embassy. The shootout was out on the street where they clearly have no jurisdiction and in no way could they apprehend Cross and Jessie of take their weapons.
