Probably because he's a large, leather-clad man wielding a sword and a gun in the hospital. Alternatively, Whistler mentions that the vampires "own the police". So it's possible there's a shoot on sight order put out on Blade by any corrupt police officials. Keep in mind, the first two that fire on him in the hospital, the ones he says "Motherfucker, are you out of your damn mind?!" to were simply security guards. So they likely panic-fired on him. Which is why they immediately run away when they realise they just made him mad.

Purebloods led by Dragonetti (Udo Kier) wish to maintain a peaceful co-existence with humans, while turned-vampire Deacon Frost (Stephen Dorff) wants to reign over human "cattle" and intends to awaken the blood god La Magra in order to do so. Unfortunately, Frost needs Blade's blood to do it.
Blade is based on a vampire hunter featured in Marvel Comics. He was created by Marv Wolfman and Gene Colan. Blade's first appearance was in The Tomb of Dracula #10 (July 1973) as a supporting character. The comic book Blade was adapted for the movie by American screenwriter David S. Goyer. The movie Blade was followed by two sequels, Blade II (2002) and Blade: Trinity (2004).
In the Blade universe, there are two ways to become a vampire. One is to be born vampire (a "pureblood"), and the other is to be bitten by one. In Blade's case, his pregnant human mother was bitten by a vampire just before giving birth. Although he began life as a human, the vampire trait is now a part of his DNA. The words come from a kindergarten song used by Japanese girls to embarrass one another, beginning "chinchin, burabura, souseiji!", "chinchin" being slang or childish term for "penis", "burabura" being a Japanese "gitaigo" (a sort of abstract onomatopoeia term referring to something which is both hung from something else and moving), and "souseiji", a transliteration of the word "sausage".
