This was the last black & white Popeye cartoon.
Lots of references to WW2 era life. Popeye's can of spinach is worth 17 ration points. The outhouse is labeled as an air raid shelter. And Olive is practicing first aid when Popeye arrives.
The fan dancer character, Dipsy Glee, that Popeye animates (briefly) might be a take off on Gypsy Rose Lee, a legendary burlesque queen of the Minsky's era.
The "Less 20%" footnote to the film title Popeye shows is a jab at income tax.
Popeye is shown driving the very latest in WW2 military transportation, the Jeep. The word "Jeep" itself was first used in the Popeye comic strip (Thimble Theater).
